Book excerpt: 5.kenya-edu.pmd 5 Conclusion: Challenges and Prospects for Private Higher Education in Kenya as regards Equity, Research and Knowledge Production Introduction The privatisation of public universities and the entry of private higher education institutions in Kenya constitute critical period in a strategy for the development of higher education in the country. [...] Rather the intention is to identify existing challenges and seek to marry the goals of private higher education providers with the aspirations of the society in which they operate. [...] The relationship between the curricula in private universities and the national context in which the missions of the universities need to be ingrained poses another challenge to private higher education in Kenya. [...] The lack of established postgraduate courses, the quality of students, the orientation of lecturers and the lack of funds from the government and the private sector combine to diminish research at private and privatising public universities. [...] In the overall perspective, the operation of private universities and programmes has not integrated equity policies that are increasingly contributing to the determination of the quality of institutions and programmes.

Book excerpt: Governments around the world, and particularly those in developing countries, face significant educational challenges. Despite progress in raising education enrollments at the basic education level, much remains to be done. Today, about 77 million children in developing countries are not in school, particularly in Sub-Saharan Africa and South Asia. Higher education participation rates remain low in many developing countries, and public higher education institutions (HEIs) struggle to absorb growing numbers of secondary school graduates. Public universities face ongoing challenges, including a lack of teaching and research resources, and the loss of qualified staff to developed countries. The inability of public sector educational institutions, particularly in developing countries, to absorb growing numbers of students at all levels of education has seen the emergence of private schools and HEIs. This paper briefly examines the international experience concerning the regulation of private education at the school and higher education level. It begins with an overview of the private school and higher education sectors and a short discussion of the potential benefits of increased private participation in education. The remainder of the paper focuses on the following questions and sets out propositions for governments to consider.

Book excerpt: This nine-country study of higher education financing in Africa includes three East African states (Kenya, Tanzania and Uganda), five countries in southern Africa (Botswana, Lesotho, Mozambique, Namibia and South Africa), and an Indian Ocean island state (Mauritius). Higher Education Financing in East and Southern Africa explores trends in financing policies, paying particular attention to the nature and extent of public sector funding of higher education, the growth of private financing (including both household financing and the growth of private higher education institutions) and the changing mix of financing instruments that these countries are developing in response to public sector financial constraints. 'This unique collection of African-country case studies draws attention to the remaining challenges around the financing of higher education in Africa, but also identifies good practices, lessons and common themes.

Book excerpt: This book analyses the role of the university in working towards the Sustainable Development Goals. In contrast to the previous Millennium Development Goals, higher education is seen to have a crucial role in this new agenda. Yet how can the university fulfil these weighty expectations, and are the dominant trends in higher education supporting or undermining this vision? This book draws on the idea of the ‘developmental university’, a model characterised by its porous boundaries with society and commitment to teaching, research and community engagement in the public interest. The author examines case studies from Latin America, Africa and other regions to analyse how this model can be revived, countering recent trends of marketisation, status competition and unbundling. The book also considers alternatives to the developmental model drawing on indigenous knowledge systems, looking beyond the SDG framework to the creation of a new form of society. This timely volume will be of interest and value to those working in the field of sustainable development, and to students and scholars of comparative education, international development and higher education studies.

Book excerpt: The role of higher education in establishing structures and procedures in society and industry is clearly articulated in scholarly discussions. The narrative has recently taken a new momentum in Kenya with acknowledgement of the creative industry involves many youth, as an area that impacts on the economy. In unravelling the link between higher education and industry, the authors focus on leadership and governance in higher education and its expected and perceived contribution to the shaping of the creative industry. Through analysis of cases, the authors interrogate the processes and structures that govern the teaching and practice of the creative subjects, noting how these affect the creative industry in Kenya. This document approaches the creative disciplines from the perspectives of the students, lecturers and university administrators. The three voices provide a balanced view of what higher creative arts education in Kenya is. The multiple authorship of the book further provides a balanced account of the development of these disciplines in higher education, and their growth in industry. The key concepts here are the development of the creative industry and how higher education should contribute to the same.

Book excerpt: Privatization has become a catchword the world over, championed by some as a panacea for all ills, and branded by others as the cause behind increasing social inequalities. Education is not exempt from this loaded debate. In both developed and developing countries, for different raisons, schools are facing pressure to privatize the management and financing of education. This booklet proposes a certain number of criteria to evaluate the effectiveness of privatization policies, including efficiency and equity considerations. It weighs up the positive and negative aspects of privatization, and explores the different forms that it can take. In an area where the debate up until now has often been based more on ideology than evidence, the authors make a clear presentation of the different issues at stake for all parties concerned, in both developed and developing countries.

Book excerpt: This book examines the concept of the democratization of governance in universities in Kenya with particular emphasis on students involvement in governance processes and decision making. Data were collected from members of the student community utilizing a structured self-administered questionnaire and from purposively selected key informants and focus group discussants drawn from Kenyatta University (representing the public sector) and the United States International University (representing the private sector). The guiding argument for the study was that shared governance, one of the principles of good governance, is critical in enabling the universities to deliver their visions and the missions effectively. The results revealed that while in principle, Kenyan universities have embraced democratic governance in which all stakeholders, including students, have a role to play, in practice they continue to violate the core principles of good governance, particularly shared governance. Specifically, students, who are major stakeholders in university education, are largely excluded from significant structures of governance thereby limiting their influence and participation. Although their representation is mainly provided via student self-governance organs (unions, associations and/or councils), their effectiveness is undermined considerably by the lack of trust and confidencec of the student body and the unending manipulation by top university administrators and external political actors. Student active involvement in decision making is mainly confined to lower levels such as the school/faculty and departmental/programme. The authors call for a paradigm shift in the involvement of students in the governance of universities in ways that discourage the current culture of tokenism and political correctness that characterizes public and private universities in Kenya.

Book excerpt: 1.kenya-edu.pmd 1 Introduction and Background to the Study Introduction The emergence of private higher education in most of Africa in the last two decades has been one of the remarkable transformations related to the provision of higher education in the continent. [...] Conceptually, globalisation has been marked by the massive developments in communication and technology, the restructuring of global capitalism, the collapse of the Soviet Union and the end of the Cold War during the last decade of the twentieth century. [...] The overriding principles of globalisation have been in the weakening of the state, the questioning of the tenets of the welfare state, especially with regard to its efficiency in providing social services, and the adoption of a corporate culture in the provision of such services. [...] Privatisation and private higher education in Kenya: Research issues The key research issues that the development of private higher education in developing countries raise are related to the logic of their operations and how they rationalise their operations in the context of the knowledge needs of society. [...] These were: • To provide an analysis of factors contributing to privatisation and the growth of private higher education in Kenya; • To analyse the degree to which private universities and programmes addressed the issues of equity through various access policies; • To analyse the extent to which privatisation and private higher education have enhanced or limited the functions of the university rel.
