The space shuttle is slated to retire this year, the International Space Station nears completion but remains underutilized, and a new means of human space flight is under development. Most recently, the administration has proposed a new direction for NASA. Amid all this potential change, GAO was asked to review the key issues facing NASA. This testimony focuses on four areas: 1) retiring the space shuttle; 2) utilizing and sustaining the International Space Station; 3) continuing difficulty developing large-scale systems, including the next generation of human spaceflight systems; and 4) continuing weaknesses in financial management and information technology systems. In preparing this statement, GAO relied on completed work. To address some of these challenges, GAO has recommended that NASA: provide greater information on shuttle retirement costs to Congress, take actions aimed at more effective use of the station research facilities, develop business cases for acquisition programs, and improve financial and IT management. NASA concurred with GAO's International Space Station recommendations, and has improved some budgeting and management practices in response."--Highlights.

Book excerpt: At the request of the NASA Administrator a team was formed to review the Space Shuttle Program and propose a new management system that could significantly reduce operating costs. Composed of a group of people with broad and extensive experience in spaceflight and related areas, the team received briefings from the NASA organizations and most of the supporting contractors involved in the Shuttle Program. In addition, a number of chief executives from the supporting contractors provided advice and suggestions. The team found that the present management system has functioned reasonably well despite its diffuse structure. The team also determined that the shuttle has become a mature and reliable system, and--in terms of a manned rocket-propelled space launch system--is about as safe as today's technology will provide. In addition, NASA has reduced shuttle operating costs by about 25 percent over the past 3 years. The program, however, remains in a quasi-development mode and yearly costs remain higher than required. Given the current NASA-contractor structure and incentives, it is difficult to establish cost reduction as a primary goal and implement changes to achieve efficiencies. As a result, the team sought to create a management structure and associated environment that enables and motivates the Program to further reduce operational costs. Accordingly, the review team concluded that the NASA Space Shuttle Program should (1) establish a clear set of program goals, placing a greater emphasis on cost-efficient operations and user-friendly payload integration; (2) redefine the management structure, separating development and operations and disengaging NASA from the daily operation of the space shuttle; and (3) provide the necessary environment and conditions within the program to pursue these goals. Bush announced the Vision for Space Exploration (VSE). The goals of the vision include developing a new generation launch capability while completing assembly of the International Space Station (ISS) and retiring the Space Shuttle by 2010. In support of this goal, the Space Shuttle Program (SSP) initiated evaluation of hardware, infrastructure, and workforce skill mix needed to continue Space Shuttle flights until the projected 2010 retirement. The SSP also studied how NASA will deploy personnel from, and use the facilities of, the SSP to ensure that the Space Shuttle operates safely through its final flight, and to ensure personnel and facilities from the SSP are effectively transitioned to NASA's exploration programs. NASA funding, like other federal agencies, is affected by various factors including domestic and international political environments, current and emerging technologies available to meet agency goals, and sustainability and potential economic return of federal expenditures. In this paper I will present a retrospective analysis of federal budget allocations to NASA as a percentage of the Federal Budget from years 1958 to 2010 (adjusted to 1979 dollars). The classic method for calculating net present value (NPV) is not well suited for projecting potential value of future R & D technologies. A quantitative analysis of R & D technologies transferred to private industry will be presented, as well as a description of a method of evaluating their significance will discussed relative to current budgetary considerations will likely for past, current and upcoming funding cycles. The opportunity at hand for NASA's transition from SSP to Constellation in support of the VSE initiative is to advocate their culture as R & D innovators and emphasize the future benefit of increased funding.
