Book excerpt: The tests were conducted to determine the effects of installation of the IRS and the AN/ALQ-144 infrared jammer. There was no apparent effect on power required to hover and only a small increase in power required to maintain level flight. Because of a power-available degradation, however, there was a loss of 220 pounds payload in an out-of-ground-effect hover at 4000 feet, 35 C. Additionally, at 2000 feet, 25 c, and 9300 pounds gross weight, there was a reduction in maximum level flight airspeed of 3.5 knots true airspeed in the clean wing configuration. No degradation in handling qualities was caused by IRS or infrared jammer installation. However, one deficiency and six shortcomings inherent in the basic AH-1S were noted. The nonadjustable ventilation system is a deficiency because it blows dirt and dust into the pilot's eyes during operations from unprepared surfaces.

Book excerpt: The Preliminary Airworthiness Evaluation (PAE) of the UH-1H, with the Infrared (IR) Suppressor and AN/ALQ-144 IR Jammer installed, was conducted using a JUH-1H helicopter. A total of 20.7 hours were flown during this test program. This PAE was an evaluation of a redesigned IR suppressor and IR jammer installation for the UH-1H helicopter. The initial design was reported to have caused a degradation in directional stability. The installation was redesigned to reduce the airflow disturbance over the tail rotor and vertical stabilizer. This evaluation was conducted in two phases. Phase I (9.5 flight hours) was a comparative evaluation of handling qualities of the UH-1H in both the standard and IR suppressor configurations. Phase II (11.2 flight hours) was primarily a pressure and temperature survey of the IR suppressor configuration. The handling qualities of the UH-1H helicopter were essentially unchanged by the IR suppressor and IR jammer installation tested. The previously reported degradation in directional stability was not observed during this test. The tail boom surface temperatures were generally higher for the initial design and the structural implications of these higher temperatures should be investigated. One deficiency, the metal to metal contact between the engine exhaust ejector and the IR suppressor inner core support struts, was identified. Three shortcomings were also identified.

One deficiency noted during the evaluation was the lack of crashworthiness of the external fuel tanks. Four shortcomings associated with the installation of the external fuel tanks were found.

Book excerpt: During our audit of Suppression Systems Used on the AH-1 Helicopter and OV-lD Aircraft, and the AN/ALQ-144 Infrared Jammer, we made a limited review of contracting procedures as a part of our overall objective, which was to evaluate the design adequacy of the systems. We reviewed modification P000l0 of contract no. DAAJ09-87-C-ll96 for production of the Hot Metal Plus Plume Suppression system to determine the nature and extent of efforts made to improve the suppressor's reliability. The Army awarded modification P00010 to Hayes Targets, Leeds, Alabama, on December 5, 1989. The modification incorporated two value engineering changes: a replaceable nosecone and strut reinforcements. This report discusses the propriety of approving the value engineering change proposal and the appropriateness of sharing the projected savings with the contractor. Hayes projected that life-cycle operation and maintenance costs would be reduced by $10 million if the Army implemented the two value engineering changes. Hayes' estimated share of the $10 million savings is $5 million. In an August 16, 1990 memorandum (Enclosure 1), we requested that the Army suspend further negotiations pending issuance of this report. We determined that the Army had paid for development of the proposed changes in 1985, 2 years before it awarded the contract to Hayes Targets; therefore, Hayes is not entitled to benefit from the savings generated by the changes. Further, responsible Army personnel were aware that the improvements proposed by Hayes Targets had already been implemented and were undergoing test and evaluation, but the COBRA helicopter Project Management Office made a management decision to approve the value engineering change proposals. Payments based on projected savings relating to the value engineering changes would be.

Additionally, the acoustics signature of the OGEE blades were measured by the US Army Research and Technology Laboratories (Aeromechanics Lab). Tests were conducted at Edwards Air Force Base (elevation 2302 feet) and Coyote Flats (elevation 9980 feet), California from 1 November 1979 through 8 April 1980. Forty-five test flights were flown for a total of 36.6 productive hours (63.2 total hours). Both hover and level flight performance were degraded by installation of OGEE tip-shape main rotor blades. Low-speed handling qualities were unaffected by the OGEE blades. Other handling qualities tests were not accomplished. Results of acoustics tests will be reported by the laboratories under a separate cover. (Author).

Book excerpt: The aircraft was operated at gross weights up to 10,400 lb, up to 11, 340 feet density altitude and at a lateral center of gravity (cg) range from one inch right to approximately three inches left. The asymmetric loadings were caused by the various combinations of armament configurations. The change in equivalent flat plate area compared to the clean aircraft for each configuration varied as a function of airspeed. At 130 knots true airspeed (KTAS), the increased flat plate area was 4.2 square feet for the Launcher configuration, 4. 8 square feet for the TOW configuration, 6.6 square feet for the Hellfire and Hellfire/TOW configurations, and 7.8 square feet for the Stinger/Hellfire/TOW configuration. The increase in flat plate area for the Stinger/Hellfire/TOW configuration reduced maximum level flight speed for normal rated power by approximatley 8 KTAS. With the exception of the two armament related shortcomings listed below, the handling qualities and the reactions to system failures of the AH-1S (MC) were not significantly changed by the asymmetric loading of the various armament configurations. Four shortcomings were noted and follow in decreasing order of importance: (1) the high left rolling response to a sudden engine failure at power settings above 75% torque; (2) the undesirable maneuvering stability characteristics above 1.4 g's; (3) insufficient left pedal margin available in right sideward flight above 10 knots in the Hellfire and Hellfire/TOW configurations; and (4) insufficient left pedal margin available for ball-centered forward flight below 30 KCAS in the armament configurations with left lateral cf offset.
