The Government Accountability Office (GAO) was asked to review these topics. This report examines (1) participation in private school choice programs and the characteristics of students; (2) program requirements for participating private schools; and (3) how the Department of Education (Education) supports districts' efforts to deliver these federally funded services in the context of school choice programs. GAO reviewed relevant federal laws and regulations, surveyed all voucher and ESA programs as of fall 2015, and interviewed Education officials and other stakeholders. GAO also reviewed documents and interviewed state, public school district, and private school officials in a nongeneralizable sample of 10 private school choice programs in four states, selected to include programs with large enrollment and a range of eligibility criteria. The program was named the D.C. Opportunity Scholarship Program (OSP). The United States Government Accountability Office (GAO) was asked to assess the (1) accountability mechanisms governing the use of funds; (2) results of the grantee's efforts to meet the program's recruiting priorities and eligibility requirements and inform parents of their choices; and (3) extent that the evaluation of OSP reflects statutory requirements and the implementation of the program supported the detection of useful and generalizable findings. To assess the program, GAO analyzed financial, program, and evaluation data. GAO did not assess the performance of participating private schools nor did GAO evaluate the impact of the program. The GAO recommends that the Secretary of Education should direct the grantee to improve internal controls, continue to integrate its financial systems, improve monitoring, and provide accurate information to parents. The Secretary and the Mayor of the District of Columbia should ensure participating schools are in compliance with District requirements. The Secretary should ensure that programs are implemented in accordance with any required evaluation. It estimates the total fiscal effects of tax-credit scholarship programs--another type of private school choice program--on state governments, state and local taxpayers, and school districts combined. Based on a range of assumptions, these programs generated between $1.7 billion and $3.4 billion in taxpayer savings through the 2013-14 school year. That is equivalent to up to $3,000 per scholarship student. In general, tax-credit scholarships allow taxpayers to receive full or partial tax credits when they donate to nonprofits that provide students with private school scholarships. Eligible taxpayers can include both individuals and businesses. Some supporters of tax-credit scholarships argue that they give taxpayers more freedom than vouchers to support the types of education that align with their values and preferences. Vouchers, on the other hand, "compel taxpayers to financially support forms of education to which they may object." For the period covered in this analysis, there were 21 tax-credit scholarship programs operating in 17 states. Of those, the author added 10 (covering seven states) in this report. All but two of the programs analyzed are the largest in the country. In total, the 10 programs that were analyzed represent 93 percent of all scholarships awarded in tax-credit scholarship programs today. Programs analyzed in this report are: (1) Arizona Original Individual Income Tax Credit Scholarship Program; (2) Arizona Low-Income Corporate Income Tax Credit Scholarship Program; (3) Arizona Lexie's Law for Disabled and Displaced Students Tax Credit Scholarship Program; (4) Arizona "Switcher" Individual Income Tax Credit Scholarship Program; (5) Florida Tax Credit Scholarship Program; (6) Georgia Qualified Education Expense Tax Credit; (7) Indiana School Scholarship Tax Credit; (8) Iowa School Tuition Organization Tax Credit; (9) Pennsylvania Educational Improvement Tax Credit Program; and (10) Rhode Island Tax Credits for Contributions to Scholarship Organizations. There are certain challenges and considerations that generally apply to evaluating the fiscal impact of any school choice program. Two key factors that apply to all programs: (1) variable costs per student, meaning those costs that are directly associated with a given student and that would not be spent if that student were not enrolled; and (2) the number of students who would have attended public schools without the financial assistance from the tax-credit scholarship program (aka "switchers"). In some states, there is also a third factor: (3) the proportion of scholarships that are given to students who receive more than one scholarship. The proposed program would make available $5 million in tax credits that businesses and individuals could claim by making donations to non-profit Scholarship Granting Organizations (SGOs). SGO donations would be matched at 50 percent, meaning that the state would provide a 50 cent tax credit for each dollar donated to a SGO. SGOs would in turn distribute scholarships for families to use towards private schooling costs. Eligibility for the program is restricted to students who were not enrolled in private schools in the previous school year and whose household income is at or below 200 percent of the federal free and reduced-price lunch program. Students who received a scholarship in the previous school year from a qualifying non-profit are also eligible. The purpose of this study is to project the impact of this program on the state's public education costs. It forecasts the immediate costs of the program in foregone state tax revenue and the potential cost savings that result if public school students use the scholarships to migrate to private schools. These estimations will allow policymakers and taxpayers to evaluate the merits of the policy in the context of its financial implications for the state. Findings reveal that the tax credit scholarship program will result in savings to the state, regardless of demand. Their fiscal impact has become an important political issue. Proponents say school choice saves money because private schooling is more efficient, producing savings for both public schools and state budgets. Meanwhile, opponents say school choice