Book excerpt: The paper analyzes common issues emerging from the recent experience with Fund-supported programs in Hungary, Poland, Czechoslovakia, Bulgaria and Romania. These comprise the initial price-overshooting and the output collapse, fiscal sustainability as well as the financial and structural problems associated with bad loan portfolios and sluggish implementation of privatization programs. Substantial success, in varying degrees, has been achieved in the initial macro-stabilization and opening-up effort. At the same time mounting difficulties with fiscal and monetary control may be emerging, as a result of social and political pressures and insufficiently clear policy signals on the micro-issues involving the sharp structural transformation of the productive and financial systems.

Book excerpt: Economic reform, structural adjustment, macroeconomic stabilization, and participation in the world economy are interconnected aspects of the same issue: the long-term economic viability of centrally planned economies in the rapidly changing economic environment of the modern world. Any economic strategy that focuses on only one or two of these aspects at the expense of the others is likely to fail; yet even strategies that build on all of these bases may well fail unless political leaders can muster exceptional skill, garner international support, and enjoy some good luck. The contributions to this volume reflect the recent research on this issue by various specialists on the economies of the Soviet Union and Eastern Europe. Each author emphasizes macroeconomic stabilization, structural adjustment, participation in the larger world economy, or ecomonic reform.

Book excerpt: This compact volume is meant as a modest contribution to the ongoing debate on how to transform in particular the radically reforming Eastern European economies into more productive sociopolitical organizations. Although my main focus here is on the economics of reform and east-west assistance, I have tried to embed the multiple technical aspects of restructuring such a resource alloca tion into the context of remaking Eastern Europe. That the volume coincides with the seminal transformations of the communist countries of Eastern Europe is, of course, not fortuitous. But I shall have much less to say about the politi cal transitions from communism to parliamentary democracy, except the ways in which the latter may bolster or hinder the hoped-for economic mutations. In taking stock of where I stand on the issue of "radical reform" of planned economics in general and the CMEA in particular, both still moving targets, I have benefited greatly from participation in formal and informal conferences on economic reform. The product has also profited from many informal discus sions and exchanges of views among friends and colleagues, including those entrusted with and purely interested in efforts on the overall topic of the study launched from within the broad context of the United Nations, my at times reluctant employer.

He shows that the focus of the reforms is on finding a proper combination of planning and the market mechanism, and their success will be judged by their ability to solve acute economic problems.

Trade with the EU largely involves the export of labour intensive goods in exchange for human capital intensive goods. The export structure of central European economies, which have attracted foreign direct investment, is improving. The Balkan economies remain dependent on exports of low wage products. Will this create permanent divisions in Europe, with implications for European security?

Available in PDF, EPUB and Kindle. Book excerpt: Can the economies of Eastern Europe make the dramatic transition from centrally planned to market-led economies? This is one of the most important and topical issues to arise from the events of 1989-90. Prior to the failure of communism in the Eastern Bloc, reform-minded economists had experimented with the concepts of 'market socialism' which presented no real challenge to the basics of the Soviet-type system. However, those same economists are now formulating radical proposals for de-regulation, privatization and political democratization. Reform and Transformation in Eastern Europe tries to understand the intellectual background that changed these 'reformers' into 'transformers' and examines the problems of managing this dramatic transition. It demonstrates the rediscovery of economic liberalism in Eastern Europe and provides a fresh look at economics in this area. The book is also theoretically important. 'Reform economics' is treated as a legitimate scientific problem in the history of economic thought, rather than an obscure ideological corollary of practical reform making, as it is usually considered. The contributors include some of the most distinguished economists and policy makers in Europe. The book examines its subject from three perspectives--Western liberal economics (the likely future); Stalinism (the past); and the prospects for successful transition. Reform and Transformation in Eastern Europe offers a distinctive insight into one of the major issues facing the new governments of Eastern Europe.

Over the past decade there have been significant moves both towards economic reform - essentially involving a greater role for the market and a lesser role for the state - and political reform, with important steps taken towards democratic forms of government. In some areas political change preceded economic reform (as in much of Eastern Europe), while elsewhere economic and political reform have gone hand in hand, often as a result of external pressure.
