The first divestitures in 1991 failed to trigger a systematic programme of sell-offs due to fears of job losses in an economy characterized by low rates of growth and high levels of unemployment. Where subsequent sales occurred they took place on a pragmatic and case-by-case basis with the reasons for privatization varying across companies. Some of the earlier sales took place because the enterprises were financially unviable whereas more recent sales can be attributed to the influence of EU policy on competition and restrictions on state aids. Since the privatization of the state telecommunications company in 1999 there has been a significant increase in privatization activity and most of the remaining public enterprises are candidates for divestiture. By 2001 total revenues amounted to 8.1 bn euro (9 percent of GNP for 2001). A consistent justification for privatization has been that a change in ownership will lead to improved performance. The analysis in this paper fails to support this argument. At this early stage of the programme the experience has been for cost-cutting measures to lead to improved performance prior to privatization with little evidence of continued improvements after divestiture.

Between 1990 and 2003, 120 developing countries carried out nearly 8,000 privatization transactions and raised $410 billion in privatization revenues. Privatization activity peaked in 1997 and dropped off in the late 1990s and, while still at overall low levels, is slowly creeping back. While there are a large number of studies assessing the impact of privatization on enterprise performance and overall welfare, there are no systematic data on the extent to which privatization has changed the role of state enterprises in the economy. Anecdotal evidence suggests that the state's role has been substantially reduced in Eastern and Central Europe and in certain countries in Latin America. But available evidence also suggests that, despite a long track record of privatization, government ownership in state enterprises is still widely prevalent in some regions and countries, and in certain sectors in virtually all regions. The paper shows that the costs of not reforming state enterprises are high and that continued efforts need to be made to improve their performance by improving privatization policies and institutions; adopting more of a case-by-case approach for complex sectors and countries; and exposing state enterprises to market discipline through new private entry and exit of unviable firms and improvements in their corporate governance. In The Control and Perfonnance o[ State-Owned Enterprises , they describe state-owned enterprises as an extreme case of the separation of ownership and control. The focus is on management --the incentives it faces and the conflicts to which it is subjected. The distinguishing characteristics of public enterprise, the authors suggest, give it a comparative advantage over both public bureaucracy and private enterprise in certain situations. They argue that legislators are more likely to prefer SOEs over private enterprise when the efficiency of private enterprise is undermined by regulation or the tbreat of opportunistic state action, when the informational demands of subsidizing private production to meet distributional objectives are high, when it is difficult to assign property rights, or when state ownership is ideologically appealing. These considerations suggest why SOEs are usually assigned special rights and responsibilities, and they help explain observed regularities in the distribution of SOEs across countries and sectors. Zeckhauser and Horn apply principal-agent theory to identify the key factors underlying the performance of state-owned enterprises.
