Bush landed on the aircraft carrier U.S.S. Abraham Lincoln off the coast of San Diego, California, announcing from its deck that "major combat operations in Iraq have ended" (George W. Bush, May 1st, 2003). On the prominent banner behind him, it said: "Mission Accomplished". The war had only begun one and a half months prior to this event and currently (October, 2009) American troops are still deployed and involved in combat in Iraq. The mission of the Iraq war was certainly not accomplished on May 1, 2003. What the Bush Administration had accomplished, was something else, however: they convinced the majority of the American people of the necessity of this war, which was reflected in polls, at that time. According to the Gallup Poll, 75% of all Americans approved of sending American troops to Iraq in March, 2003 (Gallup, 2009). Americans were told that the Iraqi leader, Saddam Hussein, possessed weapons of mass destruction (WMDs) and, therefore, was a threat to the United States. However, to date, no weapons of mass destruction have been found in Iraq, although their alleged existence was one of the main reasons for going to war. The Bush Administration managed to make the vast majority of Americans believe this false assumption. The goal of this paper is to explore how a U.S. president, who was not considered a good speaker, nevertheless succeeded in convincing the American citizens that going to war was the 'right thing to do'. In this paper, it will, first, be briefly outlined what role presidential rhetoric plays, then the post-9/11 rhetoric of the Bush Administration and its circumstances will be examined. Book excerpt: Over the past century, presidential constructions of crises have spurred recurring redefinitions of U.S. interests, as crusading advance has alternated with realist retrenchment. For example, Harry Truman and George W. Bush constructed crises that justified liberal crusades in the Cold War and War on Terror. In turn, each was followed by realist successors, as Dwight Eisenhower and Barack Obama limited U.S. commitments, but then struggled to maintain popular support. To make sense of such dynamics, this book synthesizes constructivist and historical institutionalist insights regarding the ideational overreactions that spur shifts across crusading excesses and realist counter-reactions. Widmaier juxtaposes what Daniel Kahneman terms the initial "fast thinking" popular constructions of crises that justify liberal crusades, the "slow thinking" intellectual conversion of such views in realist adjustments, and the tensions that can lead to renewed crises. This book also traces these dynamics historically across five periods – as Wilson’s overreach limited Franklin Roosevelt to a reactive pragmatism, as Truman’s Cold War crusading incited Eisenhower’s restraint, as Kennedy-Johnson Vietnam-era crusading led to Nixon’s revived realism, as Reagan’s idealism yielded to a Bush-Clinton pragmatism, and as George W. Bush’s crusading was followed by Obama’s restraint. Book excerpt: Taking seriously the “W Stands for Women” rhetoric of the 2004 Bush–Cheney campaign, the contributors to this collection investigate how “W” stands for women. They argue that George W. Bush has hijacked feminist language toward decidedly antifeminist ends; his use of feminist rhetoric is deeply and problematically connected to a conservative gender ideology. While it is not surprising that conservative views about gender motivate Bush’s stance on so-called “women’s issues” such as abortion, what is surprising—and what this collection demonstrates—is that a conservative gender ideology also underlies a range of policies that do not appear explicitly related to gender, most notably foreign and domestic policies associated with the post-9/11 security state. Any assessment of the lasting consequences of the Bush presidency requires an understanding of the gender conservatism at its core. In W Stands for Women ten feminist scholars analyze various aspects of Bush’s persona, language, and policy to show how his administration has shaped a new politics of gender. One contributor points out the shortcomings of “compassionate conservatism,” a political philosophy that requires a weaker class to be the subject of compassion. Another examines Lynndie England’s participation in the abuse of prisoners at Abu Ghraib in relation to the interrogation practices elaborated in the Army Field Manual, practices that often entail “feminizing” detainees by stripping them of their masculine gender identities. Bush's national presidential addresses between the dates of September 11, 2001, through May 1, 2003, the declared end of the military campaign against Iraq, are examined. Three ideographs -- evil, justice, and freedom --isolated for their dominance throughout the twelve Presidential addresses, have been identified and studied. The thesis concludes that the President's intention to appeal to his diverse audience was successful thematically; but presenting a confident country while simultaneously overcoming international accusations of American arrogance was impossible.
