As the 2016 election made clear, sovereignty is also one of the most frequently invoked, polemical, and misunderstood concepts in politics—particularly American politics. The concept wields symbolic power, implying something sacred and inalienable: the right of the people to control their fate without subordination to outside authorities. Given its emotional pull, however, the concept is easily high-jacked by political opportunists. Book excerpt: In an increasingly complex and interdependent world, states resort to a bewildering array of regulatory agreements to deal with problems as disparate as climate change, nuclear proliferation, international trade, satellite communications, species destruction, and intellectual property. In such a system, there must be some means of ensuring reasonably reliable performance of treaty obligations. The standard approach to this problem, by academics and politicians alike, is a search for treaties with "teeth"--military or economic sanctions to deter and punish violation. The New Sovereignty argues that this approach is misconceived. Cases of coercive enforcement are rare, and sanctions are too costly and difficult to mobilize to be a reliable enforcement tool. As an alternative to this "enforcement" model, the authors propose a "managerial" model of treaty compliance. It relies on the elaboration and application of treaty norms in a continuing dialogue between the parties--international officials and nongovernmental organizations--that generates pressure to resolve problems of noncompliance. In the process, the norms and practices of the regime themselves evolve and develop. The authors take a broad look at treaties in many different areas: arms control, human rights, labor, the environment, monetary policy, and trade. The extraordinary wealth of examples includes the Iran airbus shootdown, Libya's suit against Great Britain and the United States in the Lockerbie case, the war in Bosnia, and Iraq after the Gulf War. The authors conclude that sovereignty--the status of a recognized actor in the international system--requires membership in good standing in the organizations and regimes through which the world manages its common affairs. This requirement turns out to be the major pressure for compliance with treaty obligations. The range of responses to manage global issues are compared and discussed throughout. Global problems move at internet speed; governments do not move so quickly. This creates gaps in what citizens expect the state to do, and what countries have the capacities to do. This paradox is a problem not only for weak or failing states; even the strongest states in the system struggle in how to effectively respond to global issues, from cybersecurity to environmental toxins. States cannot solve or manage trans-sovereign issues alone. The power of the private sector is growing (both legal and illegal, for profit and non-profit), while state power is flat or in some places declining. While private sector actors have means to impact transnational issues, they do not have a public mandate to do so. Countries increasingly must learn how to play well with others; this is easier said than done. Attempts to manage global issues flow through three channels: public sector responses, private sector responses, and mixed public-private partnerships. All three channels are explored throughout the book, uniting the issue chapters in a common discussion of challenges and responses. The conclusion presents lessons learned for theory and practice from managing global issues.

This ethnography addresses this question through the example of Macau, a southern Chinese city that was a Portuguese colony from the 1550s until 1999. As the Portuguese administration prepared to transfer Macau to Chinese control, it mounted a campaign to convince the city’s residents, 95 percent of whom identified as Chinese, that they possessed a “unique cultural identity” that made them different from other Chinese, and that resulted from the existence of a Portuguese state on Chinese soil. This attempt sparked reflections on the meaning of Portuguese governance that challenged not only conventional definitions of sovereignty but also conventional notions of Chineseness as a subjectivity common to all Chinese people around the world. Various stories about sovereignty and Chineseness and their interrelationship were told in Macau in the 1990s. This issue not only faces the elusiveness of sovereignty as a concept, but also the proliferation of hypocrisy on its presence within states. The book encounters the deconstructionist hypothesis stating that there is nothing to worry about but the belief there is something to worry about. Derrida’s deconstruction of sovereignty allows indeed one to grasp the fictional essence of sovereignty based on the metaphysics of presence. The presence of self-positing sovereign ipseity is fictional since absent in the present, but spectrally present in the belief of its presence to come. Sovereignty is a matter of credibility, or the credible promise of a normative statement to come. Hence, the book challenges the realist/neorealist argument stating that states are credibly sovereign until proven otherwise and explains that the debate on state sovereignty calls for the unveiling of this hypocritical epistemology cunningly disguised as an objective presence. Swiss-EU relations thus become the cornerstone to not only theorise but also test sovereignty and deconstruct the two ontological and epistemological sides of the same coin, or the modern hypocrisy of sovereignty. This deconstruction constitutes the very problématique of any attempt to understand whether and how a state can be sovereign and solve the problem as to how to neutralise the différance and identify the difference between credible and incredible claims of sovereignty. This problématique connects the theory and practice of sovereignty innovatively, providing positivist evidence on the arguable credibility of the Swiss claim of sovereignty and confirming the presence of a theological dimension within politics.
