Hog production developed along with the remarkable productive capacity of the Corn Belt, providing the framework for the early Corn Belt economy. There was a ready market for pork, both fresh and cured. Lard was the commonly used cook ing fat; ham and bacon, at first delicacies, became the standard American breakfast; and cured or salted pork were standard provision for the military and other world travelers. Pork was more than a staple-the meat was prized. Pork loin even symbolized good eating in the well-known phrase, eating high on the hog. In this century, other products have re placed lard as the primary cooking fat beef has replaced some pork on consumers tables; fresh, frozen, and cured meats of many varieties are available to travelers and, in general, dietary preferences are for less pork than before. However, in spite of the decrease in the demand for pork, as much as half the total corn production is fed to hogs today. The Subcommittee on Livestock is meeting today to review the Sharp decline in many prices received by pork produc ers and the farm-to-retail price spread for pork. Pork producers who I have talked with are growing increasingly alarmed at both the drop in prices and the prospect that this Situa tion may continue for some time. They are also concerned that con sumers are not seeing a corresponding drop in retail prices, so they are asking me where that consumer dollar is ending up. Producers are also anxious to see that product move, or else the surplus - in other words, ease the surplus so that the surplus does not continue to depress prices for a longer period of time. It is somewhat ironic that at the same time that producer prices are at a 22-year low, the producers themselves are paying for promotion programs to Spark greater consumption, while others are gaining the profits. One of our purposes today is to look into the farm-to-retail price Spread, how it compares to historic margins, the factors that affect it and how it might be expected to change in the months ahead. Beyond the price spread issue, we also want to consider the over all effects of the low cash prices on pork producers. The projections I have seen from the University of Missouri are for these low prices to continue well into the next year and our Members need to be aware of the impacts that will cause. Recently, reports were issued on marketing margins and costs for beef, and on costs for food in general. The quarterly data on pork margins and costs that are shown in this report Will be pub lished currently in the Marketing and Transportation Situation. Farmers expect their prices to move up and down with changesin the volume of farm marketings. They also recognize the seasonal character of supply-price changes and many of them make adjust ments to meet such changes. Prob lems of greater magnitude develop, however, when drastic price declines take place that are out of line with normal expectations. This type of supply-price situation developed for hogs and pork in 1955 when prices for barrows and gilts declined more than would have been expected on the basis of past trends. The following year, data for a market basket of 58 foods were published in Price Spreads Between the Farmer and Consumer by Richard 0. Been and Frederick V. Waugh. Farm-retail spreads for a market basket of farm foods have been published periodically since 1941. Recently, ers extensively changed data and calculating procedures followed in deriving spreads for beef and pork. Price data for additional cuts are now used in calculating average prices. These new procedures more adequately reflect the effect of increased sales at special retail prices. These changes plus new data and procedures used in calculating farm values of other products have improved the accuracy of the farm-retail spreads. Additional research has led to more accurate estimates of the farm product equivalents of several food products. The retail price of Choice grade beef is expected to rise gradually through the remainder of 1977, with the second half averaging 4 to 5 percent above both year-earlier and first half prices. A widening of the pork marketing spread from current low levels and higher hog prices this fall than last will largely offset the seasonal decline ioi market hog prices - resulting in second half retail pork prices 4 to 5 percent higher than a year earlier.
