Book excerpt: The starting point of Paul Streeten's book is the dilemma, faced by policy makers in many developing countries: should the price of food be high, in order to stimulate production, or low, in order to prevent poor food buyers from starving? The author goes on to discuss the role of prices in the light of these and other objectives. 'It is the work of one of our wisest scholars on what I consider to be the key policy issue for economic development in the 1980s...this provocative essay will be required reading for anyone working on agricultural price policy.' C.Peter Timmer 'It provides solid and practical guidance to scholars and decision-makers. It is lucid, balanced and, above all, useful.' Robert Klitgaard 'Paul Streeten is well known for his gift of explaining the pros and cons of difficult policy issues in a clear, simple and realistic way, appealing to policy-makers, students and the wider development community, as well as to academic colleagues. This gift is fully displayed in his new book, and readers are bound to emerge with a better awareness of the conflicts and policy reforms which are involved.' H.W.Singer

Available in PDF, EPUB and Kindle. Book excerpt: Many governments of developing countries burdened with international debt are under ever-increasing pressure to use their scarce economic resources wisely. Faced with slow progress in alleviating poverty and stimulating economic growth, they especially need to end wasteful subsidies and revise inefficient tax policies. This book will help staff members of government planning agencies and ministries of finance and agriculture to analyze the effects of government policies on the production, consumption, and export of agricultural commodities. The analytical techniques that Isabelle Tsakok demonstrates in this book are the essential first step in reforming agricultural price policy to bring about a more efficient allocation of resources. After mastering the techniques of single-market, partial-equilibrium analysis, which are the book's focus, policy analysts can use the techniques to identify when more sophisticated methods, such as multi-market analysis and computable general-equilibrium models, are needed to determine what agricultural price policies are "right." Tsakok begins with graphical analysis and data requirements in order to build intuitive understanding, and progresses through steadily more complex techniques, demonstrating—step by step—the calculation of domestic resource costs, effective rates of protection, and related coefficients of protection. Providing a wide range of numerical real-world examples to illustrate the practical application of the partial-equilibrium framework, Agricultural Price Policy is an invaluable reference manual and teaching tool.

Available in PDF, EPUB and Kindle. Book excerpt: Published continuously since 1972, Agricultural Product Prices has become the standard textbook and reference work for students in agricultural and applied economics, buyers and sellers of commodities, and policymakers, clearly explaining conceptual and empirical models applicable to agricultural product markets. The new fifth edition uses up-to-date information and models to explain the behavior of agricultural product prices. Topics include price differences over market levels (marketing margins), price differences over space (regionally and internationally) and by quality attributes, and price variability with the passage of time (seasonal and cyclical variations, trends, and random behavior). William G. Tomek and Harry M. Kaiser review and adapt microeconomic principles to the characteristics of agricultural commodity markets and then apply these principles to the various dimensions of price behavior. They also provide an in-depth discussion of prices established for futures contracts and their relationship to cash (spot) market prices; cover the influential roles of price discovery institutions, such as auctions and negotiated contracts, and government policies regulating trade and farms; and discuss the specification, use, and evaluation of empirical models of agricultural prices, placing emphasis on the challenges of doing high-quality, useful analyses and interpreting results.

Available in PDF, EPUB and Kindle. Book excerpt: From the twentieth century until World War II, Argentina was a leading exporter of agricultural goods. In the early 1980s, agriculture accounted for roughly 57 percent of the country's total exports. During the period covered by this study (1961 to 1985), Argentina's trade policy, which was carried out through export taxes on the main agricultural and agroindustrial products and through industrial protection, was designed to discriminate against most exports vis-a-vis imports. This study examines the impact of trade and exchange rate policies on wheat, corn, sorghum, soybeans, sunflower seeds and beef production. One of its prinicipal findings is that direct price intervention substantially reduced producer prices and that industrial protection policies and overvaluation of the real exchange rate taxed agriculture even more than direct interventions. The study also explores the political factors underlying the establishment of policies that had these negative effects. The main conclusion is that external events, such as the Great Depression and World War II led to a fall in export prices and to higher import prices. Policies were established in the post war period to maintain the protection to import-substitutes and the taxation of agriculture. Export taxes were seen as a way of keeping domestic food prices low and of improving fiscal equilibrium by producing larger tax revenues.

Book excerpt: This report discusses government intervention in agricultural prices and how it persisted throughout the period 1960-84 in the Republic of Korea. During that period, the country largely completed its transformation from an agrarian economy to an industrialized one. In 1960, agriculture's share of gross national product (GNP) was 36.5 percent, and agriculture accounted for 60 percent of the country's employment. By 1984, agriculture's share of GNP was only 13.9 percent, and its share of employment had fallen to 25.9 percent. In the mid-1950s, Korea's centralized government concentrated on rebuilding the country, heavily damaged by the 1950-52 conflict. Later in the decade, and on into the 1960s, Korea turned its attention to expansion of industry and trade, and was highly successful. On average, national GNP increased more than 8 percent a year between 1960 and 1984, while the value of exports increased an average 30 percent a year. Initially, the great amount of attention paid to the industrial and trade sectors had negative effects on the incentives for agricultural production. Early in the 1970s, however, various factors caused the government to adopt a more favorable attitude toward the farm sector. Government intervention in agricultural prices had effects on agricultural production, agricultural consumption, foreign exchange earnings, the government's budget, and wages and income in both rural and urban sectors. Those effects are also presented in this report.