drains money from public schools. This study calculates the fiscal impact of every existing voucher and tax-credit scholarship program, in order to bring empirical evidence to bear on the debate over the fiscal impact of school choice. Of the 18 voucher and tax-credit scholarship programs in the United States, twelve began operations before the current school year and their fiscal impact can thus be assessed. Key findings include: (1) School choice programs have saved a total of about $444 million from 1990 to 2006, including a total of $22 million saved in state budgets and $422 million saved in local public school districts; (2) Every existing school choice program is at least fiscally neutral, and most produce a substantial savings; (3) In nearly every school choice program, the dollar value of the voucher or scholarship is less than or equal to the state's formula spending per student; (4) When a student uses school choice, the local public school district no longer needs to pay the instructional costs associated with that student, but it does not lose all of its per-student revenue, because some revenue does not vary with enrollment levels; and (5) Programs that offer vouchers or scholarships both to public school students and to students who did not previously attend public schools are now offering large enough dollar amounts to attract at least 25 percent of their participants from public school students. Book excerpt: In the 108th Congress, numerous proposals have been made to establish federal programs designed to increase parents' opportunities to choose the elementary and secondary schools their children attend. A few of these proposals would create new school choice programs specifically designed to serve parents and students in the District of Columbia. On December 8, 2003, the House agreed to the conference report (H.Rept. 108401) of the Consolidated Appropriations Act, 2004 (H.R. 2673) which among other things would authorize the establishment of a scholarship program in the District of Columbia under the DC School Choice Incentive Act of 2003. The bill would create a competitive grant program under which the Secretary of Education would award grants to eligible entities for the operation of one or more scholarship programs in the District of Columbia. Grantees would award scholarships (also commonly referred to as school vouchers) of up to $7,500 per academic year to elementary and secondary school students, who are residents of the District of Columbia and whose family income does not exceed 185% of the poverty level, to enable them to attend private schools located in the District of Columbia. For FY2004, $14 million would be provided to fund and administer the program. At present, the Senate has not voted on the conference report. Previously, the House and Senate considered establishing a scholarship program in the District of Columbia as part of FY2004 appropriations bills for the District of Columbia (H.R. 2765, S. 1583, and S.Amdt. 1783) or a separate bill reported by a House Committee (H.R. 2556). This report identifies and briefly discusses some of the issues that have led to a new federally funded school choice program being considered as a policy option for elementary and secondary education in the District of Columbia. It provides a brief description of the proposed scholarship program. The report then identifies and analyzes a number of policy issues that the 108th Congress may consider as it debates the proposal. Significant policy issues discussed in the report include: the potential effect of the proposed program on school choice in the District of Columbia; the potential of the program to affect the distribution of federal and local education funding in the District of Columbia; how nondiscrimination and civil rights laws might apply to grantees and participating schools; and how accountability of the program would be assured. This report will be updated consistent with significant legislative activity.

One argument for such school choice policies is that public schools will improve the quality of education they offer when faced with competition for their students. This study examines the effects of private school competition on public school students' test scores in the wake of Florida's Corporate Tax Credit Scholarship program (now the Florida Tax Credit Scholarship Program) which offered scholarships to eligible low-income students to attend private schools. The authors examine whether students in public schools that were exposed to a more competitive private school landscape saw greater improvements in their students' test scores after the introduction of the scholarship program, than did students in schools that faced less competition. The degree of competition is characterized by several geo-coded variables that capture students' ease of access to private schools, and the variety of nearby private school options available to students. Findings show greater degrees of competition are associated with greater improvements in students' test scores following the introduction of the program. The findings are not an artifact of pre-policy trends; the degree of competition from nearby private schools matters only after the announcement of the new program, which makes nearby private competitors more affordable for eligible students. Also, schools that we would expect to be most sensitive to competitive pressure see larger improvements in their test scores as a result of increased competition. The findings suggest that means-tested voucher and scholarship programs may be an effective way of improving educational outcomes for low-income students. GAO was asked to assess the (1) accountability mechanisms governing the use of funds, (2) results of the grantee's efforts to meet the program's recruiting priorities and eligibility requirements and inform parents of their choices, and (3) extent that the evaluation of OSP reflects statutory requirements and the implementation of the program supported the detection of useful and generalizable findings. To assess the program, GAO analyzed financial, program, and evaluation data. GAO did not assess the performance of participating private schools nor did GAO evaluate the impact of the program.
