It is within the context of the third, modern pandemic that this book unfolds: an outbreak which took over twelve million lives in India alone. Natasha Sarkar examines for the first time the full social history of this extraordinary medical crisis in India at the end of the nineteenth century, detailing the nature and progress of the disease within a complex colonial environment. Deep-seated colonial anxieties about governing India influenced and are disclosed in responses to the pandemic. Disease carriers were identified and labelled, and scapegoats stigmatized. Western Imperialism and its developments in biomedicine clashed with older indigenous medical systems. Sarkar also considers attitudes, approaches, and mentalities in indigenous Indian society. She explores what individuals and communities made of the disease, and how social prejudices surrounding it and its sufferers became increasingly heightened in a colonial environment. The plague crisis reveals disparate, heterogeneous voices across communities--the contradictions of a multi-religious, multi-lingual, and multi-cultural society. The last great plague of Colonial India is thus portrayed in all its political, social, economic, and demographic dimensions.

Using the case studies of colonial Punjab, Sri Lanka, and Bengal, it traces the loss of fundamental concepts and language of hunger in the inter-war period with the reductive application of the new specialisms of nutritional science and immunology, and a parallel loss of the distinction between infection (transmission) and morbid disease. The study locates the final demise of the ‘Human Factor’ (hunger) in malaria history within pre- and early post-WW2 international health institutions – the International Health Division of the Rockefeller Foundation and the nascent WHO’s Expert Committee on Malaria. It examines the implications of this epistemic shift for interpreting South Asian health history, and reclaims a broader understanding of common endemic infection (endemiology) as a prime driver, in the context of subsistence precarity, of epidemic mortality history and demographic change. Book excerpt: Enemy in the Blood: Malaria, Environment, and Development in Argentina examines the dramatic yet mostly forgotten history of malaria control in northwest Argentina. Carter traces the evolution of malaria science and policy in Argentina from the disease’s emergence as a social problem in the 1890s to its effective eradication by 1950. Malaria-control proponents saw the campaign as part of a larger project of constructing a modern identity for Argentina. Insofar as development meant building a more productive, rational, and hygienic society, the perceptions of a culturally backwards and disease-ridden interior prevented Argentina from joining the ranks of “modern” nations. The path to eradication, however, was not easy due to complicated public health politics, inappropriate application of foreign malaria control strategies, and a habitual misreading of the distinctive ecology of malaria in the northwest, especially the unique characteristics of the local mosquito vector. Homegrown scientific expertise, a populist public health agenda, and an infusion of new technologies eventually brought a rapid end to malaria’s scourge, if not the cure for regional underdevelopment. Enemy in the Blood sheds light on the often neglected history of northwest Argentina’s interior, adds to critical perspectives on the history of development and public health in modern Latin America, and demonstrates the merits of integrative socialenvironmental research.
