Book excerpt: Over the past decade economic policy in the UK and elsewhere has been guided by the belief that resources are used more efficiently in the private sector than under state ownership. Consequently, many formerly state-owned companies have been transferred to the private sector. After surveying the theoretical arguments for and against this hypothesis, this book examines the experience of eleven firms, including British Airways, Rolls-Royce and British Telecom. Various indicators are used to measure each firm's performance before and after privatisation to assess whether this policy has brought about improvements in efficiency. The first four chapters provide background material for the empirical work that follows. Chapter 1 outlines the theoretical arguments for and against the idea that private ownership will be more efficient than state control. Chapter 2 provides brief histories of the eleven organisations studied and chapter 3 discusses how their performance can be measured. Chapter 4 reviews the literature on the relative efficiency of public and private ownership. Chapter 5 considers the impact of privatisation on each of the eleven firms' labour and total factor productivity growth. Chapter 6 performs a similar analysis using two standard accounting ratios (value-added and the rate of profit). Chapter 7 assesses the impact of privatisation on technical efficiency using data envelopment analysis. In chapter 8 the impact of ownership on employment, wage levels and the distribution of business income is considered. The penultimate chapter discusses the restructuring that has followed each company's move into the private sector, and the final chapter summarises the results.

Available in PDF, EPUB and Kindle. Book excerpt: Privatization was the fundamental pillar of transition from plan to market in former socialist countries. But little is known about the fate of companies that were privatized in large scale privatization schemes such as mass privatization or management-employee buyouts. This is the first original study aiming to fill this gap. It assesses wholesale privatization schemes in three leading transition countries - the Czech Republic, Poland and Slovenia - in terms of the evolving concentration of ownership and relations to firm performance.

Book excerpt: It is a widely held idea that Russia has completed its revolution which brought down the Soviet economy, and that many companies after privatisation work as typical western companies. Another belief is that Russia has adopted a market economy but then reverted to authoritarianism. With these two ideas in mind, this book discusses the suggestion that the key element of post-Soviet economic and political reforms in the last two decades was the redistribution of assets from the state to oligarchs and the new elite. It looks at why most Russian companies could not achieve strong long–run corporate performance by analysing in detail a range of different Russian companies. The book is a useful tool for understanding the future prospects for Russian business.

Book excerpt: This book is a comprehensive work which incisively analyses, from a theoretically informed perspective, crucial aspects of India’s journey from partial divestiture to privatisation, accompanied by case studies of enterprises being privatised in FY 2022. Naib begins with the economic role of the state followed by theoretical and empirical evidence on the state versus private ownership in the first two chapters. Next, an overview of public sector in India including the New Public Sector Enterprise Policy for Atmanirbhar Bharat-2021 is discussed, before a broader examination of the global experience with privatisation is done. Naib then goes on to explore India’s journey from partial divestiture to privatisation from 1991 to 2021 in four time slots based on the political party in power. The book also looks at big ticket privatisation and asset monetisation proposed in FY 2022. Many criticised the design of National Monetisation Plan as it may lead to concentration of wealth, increasing inequalities, asset stripping, and consumers paying higher charges. The book closes by presenting six instances of big-ticket privatisations ranging from airlines, airports, banks, insurance, as well as industries such as petroleum and telecoms. The book’s timely data and analysis of key developments will interest researchers in the fields of divestiture and privatisation in India.

Book excerpt: Celebrating twenty years of transition from socialism to capitalism, this book is designed to be the core textbook for undergraduate courses in transition economics and comparative economic systems. Given the passage of time, Transition Economics: Two Decades On reviews and accounts for the outcomes in the so-called transition economies and, from an academic perspective, takes the reader through developments and issues in the twenty years of transition from plan to market. Treating its subject matter thematically, the book incorporates much of the transition economics literature and evidence that have evolved over the past two decades. In particular, the authors focus on the most important aspects of economic transition, including: The initial conditions at the outset of transition Paradigms and patterns of transition The main transition policies and economic reforms The performance of transition countries and firms The lessons from transition The textbook covers a wide range of both contemporary microeconomic and macroeconomic issues, in over thirty ex-socialist European and Asian countries, including Russia and China. Transition Economics: Two Decades On is more than just a book about a particular part of the world or the transformation that was experienced at a particular time in history. The authors believe that the study of the economics of transition gives the reader an insight into theories, policies, reforms, legacies, institutions, processes and lessons that have application and relevance, beyond the specific transition from plan to market, to other parts of the world and to other times in history.

