The U.S. food and agriculture sector is a thriving, complex industry that has benefited from a legacy of exceptionally strong partnership with the public sector. International markets have expanded dramatically over the past 30 years, in large part due to trade liberalization and increasing demand driven by a growing global population and rising incomes. As private companies learn how to operate in key emerging markets, they gain insights, credibility, and goodwill for future investments. Although companies have a number of opportunities to collaborate with U.S. government programs, matching up with FTF priorities and target countries can be a challenge, and it can be difficult to find the right connection between FTF and a company's specific skills and goals. Going forward, maintaining and supporting the focus of FTF priorities are important, but ways must also be found to encourage investment and work in countries that, while not FTF countries, could generate strong results from private investment in the agriculture sector.

It advances four main reasons why agriculture in SSA deserves more public support. The first is a moral imperative: SSA governments cannot and should not ignore a sector on which about 70 percent of their population directly depend for their livelihoods if they are serious about their commitment to MDG1. Second, in spite of its generally poor performance, SSA countries do not have any realistic strategic option that they can rely upon for achieving sustainable economic development other than agriculture. Third, there is evidence from a number of SSA countries that appropriate policies and direct public sector investment have combined to trigger agriculture sector-led economic growth. This publication argues for countries to build on their success stories and for others to explore such opportunities, taking into account their specific environmental, economic and social conditions. It requires progressively respecting, protecting and fulfilling human rights”; and how can it contribute to the achievement of the Sustainable Development Goals (SDGs) and national development plans - scaling up support to small scale farmers, engaging and empowering youth, closing the gender gap, and improving access to infrastructure, public services, and agricultural finance, and, in general, investing in the sustainable production of safe and nutritious food while contributing to improving inclusion in the food system, prioritizing vulnerable populations and adopting a human rights-based approach to food security, in line with the SDGs spirit of addressing inequalities and ensuring that no one is left behind. In Part 2, through specific Guidance Notes, Parliamentarians and advisors are guided through concrete actions they can implement in their countries to improve and increase investments, actions such as: executing a national policy, legislative, and institutional frameworks assessment; ensuring consistency in the legal and policy framework; advocating to reform existing laws and/or adopt new laws; ensuring adequate financing for the implementation of laws related to responsible investments in agriculture and food systems and ensuring effective parliamentary oversight are detailed throughout.In addition to their essential role for the enactment of legislation and adoption of budgets, and of ensuring accountability of governments for the effective implementation of commitments, parliamentarians, and parliamentary advisors are custodians of their country’s plans for sustainable development and have a strategic responsibility to raise awareness of citizens on issues of paramount importance. To support parliamentarians and advisors in creating effective partnerships with other stakeholders, such as other parliamentarians, the private sector, the civil society, and academia, Part 3 provides tailored key messages that can be used ad hoc in meetings, conferences, and in other kinds of communications such as reports, press releases, and social media. It includes useful explanations of how data and country-level statistics can support advocacy and communication activities.
