To be sure, estimates vary as to when Iran could build its first bomb. Some believe Tehran could do it before the end of 2005; others think Iran would only be able to do so by the end of the decade. In either case, though, the die seems cast: If Iran wants, it has all that it needs eventually to build a bomb on its own. Certainly, trying to deny Iran further nuclear technology in the hopes that this will prevent it from getting nuclear weapons is no longer a credible strategy. The questions this edited volume addresses are whether or not any strategy can prevent Iran from going nuclear, what the proper goals of such a strategy might be (deterring use, keeping Tehran from deploying weapons, getting it to dismantle its nuclear program, etc.), and what other nonproliferation goals ought to be attempted (including trying to dissuade other nations from following Iran's example). The answers this volume offers are: 1) in the long-run Iran will gain little from going nuclear, and 2) much can be gained by enforcing the nonproliferation rules Iran agreed to and spelling out the costs to Iran of its continuing acquisition of nuclear weapons- related capabilities.

At the core of this challenge is one fundamental question: Is Iran attempting to build a nuclear weapon? Objective analysis reveals that Iran's dependence on oil and natural gas provides sufficient economic merit for Iran to pursue a peaceful nuclear program; without nuclear power to meet rising domestic energy needs, Iran's economy will suffer. Though the economic justification is valid, the security of Iran and the survival of its regime are overarching; acts of foreign interference in Iran's affairs have fueled the regime's quest for a nuclear weapon. For this reason, U.S. administrations since the 1979 revolution have striven to derail Iran's nuclear program through policies of containment, isolation, and denial of nuclear technology. Considering the current standoff between Iran and the U.S., we must ask another key question: How effective have U.S. policies been? The answer is simple; Iran has made significant progress in its nuclear program. Sanctions, political pressure, and threats proved no obstacle to Iran; worse still, ignoring IAEA and others' reports that found no convincing evidence that Iran is building nuclear weapons damaged U.S. efforts significantly. Iran's progress makes it clear that U.S. policies have failed, and its strategies must be discarded in favor of a new approach. This research implicates that a non-confrontational engagement policy, which acknowledges Iran's needs to build a peaceful nuclear program will provide President Obama and the U.S. the highest probability of preventing Iran from acquiring nuclear weapons.

Since 2003, diplomatic efforts by the EU-3 (United Kingdom, France and Germany) have succeeded in suspending the sensitive aspects of Iran’s nuclear programme, but prospects for reaching a permanent agreement with the Iranian government are uncertain. If the EU-3 effort collapses, a number of policy options will be given more serious consideration, including sanctions, containment, regime change and military action. This IISS ‘Strategic Dossier’ on Iran’s strategic weapons programmes provides an objective technical assessment of Iran’s nuclear, chemical, and biological weapons capabilities, as well as its ballistic missile programme. The dossier evaluates what is known and what is not known about these capabilities and projects potential future developments. In addition, the dossier provides a history of democratic efforts over the last three decades, to prevent Iran from acquiring a nuclear weapons capability and examines different options for current diplomatic efforts. Each chapter has been written and reviewed by recognised international experts in their respective fields. The project's interim conclusions and policy recommendations are contained in this book's first chapter, "Checking Iran's Nuclear Ambitions." The key point made here is that whatever is done to keep Iran from proceeding with its nuclear program should be done with a eye toward deterring other states, including Iran's neighbors, from following Tehran's example of using the NPT and the International Atomic Energy Agency (IAEA) to get within weeks of having a large arsenal of nuclear weapons. The details of just how Iran has been able to do this are spelled out in the book's second chapter, "Iran's 'Legal' Paths to the Bomb," by former U.S. Nuclear Regulatory Commissioner Victor Gilinsky. In this chapter, Mr. Gilinsky details how Iran can use Bushehr and its "civilian" uranium enrichment program to come within weeks of having dozens of bombs even while being intrusively inspected by the IAEA. Would Iran ever actually deploy nuclear weapons though? Much depends on one's read of just how long-lived and truculent the current regime is. These issues are taken up in the volume's next two chapters. In "Iran's Internal Struggles," Genieve Abdo, an internationally recognized observer of Iranian politics, argues that the revolutionary government is unlikely to be overthrown anytime soon and that it will persist in its hostile foreign policies. Rob Sobhani, a leading American-Iranian commentator, however, argues that with sufficient U.S. support of the right sort, the current government in Iran could give way to a far more liberal and peaceable regime. But what is the "right" kind of support? Abbas William Samii, Radio Free Europe's Iranian broadcast analyst, explores this question in chapter 5, "Winning Iranian Hearts and Minds." Although Mr. Samii does not rule out speedy regime change, he warns that it is not likely and that for that reason, the United States needs to have a long-term outreach program that will encourage a more favorable opinion of the United States among the general Iranian population.

Key questions are addressed: will the world have to accept an Iranian uranium-enrichment programme, and does having a weapons capability mean having the Bomb? For nearly two decades, Western strategy on the Iran nuclear issue emphasised denial of supply. Since 2002, there has also been a demand-side dimension to the strategy, aimed at changing Iran’s cost–benefit calculations through inducements and pressure. But the failure of these policies to prevent Iran from coming close to achieving a nuclear-weapons capability has promoted suggestions for fallback strategies that would grant legitimacy to uranium enrichment in Iran in exchange for intrusive inspections and constraints on the programme. The paper assesses these ‘second-best’ options in terms of their feasibility and their impact on the proliferation risks of diversion of nuclear material and knowledge, clandestine development and NPT break-out, and the risk of stimulating a proliferation cascade in the Middle East and beyond.
