Book excerpt: From the optimism associated with provincial status in 1905, through the trials of Depression and war, the boom times of the post-war period, and the economic vagaries of the 1980s and the 1990s, the twentieth century was a time of growth and hardship, development and change, for Alberta and its people. And during the century, twelve men, from a variety of political parties and from very different backgrounds, led the government of this province. The names of some--like William Aberhart, Ernest Manning, and Peter Lougheed--are still household names, while others--like Arthur Sifton, Herbert Greenfield and Richard Reid--have been all but forgotten. Yet each in his unique way, for better or for worse, helped to mould and steer the destiny of the province he governed. These are their stories.

Available in PDF, EPUB and Kindle. Book excerpt: In many commodity-based economies, rollercoaster boom-and-bust cycles have come to be viewed almost as an unavoidable characteristic. Framed mainly in the context of the Alberta economy, the articles in this volume explore a wide range of issues associated with the historical phenomenon of recurring periods of boom and bust, including reasons for their apparent inevitability, dealing with revenue volatility, possible diversification strategies, savings policy, and challenges faced by policy makers. Re-examining and shedding new light on these struggles, Boom and Bust Again is an important contribution to the literature on policy issues for readers in the fields of economics, business, finance, and public policy. Available in PDF, EPUB and Kindle. Book excerpt: The 1997 volume in the Canada: The State of the Federation series explores the theme of non-constitutional change. Contributors assess the progress of federal and provincial governments in renewing the federation through means other than constitutional change.Keith Banting (Queen's) deals with the lessons learned from the decline of the post-World War II social union, John Richards (Simon Fraser) lays out three propositions for a successful social union, and Harvey Lazar (Queen's) documents and analyses recent changes in the federal strategy toward the social union. Robert Knox (former executive director of the Internal Trade Secretariat) reviews progress on implementation of the Internal Trade Agreement. Patrick Fafard (Queen's) and Audrey Doerr (former official at Indian and Northern Affairs) focus on federal-provincial relations pertaining to environmental and Aboriginal issues respectively. Rejean Pelletier (Laval) analyses whether the change from Parizeau to Bouchard has affected Quebec's positions on non-constitutional files, Roger Gibbins (Calgary) explains factors that helped the government of Alberta become so influential in the intergovernmental arena in recent years, and Sid Noel (Western) looks at Ontario's radical refashioning of its approach to intergovernmental relations. Rob Howse (Toronto) analyses how the non-constitutional focuses fit well with the need to blend a community of association (Canada) with the different communities of identity that exist within Canadian borders. Harvey Lazar, in an introductory essay, provides an overall report card on the renewal process.

Available in PDF, EPUB and Kindle. Book excerpt: Mutual accommodation is about co-operation, compromise, and inclusion. It's a big idea, equal to freedom, science, and compassion. The postwar global economic order led by the United States is one of the greatest historic achievements of mutual accommodation, yet it is now at risk from the centrifugal forces that have led to populism. Today, to many nations and people, Canada is the model country driven by successful mutual accommodation. In Might Nature Be Canadian? William Macdonald explores the theme of mutual accommodation with a close lens on the Canadian experience. Canada has a drive toward mutual accommodation. The United States has a strong drive toward division. There has always been a divergence of ideologies between the two countries. The United States now appears to view the world as a never-ending struggle, which has become greater since 2000, between good and evil, while Canada, by contrast, leans toward the idea that there is an underlying order at the heart of things. Canada has always faced strong limits in creatively overcoming a challenging geography and French/English language differences within its own borders; on the other hand the United States sees itself as a country with virtually no limits. Throughout its history Canada's drive toward mutual accommodation, stronger than that of any other country, has allowed its increasingly diverse citizens to live together peacefully and successfully, even as they retain their own culture, language, and religion. Nature can be described as simultaneously either/or and both/and. Is there something fundamentally Canadian about this? Taking inspiration from British philosopher Alfred North Whitehead, who said that "civilization is the triumph of persuasion over force," Macdonald argues that the urgent spread of mutual accommodation, a charge led by Canada, is central to achieving a bearable world for everyone.

Available in PDF, EPUB and Kindle. Book excerpt: Forging Alberta’s Constitutional Framework analyzes the principal events and processes that precipitated the emergence and formation of the law and legal culture of Alberta from the foundation of the Hudson’s Bay in 1670 until the eve of the centenary of the Province in 2005. The formation of Alberta’s constitution and legal institutions was by no means a simple process by which English and Canadian law was imposed upon a receptive and passive population. Challenges to authority, latent lawlessness, interaction between indigenous and settler societies, periods (pre- and post-1905) of jurisdictional confusion, and demands for individual, group, and provincial rights and recognitions are as much part of Alberta’s legal history as the heroic and mythic images of an emergent and orderly Canadian west patrolled from the outset by red coated mounted police and peopled by peaceful and law-abiding subjects of the Crown. Papers focus on the development of criminal law in the Canadian west in the nineteenth century; the Natural Resources Transfer Agreement of 1930; the National Energy Program of the 1980s; Federal-Provincial relations; and the role and responsibilities of the offices of Justices of the Peace and of the Lieutenant-Governor; and the legacies of the Lougheed and Klein governments.
