Available in PDF, EPUB and Kindle. Book excerpt: An ethnographic study of China’s new elites and their rarified world of debauchery and corruption: “A must have book for China studies” (Choice). This pioneering investigation reveals the private lives—and the nightlives—of the powerful entrepreneurs and managers redefining success and status in the Chinese city of Chengdu. For more than three years, anthropologist John Osburg accompanied wealthy Chinese businessmen as they courted clients, partners, and government officials. Now he invites readers along on his journey through the highly gendered world of luxury karaoke clubs, saunas, and massage parlors—places designed to cater to the desires of elite men. Within these spaces, a masculinization of business is taking place. Osburg details the complex code of behavior that governs businessmen as they go about banqueting, drinking, gambling, bribing, exchanging gifts, and obtaining sexual services. These intricate social networks play a key role in generating business, performing social status, and reconfiguring gender roles. Yet underneath the façade, many entrepreneurs feel trapped by their obligations and moral compromises in this evolving environment. Osburg examines their deep ambivalence about China’s future and their own complicity in the major issues of post-Mao Chinese society—corruption, inequality, materialism, and loss of trust.

Available in PDF, EPUB and Kindle. Book excerpt: Based on a treasure trove of information collected through fieldwork interviews and painstaking documentary research through the Chinese and Western language presses, this book analyzes one of the most important reforms implemented in China over the past decade – the rural tax and fee reform, also known as the "Third Revolution in the Countryside". The aim of the tax was to improve social stability in rural China, which has become increasingly shaken by peasant protests, many of them large-scale and violent. By examining the gap between the intentions of the reform and the eventual outcomes, Göbel provides new insights into the nature of intergovernmental relations in China and highlights the ways in which the relationship between the state and the rural populace has fundamentally changed forever. The Politics of Rural Reform in China will appeal to students and scholars of Chinese politics, governance and development studies.

Available in PDF, EPUB and Kindle. Book excerpt: Land reforms have been critical to the development of Chinese capitalism over the last several decades, yet land in China remains publicly owned. This book explores the political logic of reforms to land ownership and control, accounting for how land development and real estate have become synonymous with economic growth and prosperity in China. Drawing on extensive fieldwork and archival research, the book tracks land reforms and urban development at the national level and in three cities in a single Chinese region. The study reveals that the initial liberalization of land was reversed after China's first contemporary real estate bubble in the early 1990s and that property rights arrangements at the local level varied widely according to different local strategies for economic prosperity and political stability. In particular, the author links fiscal relations and economic bases to property rights regimes, finding that more 'open' cities are subject to greater state control over land.

Available in PDF, EPUB and Kindle. Book excerpt: After over a decade of administrative and economic reform in mainland China, the center has become increasingly remote and less important for many localities. In many ways, the mobilization capacity of the central government has been weakened. Central government policies are often ignored and local officials are often more interested in personal projects than in centrally directed economic plans. In this study of local government and politics in China, the author explores when and why local government officials comply with policy directives from above. Drawing on interviews with government officials in various municipalities and a review of county records and other government documents, he provides the first in-depth look at policy implementation at the county and township levels in the PRC. The book examines the impact of the Chinese cadre system on the behavior of local officials, local party and government structure, relationships among various levels of Chinese local government, policy supervision mechanisms at local levels, village governance of China, and more.
