Book excerpt: During the last two decades many governments have allowed private companies to offer infrastructure services which were previously provided only by state-owned businesses. In some cases they have privatized state-owned business and in others, they have permitted private firms to invest in and operate those businesses under lease contracts or long-term concessions. In still other instances, private firms have been allowed to compete alongside former government monopolists. 'Infrastructure for Poor People' examines the data on infrastructure and the poor in developing countries, and discusses how policies, centered on private provision, can address their needs. It focuses on the design of government policy for the provision of infrastructure services by private firms, highlighting the rules determining which firms can sell infrastructure services, the prices they can charge, the quality of service they must offer, and any subsidies provided by the government.

Available in PDF, EPUB and Kindle. Book excerpt: Access to quality services and community infrastructure are vital parts of supporting sustainable and resilient rural and small town places. Renewing outdated infrastructure and supporting the delivery of services in rural communities present significant challenges from the constrained fiscal and policy realities of the 21st century. Drawing upon contributors from five Organization for Economic Co-operation and Development (OECD) countries, this book describes innovative service delivery and community infrastructure models that are appropriate to the contemporary rural and resource-dependent regions of developed economies. The examples show that an entrepreneurial approach to service delivery and infrastructure provision by local organizations and governments is needed. Critical economic and community development supports are crucial to assist creative and innovative sets of solutions that work for small communities. Chapters in this book argue that community development foundations for resilient rural and small town communities and regions must be co-constructed and co-delivered in partnership by both local and senior government actors, in terms of both policy and committed resources. This volume will be extremely valuable for students, scholars, and community development practitioners exploring policy-making, government initiatives, and community service provision in rural and small town places.

Book excerpt: Infrastructure is generally defined as the physical framework of facilities through which goods and services are provided to the public. Its links to the economy are multiple and complex because it affects production and consumption directly, creates positive and negative spillover effects (externalities), and involves large flows of expenditure. Until recently, as the government implemented and financed the bulk of infrastructure outlays, all the attendant project risks were also borne by the government. Resource mobilization was through pre-emption of funds from banks and insurance companies backed by issue of dated securities. Foreign funds-mainly in the form of project-specific aid from bilateral and multilateral sources-supplemented the domestic resources. Hence, infrastructure financing was relatively simple and straightforward, but undoubtedly inefficient and lacking accountability. Public-private-partnership (PPP) is a mode of providing public infrastructure and services by the government in partnership with the private sector. It is a long-term arrangement between the Indian government and private sector entities for the provision of public utilities and services. This book provides an exhaustive and analytical account of various facets of infrastructure development in India. It contains 29 chapters which are categorized under the following sections: Part I: Infrastructure Policy and Public-Private-Partnership (PPP); Part II: Energy Needs, Sources and Management; Part III: Transport Modes and Services; Part IV: Telecommunications, Information Technology (IT), Broadcasting and Postal Services; Part V: Special Economic Zones (SEZs); Part VI: Water Resources and Irrigation; Part VII: Rural Infrastructure and Services; and Part VIII: Urban Infrastructure and Services. Available in PDF, EPUB and Kindle. Book excerpt: Based on primary data collected through a nationwide survey, the report aims to resolve some of the contradictions that have stymied the expansion of infrastructure in rural India with the aim of encouraging balanced regional growth of rural infrastructure. It proposes - Forming public-private partnerships - Greater decentralisation of regulation and ownership - Greater reliance on user fees to recover costs - Greater use of microfinance This is a definitive report on the state of rural infrastructure in the four major sectors of power, telecommunications, roads and transport, and water and sanitation. Given that the solutions to rural infrastructure problems are necessarily going to be unique in rural areas, where people are already underserved, this study focusing on rural infrastructure is valuable in that it advocates for new financing methods; attracting new players to provide services; adopting new policies to support privatisation and decentralisation of infrastructure services. In sum, it outlines a financially sustainable and inventive new approach.

Book excerpt: Governments have long recognized the vital role that modern infrastructure services play in economic growth and poverty alleviation. For much of the post-Second World War period, most governments entrusted delivery of these services to state-owned monopolies. But in many developing countries, the results were disappointing. Public sector monopolies were plagued by inefficiency. Many were strapped for resources because governments succumbed to populist pressures to hold prices below costs. Fiscal pressures, and the success of the pioneers of the privatization of infrastructure services, provided governments with a new paradigm. Many governments sought to involve the private sector in the provision and financing of infrastructure services. The shift to the private provision that occurred during the 1990s was much more rapid and widespread than had been anticipated at the start of the decade. By 2001, developing countries had seen over $755 billion of investment flows in nearly 2500 infrastructure projects. However, these flows peaked in 1997, and have fallen more or less steadily ever since. These declines have been accompanied by high profile cancellations or renegotiations of some projects, a reduction in investor appetite for these activities and, in some parts of the world, a shift in public opinion against the private provision of infrastructure services. The current sense of disillusionment stands in stark contrast to what should in retrospect be surprise at the spectacular growth of private infrastructure during the 1990s.

Book excerpt: In the past, undersupply of public infrastructure was blamed for low productivity growth in the United States in the 1970s, while greater private sector participation was emphasized for infrastructure development in the Asia-Pacific region before the Asian Economic Crisis in the 1990s. This revealing book looks at the current economic situation and the state of infrastructure on both sides of the Pacific. Including contributions from leading authorities such as Satya Paul, Jim Storey, Tony Makin and Naoyuki Yoshino, this book closely investigates the experiences of Japan, Canada, the US, China, Korea and Australia.
