When we consider that the greater portion of the litiga tion in our country is settled by and before these Courts, no one will, for a moment, hesitate in saying that the latest alterations of the statutes, and the latest decisions of the appellate Courts, should be placed before them; and more especially when we realize that among the greater number of these Justices of the Peace, but very few, comparatively, have access to the Law Libraries of our country.
