Book excerpt: Is the use of mechanisms that only focus on the protection of individual human rights sufficient to protect the cultural identity of minorities? Much more can be achieved by adopting a system that applies the principles of equality and non-discrimination, and encompasses the recognition of a collective right to cultural identity. Culture and cultural identity are indeed important for the identification of groups and ethnicity. But are the Roma an ethnic group? Are they a minority? In answering these questions, Italy is used as a case study to illustrate the limits of non-discrimination provisions and the need to recognise the collective right to cultural identity.

Book excerpt: Thirty years after the collapse of Communism, and at a time of radically diverse kinds of identity politics, including anti-migrant, anti-Roma, anti-Muslim and anti-establishment movements, this book analyses how Roma identity is expressed in contemporary Europe. From backgrounds ranging from political theory, postcolonial, cultural and gender studies to art history, feminist critique and anthropology, the contributors reflect on the extent to which a politics of identity regarding historically disadvantaged, racialized minorities such as the Roma can still be legitimately articulated. In part, the contributors argue, the answer lies in a movement beyond classic identity politics and any opposition between essentialism and constructivism.

Book excerpt: Dal Negro (linguistics, U. del Piemonte Orientale) explores the complex structural changes a language undergoes as it recedes and dies, taking as a case study the German dialect spoken in the Alpine village of Formazza (Piedmont), in the northwest of Italy. Within the sociolinguistic context of progressive language death, she focuses on phenomena of linguistic variation, change, and reduction at the level of morphosyntax. Her study is based on a large body of spoken material collected during three years, and on interviews with informants. She does not provide a subject index. Book excerpt: Whether federalism and subnational constitutions contribute to or undermine minority rights has long been a subject of controversy. Within the United States, the general view has been that federalism has been detrimental to minority rights. In contrast, other countries have seen federalism as crucial in safeguarding rights of ethnic and religious minorities. This volume provides the basis for a more nuanced assessment of the contributions of federalism and subnational constitutions to protecting minority rights by studying their impact in a variety of federal systems. This work explores both mature federal systems (Switzerland, United States) systems in transition (Belgium, Bosnia, Herzegovina), both quasifederal (Italy, Spain) and well-established systems (Germany), both systems with considerable homogeneity of population (Austria) and systems with extraordinary diversity (India). It also analyses the various constitutional arrangements that federal systems have devised for safeguarding minority rights and given them a voice in political deliberations.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a comparative analysis of the intercultural theories and practices developed in the European context. Bringing together work on the United Kingdom, France, Germany, Italy, Spain, Greece, The Netherlands and Sweden, it examines specific approaches to intercultural education. Structured around a series of core questions concerning the main features of diverse groups of migrants present within a country and within schools, the major issues raised by scientific research on the presence of migrant students, and the adoption of relevant educational policies and practices to address these issues - together with examples of best practice in each case - Intercultural Education in the European Context explores the strengths and weaknesses of the intercultural education approach adopted in each context. Offering a broad framework for the study of intercultural education as adopted in European settings, the book highlights the contribution of education to the development of a fair, democratic and pluralistic Europe. As such, it will appeal to scholars and policy makers in the field of sociology, migration, education and intercultural relations.

Available in PDF, EPUB and Kindle. Book excerpt: Nestled in the heart of the “Old Continent”, along the border between Slovenia and the Italian region of Friuli Venezia Giulia, Slovenes in Italy form one of Europe’s national minorities. This volume presents an up-to-date overview of their efforts to preserve their cultural and linguistic heritage and distinctiveness. The Slovene national community in Italy has been affected by profound and at times devastating events, including both World Wars, the fascist period and the lengthy process of defining the border between Italy and Yugoslavia. The collapse of the Berlin Wall, Slovenia’s declaration of independence and the process of globalisation have provided the community with new forms of protection, but also presented it with further challenges associated with adopting its development guidelines. This book is dedicated to researchers on ethnic studies, civil rights activists and politicians dealing with minority and human rights and diversity management, as well as tourists, teachers and students.

Available in PDF, EPUB and Kindle. Book excerpt: Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Available in PDF, EPUB and Kindle. Book excerpt: Europe’s boundaries have mainly been shaped by cultural, religious, and political conceptions rather than by geography. This volume of bilingual essays from renowned European scholars outlines the transformation of Europe’s boundaries from the fall of the ancient world to the age of decolonization, or the end of the explicit endeavor to “Europeanize” the world. From the decline of the Roman Empire to the polycentrism of today’s world, the essays span such aspects as the confrontation of Christian Europe with Islam and the changing role of the Mediterranean from “mare nostrum” to a frontier between nations. Scandinavia, eastern Europe and the Atlantic are also analyzed as boundaries in the context of exploration, migratory movements, cultural exchanges, and war. The Boundaries of Europe, edited by Pietro Rossi, is the first installment in the ALLEA book series Discourses on Intellectual Europe, which seeks to explore the question of an intrinsic or quintessential European identity in light of the rising skepticism towards Europe as an integrated cultural and intellectual region.

Available in PDF, EPUB and Kindle.

The evidence supports the view that regulating entry benefits politicians and bureacrats.
