Book excerpt: The Collaborative Project (CP) began as a pilot project in five low-wealth, rural school districts in North Carolina in August, 2007. The Project included a performance incentive initiative for teachers and administrators along with a professional development component and a set of after-school programs for underachieving students. The pilot phase continued for three years. The objective of this study was to document and examine principals' perceptions of the performance incentive initiative to determine the challenges and successes encountered during the development and implementation of the program The researcher utilized a qualitative interview process to collect data. The participants in the study were principals from the participating districts who had served in their positions for two or more years of the performance incentive program. Every eligible principal consented to be interviewed for this study with the exception of the principals in the researcher's district, who were excluded from the study because of the researcher's role as superintendent of the district. The principals' responses were analyzed and tables were constructed to show the main types of responses for each question, the number of principals who voiced each type of response, and short quotes illustrating each type of response. For triangulation purposes, the results were compared with survey data from a June, 2009 evaluation completed by the Carolina Institute for Public Policy. Overall, the majority of the principals interviewed believed the student achievement, professional development, and principal's evaluation components of the teacher performance incentive criteria helped their schools. The results of the study provided insight into some of the anomalies encountered by the CP leadership during the development and implementation of this performance incentive program. For example, some principals noted instances of teachers of non-tested grades/subjects receiving more performance incentive for student achievement than some teachers of tested grades/subjects. The interview process revealed some unanticipated results not mentioned in the review of the literature, such as a quid pro quo between some principals and teachers. Therefore, this study may provide a significant contribution to the literature on the development and implementation of performance incentive programs.

Book excerpt: Over the last 30 years, research has examined the role principals play in shaping school improvement and developing a foundation for student learning. This mixed methods study examined the relationship between school districts' principal evaluation processes and potential impact on student achievement in reading and mathematics. This study, conducted within 27 Texas school districts, surveyed principals and teachers from 41 campuses, as well as district office representatives. This study was conducted in three parts. First, principals were administered the Principal Evaluation Attributes, Feedback and Perception survey to measure their perceptions concerning the evaluation process in the areas of accountability, increased student achievement, professional growth, incentives for improvement, adherence to policy, and fostering school climate. Next, district evaluation instruments were analyzed with student performance in reading and mathematics on the 2011 Texas Assessment of Knowledge and Skill assessment to determine if a relationship between the quality of district developed instruments and student performance existed. Findings indicated that there was no correlation between principal evaluation instruments and student achievement. Survey results indicated that evaluation processes within districts are perceived as merely a checklist for complying with district policy and have little impact on principal professional growth or student achievement. The second component of the study included semi-structured interviews with school district level officials who were responsible for conducting the principal evaluation process. The findings suggest principal supervisors concurred with the use of district developed checklists as a means to evaluate campus principals, but had a different perception in relationship to principal performance, use for professional development, and impact on student achievement. Finally, new to this body of research, was the capturing of teacher perceptions regarding specific principal behaviors that impact student achievement in relation to the principal evaluation process. On on-line survey of teachers from the 41 campuses from this study was conducted in the spring of 2015. Teachers in this study indicate that professional growth opportunities for the campus principal should focus on school wide improvements, not necessarily personal principal development. Teachers found effective principals implement classroom-coaching strategies to improve instruction, outline expectations, and mandate needed professional growth individualized for optimal teacher performance. Thus, effective principals align professional development identified through the analysis of multiple sources of data and relate those findings to specific areas of teacher professional growth. Critical in this process is the amount of time principals spend observing classroom instruction and providing effective feedback to classroom teachers.

And, since principals are responsible for carrying out teacher evaluations, investments in principal capacity pay dividends on successful implementation of teacher evaluation and support systems. Robust measures of principal effectiveness are needed to inform improvements in principal preparation programs, tailor recruitment and placement strategies, and monitor job performance and development opportunities. Despite new evidence that principals play a critical role in developing teachers to improve classroom instruction, principals continue to spend only 8 to 17 percent of their time on essential instructional leadership activities. Principals need continued development and support for the efficient and effective use of their time. One factor that may drive this cycle is the ineffective use of federal resources to support educator development. Additionally, principal managers--such as superintendents and assistant superintendents--are often not equipped to observe principal practice and provide actionable feedback and support aligned to evaluation results. In order to raise expectations for the current principal corps, this brief recommends federal policymakers: (1) Increase the connection between principal evaluation and continuous professional growth; (2) Use evaluation results for principal development and distribution; (3) Raise expectations for the current principal corps; (4) Redefine expectations for principal managers; and (5) Align school accountability with educator evaluations.
