In Thailand’s Political Peasants, however, Andrew Walker argues that the emergence of an entirely new socioeconomic dynamic has dramatically changed the relations of Thai peasants with the state, making them a political force to be reckoned with. Whereas their ancestors focused on subsistence, this generation of middle-income peasants seeks productive relationships with sources of state power, produces cash crops, and derives additional income through non-agricultural work. In the increasingly decentralized, disaggregated country, rural villagers and farmers have themselves become entrepreneurs and agents of the state at the local level, while the state has changed from an extractor of taxes to a supplier of subsidies and a patron of development projects. Thailand’s Political Peasants provides an original, provocative analysis that encourages an ethnographic rethinking of rural politics in rapidly developing countries. The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South-South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernization and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research -- including more than 280 interviews -- conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. While a broad range of state and donor interventions impact the lives of poor farmers -who provide a significant proportion of the labour force - comprehensive consideration of these combined interactions remains inadequate. Focussing on Pakistan, this book discusses the political economy of agrarian poverty and underdevelopment in the region. The book provides an in-depth exploration of the combined impact of state and donor interventions, as well as that of resistance attempts, to alter the status quo within Pakistan. It questions the relevance of state institutions and policies contending with the problems of farmers in Pakistan, and how donor-led policies and programmes also influence their lives. It draws on findings that have emerged from interviews of over 200 respondents including government officials, donor agency representatives and different categories of poor farmers, during eleven months of fieldwork in the provinces of Sindh and Punjab. This research reveals some divergences between state and donor policies, but it finds more prominent convergences, which in turn enable the landed rural elite to benefit from market-based and capital-intensive processes of agricultural growth, without offering substantial opportunities for poor farmers. Reflecting the need to become less insular when discussing solutions to rural development, and demonstrating how state policies and institutions can interconnect with donor funded programmes, this book will be of interest to students and scholars of South Asian Politics and Development Studies.

When these projects fail, as they do with astonishing regularity, they nonetheless produce a host of regular and unacknowledged effects, including the expansion of bureaucratic state power and the translation of the political realities of poverty and powerlessness into "technical" problems awaiting solution by "development" agencies and experts. It is the political intelligibility of these effects, along with the process that produces them, that this book seeks to illuminate through a detailed case study of the workings of the "development" industry in one country, Lesotho, and in one "development" project. Using an anthropological approach grounded in the work of Foucault, James Ferguson analyzes the institutional framework within which such projects are crafted and the nature of "development discourse," revealing how it is that, despite all the "expertise" that goes into formulating development projects, they nonetheless often demonstrate a startling ignorance of the historical and political realities of the locale they are intended to help. In a close examination of the attempted implementation of the Thaba-Tseka project in Lesotho, Ferguson shows how such a misguided approach plays out, how, in fact, the "development" apparatus in Lesotho acts as an "anti-politics machine," everywhere whisking political realities out of sight and all the while performing, almost unnoticed, its own pre-eminently political operation of strengthening the state presence in the local region.James Ferguson is an associate professor of anthropology at the University of California at Irvine.
