Long-ignored in traditional linguistics and textbook grammars, and still relegated to marginal status in South Slavic, these linguistic phenomena have emerged as invaluable devices for cutting-edge theories of the semantics/pragmatics interface. This book, which is a pioneering study in such linguistic phenomena in South Slavic languages, is also among the first of its kind for a related group of languages. It builds on the recent findings of some of the most influential linguistically-oriented theories, such as Relevance Theory, Argumentation Theory and coherence-based approaches to explain the meaning and use of certain discourse/pragmatic particles/markers in Bulgarian, Macedonian, Serbian, Bosnian, Croatian and Slovene. These particles/markers are part of the contemporary and historical lexicons of the South Slavic languages, varying across regions and time, but also differing in origin. This book, which draws from naturally occurring data, written media and constructed examples, aims at a wider audience including scholars working in semantics/pragmatics and Slavic languages, and applied specialists interested in this area of research. The authors hope that this book will be conceived as a starting point for a structured inquiry into the flourishing field of discourse particles in South Slavic.

Particularly after the Treaty of Lisbon’s entry into force, research on multilevel governance can no longer remain confined to the analysis of political dynamics or of soft law arrangements. Multilevel governance emerges as a constitutional principle in the European constitutional space, envisaging a method of governance based on the strong involvement of sub-national authorities in the creation and implementation of EU law and policy. Its foundation is in the mosaic resulting from the constitutional systems of the Union and its Member States. Multilevel governance arrangements play a fundamental part in achieving key Treaty objectives (such as subsidiarity, respect for the national identities of the Member States including regional and local self-government, openness, and closeness to the citizen). These arrangements lend legitimacy to EU decision-making, while also promoting constitutionalism and democracy in the EU.

What should this concept be taken to mean? Starting from the analysis of requirements and principles regulating, generally speaking, the relationships between Member States’ and EU law, this book provides a definition of procedural autonomy able to account for the concept’s inherent limits. Out of an analysis of the more relevant EU jurisprudence, the author identifies the rationale underlying the interventions of the ECJ on issues of procedural autonomy and the common logic that emerges from it; and reveals how, in an unchanged context of ‘procedural autonomy’ of the Member States, national procedural law becomes more and more ‘functionalized’ to the requirements of effectiveness of substantive EU law. As such, we should speak of a ‘functionalized procedural competence’ rather than of procedural autonomy. But this is by no means a case of “Paradise Lost.” The book includes a foreword by Prof. Jürgen Schwarze, one of the founding fathers of European Administrative Law.
