Book excerpt: Historically, the lack of data on the United States' housing stock has been one of the primary barriers to market penetration of residential energy efficiency retrofits. Without knowledge of the homes and customers to reach, outreach has been untargeted and inefficient. As such, a study was performed to determine whether the potential for residential energy efficiency retrofit could be determined in the absence of utility data. The first phase of the research investigated the best pre-retrofit gas consumption metric to predict post-retrofit savings. Energy intensity (weather normalized total gas consumption per square foot) was chosen from four distinct metrics as the best corollary to energy savings. The second phase attempted to predict the pre-usage metric from phase one using only home characteristics and demographics, and the most predictive variables were determined. Data mining techniques were then explored to predict retrofit candidacy using energy intensity as a proxy. After showing that this was difficult to predict even when utility data was available, the progression to the third phase was reconsidered but explored. The models did not perform as expected for three reasons: 1) the marketing variables were not clean/accurate enough 2) the marketing variables did not explain enough of the variance in energy intensity and, 3) the connection between energy intensity and retrofit candidacy was not sufficiently well defined. While a definitive model of retrofit candidacy in the absence of utility data was not found, the research completed offers: 1) a mechanism by which to connect retrofit savings data to homes that have not yet undergone retrofit 2) an in-depth look at using publicly available variables to predict home energy consumption and, 3) a detailed examination of the connection between retrofit potential and raw gas utility data.

Book excerpt: The energy bill for US single-family households was over $77 billion in 1987 (excluding auto fuel purchases), accounting for approximately 20% of national energy expenditures. Large sums are spent on residential retrofits by individual homeowners, government agencies, and utilities. As of late 1987, over 21 million households indicated that they had added at least one energy-saving measure in the previous two years, while a recent Electric Power Research Institute (EPRI) study estimated that nearly 15 million residential customers have participated in some kind of demand-side management (DSM) program. Given the level of continuing investments in residential energy efficiency, accurate estimates of savings from various conservation measures are increasingly necessary, especially as new technologies become more sophisticated and incremental efficiency gains more difficult to achieve. This report provides a comparative analysis of measured data on the performance and cost-effectiveness of energy-saving measures in existing single-family homes, based on information in the Buildings Energy-Use Compilation and Analysis (BECA) data base. The initial BECA report on measured data for single-family retrofits was completed seven years ago. In updating the single-family database, we have added 135 data points, representing over 33,000 houses, to the original database of 145 retrofit projects. The report is organized in two volumes. Volume 1 provides a summary of energy savings and costs of individual retrofit measures and strategies and results from federal/state low-income and utility weatherization programs. we also discuss measurement issues, predicted versus actual savings, trends in single-family retrofit programs, and implications for the next generation'' of cost-effective single-family retrofits. Volume 2 contains a written summary of each retrofit project and complete data tables. 87 refs., 20 figs., 16 tabs.

Book excerpt: This thesis explores the incentives and barriers to retrofit single-family and small multi-family homes in Boston, in response to the city’s declared goal of reaching carbon neutrality by 2050 while protecting citizens from extreme weather events induced by climate change. Considering small properties do not report their energy consumption, little is known about a sector that accounts for 20% of the city’s carbon emissions. The federal, state and local government offer a myriad of incentive programs to improve the energy efficiency of these homes, yet uptake on those opportunities is low and inconsistent with the rate needed to achieve the city’s mitigation and adaptation goals. Recent technological advancements enable the study of these buildings from the ground up, enabling urban scale insights from the study of individual buildings’ performance. The methodology to develop Urban Building Energy Models (UBEM) was developed by the Sustainable Design Lab at MIT in 2016, to estimate citywide energy demand loads down to the individual building level. Utilizing an existing UBEM for two neighborhoods in Boston, this thesis explores the impact of energy savings and government incentives on households’ ability to participate in retrofit programs, to uncover unmet needs and form recommendations to accelerate retrofit implementation. The novelty of this research is not in developing the model, but in exploring a new application of an existing model. Results show that while implementation of retrofits is not financially beneficial for every household, there is a substantial gap between the number of households who can potentially benefit from these incentives and the current participation rate. Interviews with policy designers and architects working on retrofit implementation in Boston reveal additional barriers to explain this gap. Recommendations for quick fixes include better visualization tools to communicate the specificity of applicable programs at the individual building scale and in response to the householder needs, investment in programs to bolster communities’ organization capacity and expediting and streamlining the process to make it easier to access. This study demonstrates the potential of UBEM to inform public policy and increase citizen access to government benefits, as part of a global effort to enhance the transparency and the efficacy of governance through digital interfaces.

