Regions where coal was readily available, such as the Ruhr Valley in Germany and western Pennsylvania in the United States, witnessed exponential growth-yet also suffered the greatest damage from coal pollution. These conditions prompted civic activism in the form of “anti-smoke” campaigns to attack the unsightly physical manifestations of coal burning. This early period witnessed significant cooperation between industrialists, government, and citizens to combat the smoke problem. It was not until the 1960s, when attention shifted from dust and grime to hazardous invisible gases, that cooperation dissipated, and protests took an antagonistic turn. The Age of Smoke presents an original, comparative history of environmental policy and protest in the United States and Germany. Dividing this history into distinct eras (1880 to World War I, interwar, post-World War II to 1970), Frank Uekoetter compares and contrasts the influence of political, class, and social structures, scientific communities, engineers, industrial lobbies, and environmental groups in each nation. He concludes with a discussion of the environmental revolution, arguing that there were indeed two environmental revolutions in both countries: one societal, where changing values gave urgency to air pollution control, the other institutional, where changes in policies tried to catch up with shifting sentiments. Focusing on a critical period in environmental history, The Age of Smoke provides a valuable study of policy development in two modern industrial nations, and the rise of civic activism to combat air pollution. As Uekoetter's work reveals, the cooperative approaches developed in an earlier era offer valuable lessons and perhaps the best hope for future progress.

Confronted with this disparity between the old urban definition and the new city of the late nineteenth century, social thinkers searched for a new concept that would correspond more closely to the divided urban community around them. Borrowing an analogy from natural history, these thinkers conceived of the city as an organism composed of interdependent neighborhoods and sought to translate this concept into ways of dealing with the dislocations and problems in urban life. In this new study of American urban history Patricia Melvin traces the growth of the idea of the organic city and the developing emphasis on the neighborhood as the basic urban unit. An early expression of the idea was the settlement house movement, but the most effective application of the idea, Melvin shows, was the social unit organization scheme worked out by Wilbur C. Phillips. As a social planner and organizer, Phillips first tried his approach in New York, then in Milwaukee, and finally in Cincinnati. Although initially successful in dealing with specific issues, Phillips's efforts eventually foundered on friction among ethnic groups and on the opposition of city politicians. Finally, in the 1920s the whole concept of the organic city was supplanted by a new view of the city based not upon a cooperative but upon a competitive model. The Organic City contributes new understanding to an important period of American urban history. Moreover, it shows clearly how important is the role of concepts in shaping the perception of social realities and the attempts to deal with them.

Supported by mandatory taxation, purportedly inclusive, and vested with messianic promise, public schooling, like the earlier established churches, was touted as a bulwark of the Republic and as an essential agent of moral and civic virtue. As was the case with dissenters from early American established churches, some citizens and religious minorities have dissented from the public school system, what historian Sidney Mead calls the country's «established church.» They have objected to the «orthodoxy» of the public school, compulsory taxation, and attempts to abolish their schools or bring them into conformity with the state school paradigm. The Dissenting Tradition in American Education recounts episodes of Catholic and Protestant nonconformity since the inception of public education, including the creation of Catholic and Protestant schools, homeschooling, conflicts regarding regulation of nonconforming schools, and controversy about the propositions of knowledge and dispositions of belief and value sanctioned by the state school. Such dissent suggests that Americans consider disestablishing the public school and ponder means of education more suited to their confessional pluralism and commitments to freedom of conscience, parental liberty, and educational justice.
