Book excerpt: The btf-105 experiment in the blowdown test facility is one of a series of experiments sponsored by the candu owners group (cog) to determine the release, transport and deposition of fission products from nuclear fuel under high-temperature transient conditions. the btf-105 experiment has been broken up into two tests: btf-105a and btf-105b. the btf-105a test is a precursor to the btf-105b test, which will generate fission product release data used to benchmark candu safety analysis codes. the btf-105a test will be used to assess instrumentation and procedures to be used during btf-105b, and to generate correlations between fuel sheath and fuel centreline temperatures. fission product release and transport data will also be obtained from low burnup fuel. the btf-105a test consists of a fuel stringer containing a single unirradiated instrumented zircaloy-clad uo2 fuel element. the assembly will be irradiated at a linear power of 50 kw/m for 10 days to establish an inventory of fission products in the fuel. following the soak irradiation, the stringer will be subjected to a coolant blowdown where the volume average temperature of the uo2 will rise to and be maintained at about 1600-1800 degrees c for about 10 minutes. the fuel element is predicted to fail during the ramp up to this temperature due to complete oxidation of the sheath. fission products released during the transient will be monitored by gamma spectrometers. following the test, the fuel stringer will be removed from the reactor and destructively examined in the crl hot cells. grab samples from inside the test section will also be removed and analyzed for fission products. this report presents an overall plan for the activities to be completed before, during and after the btf-105a blowdown test.

Book excerpt: The objective of this study is to evaluate the relative impact of the design parameters on bundle uranium mass and sheath strain and to re-evaluate the basis for the limitation on bundle mass due to an increase in bundle subchannel cross-sections. bundle uranium mass is determined by parameters that in turn affect the sheath strain during operation. this might affect sub-channel flow areas and affect the chf-ccp. the bundle uranium mass was assessed with electres and resulting sheath strains estimated for a candu 6 fuel channel operating at overpowers just at the trip set point of the reactor (onset of sheath dryout), a 14% power increase. the electres fuel modeling code is used to determine the relative impact on sheath strain of the design parameters that control uranium mass, namely, pellet density, diametral clearance, axial gap, and pellet face geometry (chamfer, dish depth, and land width). a limitation was placed on bundle uranium mass by new brunswick power. this came from a ccp evaluation showing that a candu 6 reactor, fuelled with bundles having average masses greater than 19.25 kg u, would have a net positive sheath strain over a fuel channel at the power for the onset of dryout, and therefore a ccp penalty. the calculations were based on steady bundle powers, operating in a fuel channel at ccp to a burnup of 168 mw middle dot h/kg u. at this burnup the strain calculation included a 14% power boost. these are indeed very conservative assumptions with a view to maximizing calculated sheath strains, without regard for fuel defect probability. for comparison, this study has produced electres strain calculations for high power channel power histories representative of 8 bundle shifts, also with a 14% power boost, operating at dryout.

Book excerpt: A disposal authorization statement (DAS) was issued by the U.S. Department of Energy/Headquarters (DOE/HQ) on December 5, 2000, authorizing the DOE's National Nuclear Security Administration Nevada Operations Office to continue the operation of the Area 5 Radioactive Waste Management Site (RWMS) at the Nevada Test Site for the disposal of low-level waste and mixed low-level waste. Prior to the issuance of the DAS, the Low-Level Waste Disposal Facility Federal Review Group (LFRG) had conducted reviews of the performance assessment (PA) and the composite analysis (CA) for the Area 5 RWMS, in accordance with the requirements of the DOE Radioactive Waste Management Order DOE O 435.1. A brief history of the reviews is as follows. (The reviews were conducted by independent review teams chartered by the LFRG; the review findings and recommendations were issued in review team reports to the LFRG.) The LFRG accepted the initial PA, with conditions, on August 30, 1996. Revision 2.1 to the PA was issued in January 1998, implementing the conditions of acceptance of the 1996 PA. The LFRG reviewed Revision 2.1 as part of the Area 5 RWMS CA review during 2000, and found it acceptable. The CA and the Supplemental Information provided in response to issues identified during the initial review of the CA were accepted by the LFRG. The Supplemental Information (including the responses to four key issues) is included in the Review Team Report to the LFRG, which recommends that it be incorporated into the CA and issued to all known holders of the CA. The Area 5 RWMS DAS requires that the Supplemental Information generated during the DOE/HQ review of the CA be incorporated into the CA within one year of the date of issuance of the DAS. This report, the first addendum to the Area 5 CA, is prepared to fulfill that requirement. The Supplemental Information includes the following: Issues Identified in the Review Team Report; Crosswalk Presentation; and Maintaining Doses As Low As Reasonably Achievable. A summary of this information is included in this report, with the complete text presented in the appendices.

Book excerpt: Waste Area Grouping (WAG) 4 is one of 17 WAGs within and associated with Oak Ridge National Laboratory (ORNL). WAG 4 is located south of the main facility along Lagoon Road. WAG 4 consists of three separate areas: Solid Waste Storage Area (SWSA) 4, a shallow-land-burial ground containing radioactive and potentially hazardous wastes; an experimental Pilot Pit Area, which includes a pilot-scale testing pit; and sections of two abandoned underground pipelines used for transporting liquid, low-level, radioactive waste. SWSA 4 is the largest site at WAG 4, covering approximately 23 acres. In the 1950s, SWSA 4 received a variety of low- and high-activity wastes, including transuranic wastes, all buried in trenches and auger holes. Recent surface water data, collected during monitoring of the tributary to White Oak Creek as part of WAG 2 investigations as well as during previous studies conducted at WAG 4, indicate that a significant amount of 9°Sr is being released from the old burial trenches in SWSA 4. This release represents a significant portion of the ORNL off-site risk (DOE 1993). With recent corrective measures the proportion of the release has increased in 1995. A detailed discussion of the site history and previous investigations is presented in the WAG 4 Preliminary Assessment Report, ORNL/ER-271 (Energy Systems 1994b). In an effort to control the sources of the 9°Sr release and to reduce the off-site risk, a site investigation was initiated to pinpoint those trenches that are the most prominent 9°Sr sources.

Book excerpt: Commercial electric power generation, nuclear weapons production, the operation of naval reactors, and research and development activities produce spent nuclear fuel and high-level radioactive waste. Spent nuclear fuel and high-level radioactive waste have been accumulating at commercial reactor sites and storage facilities across the country since 1957. Spent nuclear fuel and high-level radioactive waste have been accumulating at sites now managed by U.S. Department of Energy (DOE) since the mid-1940s. The DOE has the statutory obligation to dispose of these wastes. The U.S. has studied methods for the safe storage and disposal of radioactive waste for more than 40 years. Many organizations and government agencies have participated in these studies. In the 1950s, the U.S. Atomic Energy Commission requested the National Academy of Sciences to evaluate options for land disposal of radioactive waste. The U.S. Atomic Energy Commission and its successor agencies, the Energy Research and Development Administration and the DOE, continued to analyze radioactive waste management options throughout the 1960s and 1970s. In 1979, an Interagency Review Group that included representatives of 14 federal government entities provided findings and recommendations to the President. After analyzing a range of options, disposal in a geologic repository emerged as the preferred long-term environmental solution. This consensus is reflected in the Nuclear Waste Policy Act of 1982 (NWPA). The NWPA and related statutes established the framework for addressing the issues of radioactive waste disposal and designated the roles and responsibilities of the federal government and the owners and generators of the waste.