This analysis applies a new approach to large-scale residential energy analysis, combining the use of large public and private data sources, statistical sampling, detailed building simulations, and high-performance computing to achieve unprecedented granularity - and therefore accuracy - in modeling the diversity of the single-family housing stock. The result is a comprehensive set of maps, tables, and figures showing the technical and economic potential of 50 plus residential energy efficiency upgrades and packages for each state. Policymakers, program designers, and manufacturers can use these results to identify upgrades with the highest potential for cost-effective savings in a particular state or region, as well as help identify customer segments for targeted marketing and deployment. The primary finding of this analysis is that there is significant technical and economic potential to save electricity and on-site fuel use in the single-family housing stock. However, the economic potential is very sensitive to the cost-effectiveness criteria used for analysis. Additionally, the savings of particular energy efficiency upgrades is situation-specific within the housing stock (depending on climate, building vintage, heating fuel type, building physical characteristics, etc.).

Book excerpt: Large scale energy efficiency and electrification of the US residential sector are needed to meet the Paris Agreement goal of limiting warming below two degrees Celsius. Energy efficiency retrofits can also provide significant health and economic benefits, especially for low-income residents. These non-energy benefits are often excluded from policy analysis of energy efficiency programs because they are not well quantified, especially at a local level. In this thesis I quantify a subset of these public and private health benefits and develop a cost benefit analysis at the county level across the continental US of a retrofit policy for low-income households that includes electrification and efficiency measures. The retrofit policy yields a positive average net present value in 29\% of counties when considering only the private benefits of reduced energy consumption. However, retrofits yield positive net present value in all US counties when public and private health benefits are included. I also explored the potential impacts of a retrofit policy on household energy burden (household energy expenditures divided by household income). In most counties, retrofits would more than offset the additional cost of energy from a $51 per metric ton carbon price, the current social cost of carbon estimated by the federal government. The gap between public and private retrofit benefits prevents low-income households from implementing energy efficiency measures. Programs to subsidize low-income retrofits would reduce economic deadweight loss, climate emissions, and energy costs, while improving human health and wellbeing for low-income households that currently suffer disproportionately from inefficient housing.

In the present study, 800 IHP homes are first matched to one of these 15 housing groups, and then the average measures being installed in each housing group are modeled using BEopt to estimate energy savings. For most housing groups, the differences between recommended and installed measure packages is substantial. By comparing actual IHP retrofit measures to BEopt-recommended cost-optimal measures, missed savings opportunities are identified in some housing groups; also, valuable information is obtained regarding housing groups where IHP achieves greater savings than BEopt-modeled, cost-optimal recommendations.

Book excerpt: Since 2019, the National Renewable Energy Laboratory (NREL) and Elevate have collaborated to identify pathways to deep energy retrofits in Chicago's housing stock, document equity implications and co-benefits of this transition, and validate the findings by implementing retrofits in real Chicago homes. This document summarizes our analysis process to model advanced retrofit packages that lead to greater than 50% energy savings in Chicago homes. Based on these findings, we have also developed a roadmap with the City to guide implementation, and are deploying the recommended retrofit packages in real Chicago homes to realize these energy savings. This work was developed in collaboration with two key stakeholders - the City of Chicago and Commonwealth Edison (ComEd) - and funded by the U.S. Department of Energy (DOE). NREL's Residential Buildings team maintains the best-in-class ResStockTM energy model of the U.S. residential building stock. For this work, we calibrated ResStock to Chicago's unique local housing stock to accurately simulate energy use in Chicago homes both for current conditions and with various retrofit scenarios. We simulated a wide range of potential building retrofits covering all aspects of residential energy use and then grouped these into packages based on energy and utility bill savings. ResStock can model diverse building types and housing characteristics, so we're able to observe the range of outcomes that might occur when these upgrades are deployed across the entire housing stock. We can then estimate potential energy savings from an advanced retrofit program on Chicago's housing stock by comparing the modeled energy use before versus after a retrofit. This novel version of ResStock, calibrated to Chicago with data from Elevate, can help City officials, ComEd, and other partners plan for community-scale decarbonization via residential retrofits. Specifically, this work contributes the following project goals: Develop a building retrofit prioritization strategy for Chicago single-family and 2- to 4-unit buildings; Identify neighborhoods and home types that have the highest potential for savings from electrification; and Assess the impact of advanced building retrofits on energy use, utility bills, and CO2 emissions at the city and building level. Although this study is specific to Chicago, its methods and learnings are applicable across the United States. These findings are especially notable for heat pumps and electrification retrofits in cold climates.
