Available in PDF, EPUB and Kindle. Book excerpt: The influence of the late R. MacGregor Dawson on political thought in Canada is still with us and will, indeed, be with us for a long time to come. It is fitting therefore that a book should be conceived in his honour and that this book should reflect the high qualities of analysis and writing that he inspired in his many students. All the contributors to this volume, except Professor Clokie, who is Dawson’s generation, were his students in Saskatchewan or Toronto; all provide articles of interest and importance for a most useful volume on the political process in Canada. There are eleven essays, covering many aspects of Canadian political life. From a historical study of the federal government’s relations with the press, we move to consideration of the early ballot and the “swings” in federal elections. The next four essays are devoted to various topics connected with the general theme of political parties, and the next three to some problems of federation, including an account of the federal government’s administration of the North. Professor Clokie’s contribution, “Political Retrospect,” provides a suitable closing chapter.

Available in PDF, EPUB and Kindle. Book excerpt: In 1966, a project to create a national honour for Canadians was begun. The first recipients of the Order of Canada were announced a year later, and in the nearly forty years since, the Order has become a symbol familiar to, and respected by, people from across the country. The spirit that motivates the Order of Canada – celebration, inclusion, and democracy – was born of the memories of Canada's earlier experience with honours. From initial distrust and misunderstanding to the awakening of a national identity, the development of the Order reflects the relationship Canadians have with their country, their government, their culture, and their heroes. The Order itself is a product of national identity, politics, and history, reflected by the significance of its recipients' accomplishments. Indeed, the Order's history is as fascinating as the more than 4000 Canadians who have received it. This first book-length history of the Order of Canada – and first major work on Canadian honours – by Christopher McCreery is a celebration of the Order and a close examination of its unique design and various early incarnations. McCreery provides both a history of the Order's beginnings and a more general overview of trends in Canadian honours. Extensively illustrated with never-before-published photographs, The Order of Canada: Its Origins, History, and Developments pays tribute to the individuals who felt the need for a system of recognition for Canadians. Available in PDF, EPUB and Kindle. Book excerpt: The Canadian system of federalism divides the power to govern between the central federal parliament and the provincial and territorial legislative assemblies. In what can be seen as a double federation, power is also divided culturally, between English and French Canada. The divisions of power and responsibility, however, have not remained static since 1867. The federal language regime (1969), for example, reconfigured cultural federalism, generating constitutional tension as governments sought to make institutions more representative of the country's diversity. In Federalism and the Constitution of Canada, award-winning author David E. Smith examines a series of royal commission and task force inquiries, a succession of federal-provincial conferences, and the competing and controversial terms of the Constitution Act of 1982 in order to evaluate both the popular and governmental understanding of federalism. In the process, Smith uncovers the reasons constitutional agreement has historically proved difficult to reach and argues that Canadian federalism 'in practice' has been more successful at accommodating foundational change than may be immediately apparent.

Book excerpt: Excerpt from The Principle of Official Independence With Particular Reference to the Political History of Canada This book is an attempt to analyse the conception of independence in the modern state -pan idea which, though it finds expression in a multitude of practical forms, has been ignored by the majority of writers on politics. In order to make the discussion more concrete, I have thought it wiser to confine myself to Canadian government, and have only enlarged this sphere when comparison with some other country demanded it. While writing those chapters dealing with the officials of the Canadian state, I have often feared that the text might not accurately portray the actual conditions which exist - a fear based largely on the method of analysis that has been used in discovering the position and powers which the officials occupy and exercise. A quotation from Mr. G. K. Chesterton may make this point more clear: "It is the one great weakness of journalism as a picture of our modern existence, that it must be a picture made up entirely of exceptions. We announce on flaring posters that a man has fallen off a scaffolding. We do not announce on flaring posters that a man has not fallen off a scaffolding. ... That a man has not fallen off a scaffolding is really more sensational; and it is also some thousand times more common. But journalism cannot reason-ably be expected thus to insist upon the permanent miracles. Busy editors cannot be expected to put on their posters Mr. Wilkinson Still Safe' or ' Mr. Jones, of Worthing, Not Dead Yet.'
