Book excerpt: Public-private partnerships (PPPs) refer to arrangements under which the private sector supplies infrastructure assets and infrastructure-based services that traditionally have been provided by the government. PPPs are used for a wide range of economic and social infrastructure projects, but they are used mainly to build and operate roads, bridges and tunnels, light rail networks, airports and air traffic control systems, prisons, water and sanitation plants, hospitals, schools, and public buildings. PPPs offer benefits similar to those offered by privatization, which is the sale of government-owned enterprises or assets. By the late 1990s, when privatization was losing much of its earlier momentum, PPPs began to be widely seen as a means of obtaining private sector capital and management expertise for infrastructure investment. After a modest start, a wave of PPPs is now beginning to sweep the world. This Special Issue paper provides an overview of some of the issues raised by PPPs, with a particular focus on their fiscal consequences. It also looks at government guarantees, which are used fairly widely to shield the private sector from risk and are a common feature of PPPs. And it examines the consequences of PPPs and guarantees for debt sustainability. The paper concludes with a list of measures that can maximize the benefits and minimize the fiscal risks associated with the use of PPPs. Various appendices augment the discussion by examining country experiences with PPPs, summarizing the statistical reporting framework used to discuss fiscal accounting and reporting, explaining accounting for risk transfer, examining how guarantees are modeled and estimated in Chile, and summarizing international accounting and reporting standards for contingent liabilities.

The international community recognises that reducing global poverty is one of the major development challenges of the twenty-first century. The problem of poverty is particularly severe in Bangladesh, where a variety of poverty alleviation initiatives have been tried. The most recent one involves Public Private Partnerships (PPPs), which are collaborations between partners in different sectors. PPPs are assumed to be effective for reducing poverty as they are seen to optimise the use of scarce resources, promote economic growth, and enhance efficiency. The Government of Bangladesh has recognised the use of PPPs as an innovative and effective approach for poverty alleviation in Bangladesh. Partnership for Development addresses this major policy issue by examining the novel arrangements of PPPs to determine how this approach can assist in alleviating poverty. This book explores different PPP arrangements for poverty alleviation in Bangladesh and evaluates their performance and effects. It identifies opportunities and constraints affecting these PPPs. It utilises the multiple-case study methodology, examining two cases, namely, the Income Generation for Vulnerable Group Development (IGVGD) and Rural Micro Credit (RMC) PPPs that have been introduced in Bangladesh as poverty alleviation measures. The book also identifies the rationale, features and mechanisms of the IGVGD and RMC PPPs using interviews with key persons who were involved in the policy making, and in the design and implementation of the PPPs. Different stakeholders were asked about the effects of the PPPs and suggestions for their improvement. The beneficiaries were also asked about the economic and social changes to their lives as a result of the PPPs. A model of PPPs for poverty alleviation is developed from the literature on the subject and then used to analyse the data from the Bangladesh case studies.

Bush, and Susan Sontag. These voices show that anger is more effective for producing some collective actions, such as rallying supporters, reifying existing worldviews, motivating attack, enforcing shared norms, or threatening from positions of power; and less effective for others, like broadening thought, attracting new allies, adjudicating justice across cultural norms, or threatening from positions of weakness. Because social anger requires shared norms, collectivized anger cannot serve social justice. In order for anger to be a force for global justice, the world’s peoples must develop shared norms to direct discussion of international relations.