Available in PDF, EPUB and Kindle. Book excerpt: The main aims of this thesis are as follows:(a) To present a comprehensive analysis of the concept of privatisation its origins and limits, (b) To identify the legal and institutional framework for privatisation in different European countries from a comparative perspective; (c) To define and analyse particularly legal issues which arise during the privatisation transactions: e.g. labour law, competition law etc.; (d) To evaluate which features of the successful legal and organisational framework of privatisation have been successful so as to provide guidelines for those individuals and organisations participating in the privatisation exercises. This work found out that there is no simple, internationally applicable recipe for privatisation; various legal methods and techniques can be used to privatise state owned enterprises. Because each country has different circumstances, it is impossible to provide a unique model for privatisation; each country needs to design its own model according to its circumstances.Privatisation is an essential but insufficient element for structural economic reform in the economy and society. Privatisation is not a panacea, it is not the solution to every economic and administrative problem; selling an enterprise to the private sector does not mean an end to all problems. Also privatisation is not an overnight process or a magic touch; it will be a lengthy process. Furthermore, a decision that something can be privatised does not mean that it should be privatised. In that context, privatisation is not good or bad; it is an economic and social instrument. If it is well designed it may bring substantial benefits to the economy and society. In many countries, many state owned enterprises, particularly the ones which are financially weak, have still not been privatised. This finding revealed that the privatisation process will be in the political and economic agenda for at least few more decades.

Prager, Choice This accessible book aims to inform readers interested in assessing privatization and market development concepts on a global scale, and outlines a range of thinking on how these policy ideas have moved around the globe. Bringing together an international team of contributors, the book traces how privatization concepts have grown in application, and how they have spread to become a central policy idea for governments. And whilst interest in the initial policy of selling-off state owned enterprises has peaked, the contracting and partnership modes of privatization have risen to global prominence. This book also reflects on the importance of the privatization family of ideas on both developed and developing countries. Privatization and Market Development will be of great interest to those involved in public administration and public policy making from a global perspective.

Book excerpt: Over the past decade India has been undertaking a programme of economic reform, and at the same time the economy has been growing at a high rate. As part of the reform programme, and in line with prevailing economic thinking, India has been privatising its large, ungainly public sector. One assumption underlying this programme is the dogma that public sector enterprises are doomed to inefficiency, and that competitive market forces can be relied on to make firms more efficient once they are privatised. But is this really true? Combining rigorous data analysis with case studies to provide a balanced evaluation of the process of deregulation and privatisation within the overall context of economic reforms, the author demonstrates, remarkably, that, contrary to the prevailing view, private sector firms do not outperform public sector firms across all sectors. He also shows that revenue-raising considerations have weighed more heavily with the government than efficiency objectives. Overall, this study of the reform process in India, with its unique longstanding mix of private and public sectors, will be of great interest to all those studying reform and transition worldwide.

Available in PDF, EPUB and Kindle. Book excerpt: Globalization and structural adjustment offer many opportunities for export orientated industrialization in developing economies. As a group, competitiveness in the developing countries has improved, but, while East Asian economies have had rapid export growth and technological upgrades, South Asian and African economies have lagged behind. Old structures, institutions, behavioural patterns and public policies are ill-adapted to deal with the challenges posed by technological change and economic liberalization. Consequently there is an urgent need for change in government and private sector attitudes and strategies. This volume seeks to generalise the lessons across developing country and enterprise cases, and sheds light on which trade and industrial strategies and instruments work best, and which do not work, in relation to manufacturing competitiveness.
