Book excerpt: The Previous Century Was Marked By India S Great Transformation From A Colonial Agrarian Economy To A Modern, Vibrating, Knowledge-Based Economy Within The Framework Of A Liberal And Secular Democracy. A High Annual Gdp Growth Rate Of Over 8 Per Cent Is Now Being Achieved On A Consistent Basis. The Rapid Economic Growth Has, However, Brought Only A Marginal Decline In Rural And Urban Poverty As Nearly 250 Million People, Constituting About 25 Per Cent Of The Country S Total Population, Still Remain Below The Poverty Line. The Data Relating To The Dimensions Of Poverty Is Startling A Whopping 350 Million People Are Illiterate, 150 Million Have No Access To Safe Drinking Water, 750 Million Lack Clean Sanitation Facilities And Are Prone To Diseases Resulting Therefrom, And 50 Per Cent Of The Children Eat Below Acceptable Nutritional Levels. Average Life Expectancy At Birth Has No Doubt Risen To 63 Years, But Infant Mortality Rate (Imr) And Maternal Mortality Rate (Mmr) Are Still At Unacceptably High Levels 57 Per 1000, And 3 Per 1000 Live Births Respectively. In Terms Of Human Development Index (Hdi), India Is Ranked 126Th Among The 177 Listed Countries. Even The Mentioned Statistics Do Not Fully Capture The Sheer Destitution And Misery Our Marginalized Sections Of Population Are Subjected To. The Poverty That They Endure Robs Them Of Their Human Dignity And Makes A Mockery Of Our Claims To Social Justice And Equity.Growth, When Unevenly Spread, Dwarfs Overall Prosperity. Hence, Bridging The Income Divide Is The Biggest Challenge For India. The Government On Its Part Has Launched Several Poverty Alleviation Programmes But They Have Not Brought The Desired Result. The Approach Paper To The Eleventh Five-Year Plan Has Laid Emphasis On Strategies That Accelerate Growth And Make It Broadbased. The Present Anthology Is Comprised Of Well-Researched Articles By Erudite Scholars Who Have Deeply Analysed The Problem Of Persisting Poverty In India. Various Factors Responsible For Such A Situation Have Been Studied And Ways And Means Suggested To Considerably Reduce If Not Eradicate Poverty. The Book Will Serve As A Valuable Reference Source For Students And Teachers Of Economics And Researchers On This Subject. It Will Also Be Useful For The Policymakers, Planners, Parliamentarians, Government Agencies And Ngos. Common Readers Concerned With The Overall Development Of The Nation Will Find It Highly Informative.

THE CONDITION OF THE INDIAN PEASANTRY. We cannot open this chapter better than by making the following quotations: --I 'Toil, toil, toil; hunger, hunger, hunger (not actual starvation or it would sooner be all over); sickness, suffering, sorrow, these alas! 2&Q& are the keynotes of their short and sad existences; and who can deny that for these fifty odd millions and more, it were better that they had never been born, better, almost, that stones were, now tied about their necks, and that they 'were cast into the rivers and drowned/ (A. O. Hume). 'I do not hesitate to say that half of our agricultural population-Anever know, from '.:, '/';' ', S year's end to year's end, what it is to have their hunger fully satisfied.' (S+r--Ghrrrfes. Elliott). The above is not an overdrawn picti of our peasantry. It is seldom thm an anti-Congress ruler like Sir Charles Elliott can occupy a common platform with the venerable leader of the Indian National Congress, But these are facts which anybody tnktruQg may read. No amount of administrative sophistry or circumlocutions official reporting can drown the truth that the squalid misery, 'the stifling, nevec'-lifting fog of penury, ' depicted above, is Withering away the vitality of the most sweetly-disposed peasantry in the world. 0 j/ Yes, if evekfjgre was a peasantry which' was its 'country's pride, ' the place of honour must be yielded to the toiling and suffering masses of people, who, under the tropical sun of India, grow and produce, even when the blood of man boils?mrr"" soothos in June, what the whole civilised world takes advantage of, denying themselves even the barest necessities of life. Book excerpt: Excerpt from Problems of Poverty: An Inquiry Into the Industrial Condition of the Poor The object of this volume is to collect, arrange, and examine some of the leading facts and forces in modern industrial life which have a direct bearing upon Poverty, and to set in the light they afford some of the suggested palliatives and remedies. Although much remains to be done in order to establish on a scientific basis the study of "the condition of the people," it is possible that the brief setting forth of carefully ascertained facts and figures in this little book may be of some service in furnishing a stimulus to the fuller systematic study of the important social questions with which it deals. The treatment is designed to be adapted to the focus of the citizen-student who brings to his task not merely the intellectual interest of the collector of knowledge, but the moral interest which belongs to one who is a part of all he sees, and a sharer in the social responsibility for the present and the future of industrial society. For the statements of fact contained in these chapters I am largely indebted to the valuable studies presented in the first volume of Mr. Charles Booth's Labour and Life of the People, a work which, when completed, will place the study of problems of poverty upon a solid scientific basis which has hitherto been wanting. Book excerpt: Excerpt from Poverty It should be said that the book is not a scientific or exhaustive study, endeavoring to deal with all of the conditions, causes, and problems of poverty. Mr. Charles Booth in his study of London has ap proached most nearly to such a work, and it required several large volumes to print the results. It is unnecessary to say that this book is a much more modest undertaking. It is first of all a personal narrative, telling of things seen while living among the poorest of the working people and among the most degraded elements in several cities of this country and abroad. It makes public certain notes concerning the misery, the wretchedness, the sorrow, and the hopelessness of old neighbors, many of whom are friends and acquaintances. It is not. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Poverty and Social Progress A scientific study of poverty shows how fatuous are most of the measures whose familiar shibboleths are philanthropy, social service, moral reform, and religion. An effective pro gram for the prevention of poverty cannot be devised and car ried out until an intensive and accurate analysis of the mani fold causes of poverty has been made. Such a study requires an extensive knowledge of human nature and social organization. It is obviously impossible to make an exhaustive study within the limits of one book. But I have endeavored to give a com prehensive survey of the problems of poverty which shows the one-sided character of many of the explanations of its causation and which will at least furnish the starting point for an effective program of prevention. Chapters III - V, inclusive, discuss the biological factors in the causation of poverty. Readers not interested in this aspect of the subject may omit these chapters and yet not be seriously inconvenienced in reading the remainder of the book. While all of the important causes of poverty are discussed, it goes without saying that the outstanding ones are the economic factors, since poverty is primarily an economic condition. Con sequently the discussion centers in the main around the two fundamental economic problems, namely, those of the production and the distribution of wealth. This book should be useful to many persons who are interested in these important social questions. It furnishes data of great value for the solution of many of the problems of citizenship and statesmanship. It is also suitable for use as a textbook for college and university courses on charities, poverty, pauperism, dependency, social pathology, etc. It will give the student an insight into the nature and causes of these great social evils and will furnish a basis for a more detailed study of special topics within this field.
