Book excerpt: As in most of the rest of Latin America, Peruvian economic strategy has gone in something of a circle, from long-established orientation toward an open economy with minimal state intervention to a period of state-led development, then back again to what looks like the starting point. In the 1960s, the Peruvian people had their first real chance to make a democratic choice between continuation of the country's open-economy orientation or change, & they chose change. Using this as his starting point, Sheahan explains how their choice was not provoked by any economic crisis but by other major influences. The majority of Peruvians, he shows, were seeking objectives more fundamental than economic growth. They were, with conflicting visions but with many good reasons, "searching for a better society." While positive accomplishments have been important, enough went wrong to lead Peru back to a more market-determined economic system in 1990. Sheahan addresses the consequences of this return to the earlier economic strategy & what might be done to shape the process of development-in Peru & in Latin America more generally-toward less unfair societies. Searching for a Better Society is different from the great majority of economic studies of developing countries in its emphasis on the basic role of social dissatisfaction with the country's traditional liberal economic system & on the complexity of social goals involved in evaluation of the choice & consequences of economic policies.

For the past six years, Peru, a leading mineral exporter, has posted some of the fastest economic growth rates in Latin America. GDP growth reached 8% in 2006 and, despite damage caused by a recent earthquake, is expected to exceed 7% in 2007. In June 2006, former president Alan Garcia (1985-1990) was elected president in a close race. Since taking office, Garcia has embraced the proposed United States-Peru Trade Promotion Agreement (PTPA) and launched an aggressive coca eradication campaign. The United States enjoys strong ties with Peru, with trade issues a key U.S. priority. The proposed PTPA was ratified by the Peruvian legislature in June 2006, and amended to include labor and environmental provisions in June 2007. After a trip to Peru in August 2007, congressional leaders indicated that consideration of the proposed PTPA would likely occur this fall. Book excerpt: This Selected Issues paper evaluates features of the Peruvian tax system that may have contributed to weak revenue growth, as well as reforms to strengthen the tax system. Using data on domestic tax collection in conjunction with cross-country data on tax rates, collection and tax expenditures, we attempt to shed light on the factors that distinguish tax revenue mobilization in Peru from other countries in the region. The paper also discusses recent reforms in tax policy and tax administration, and present advice for continued progress in these areas. Elimination of multiple tax regimes for small businesses can provide a boost to revenues from corporate taxes. An IMF technical evaluation of the small business tax regimes finds that a rationalization of the two existing regimes into one with the same marginal rate as the general regime will result in revenue gains of around 0.14 percent of GDP. There is ample room to increase the contribution of excises and property taxes to overall tax revenues. Relative to the regional average, Peru will continue to lag peer economies even if the current reform performs at full potential. This suggests room for further policy reforms to bring excise taxes in line with the levels of comparable economies.
