After several years of failures in addressing the twin crises with stand-alone policies and programs in Nigeria and other African countries, the book proposes an innovative strategy aimed at addressing mass unemployment and mass poverty simultaneously. Inspired by the author's field experience as one of the key actors in the successful implementation of the UNDP-ILO-sponsored Jobs for Africa (JFA) program in over ten African countries (between 1998 and 2001), the book presents an alternative framework from the failed extant approaches for tackling the stubborn crises of unemployment and poverty in the continent. The proposed Flagship Strategy is a cocktail of three key policy elements, namely, (1) putting in place a maximum employment-driven macroeconomic economic stability, (2) mobilizing and empowering "ready-to engage" transformational entrepreneurs for leading investment projects/programs to ensure success and sustainability, and (3) undertaking massive investment for poverty-reducing employment (IPRE) projects in all the key sectors of the economy. The empirical validation in the application of the three elements of the Flagship Strategy, along with the successful experience of emerging industrializing countries (of South Korea, Singapore, and China, etc.) in achieving massive reductions in poverty and unemployment using the elements of the strategy, commends its application to African and other developing countries facing the twin challenges. The book is intended to serve generally as an informative read for all who are interested in escaping poverty and unemployment either by themselves or for the people they care about. It has also, in particular, offered fresh strategic insights to scholars and students of development, working on African poverty and unemployment challenges. It can furthermore easily serve as a policy blueprint/ manual for policymakers and/or politicians with genuine interests in finding quick and sustainable solutions to Africa's daunting and existential poverty and unemployment challenges.

If we search for an exact definition of poverty we will not find a single, universally accepted standard definition of it. Poverty is hardly measurable. Every interpretation is affected by credos of value. The ethical correctness of these trails to valuate poverty is scientifically not concluding appraised. The European Union s working definition of poverty is: Persons, families and groups of persons whose resources (material, cultural and social) are so limited as to exclude them from the minimum acceptable way of life in the Member State to which they belong . This definition is the basis of the valuations of poverty in this assignment. The variety of poverty shows how many groups of people in particular are at risk of becoming poor. In Germany the gap of income and the number of poor people in the society increased from the year 2000 to the year 2005 faster than in any other country of the OECD. Causes are the high unemployment rate in the year 2005 and a significant gap of income. Nobody can be excluded if we talk about the poor ones in future. High income during employment does not mean that there is enough money for times of unemployment or old-age-pension. When thinking about poverty we should never forget of what advantage it is to have a high old-age pension when you are lonesome and you have to pay for every help you need? Policy options have to be divided in to groups: Actions to prevent poverty. Actions to help people out of poverty. From a scientific point of view there is only one thing needed to stay out of poverty: enough money to sustain your expenditures. Therefore a well paid job is necessary. Minimum wages are a controversially discussed topic during the last months. Only an occupation with an adequate salary is good for covering all costs. Another crucial point is to secure the old age pensions. Due to this the Federal Government promotes a 3-layer programme. The tax policy is also a point which can be influenced by the state. Prevention of excessive indebtness and a adequate asset accumulation are also important topics. Book excerpt: Even as the United States enjoys a booming economy and historically low levels of unemployment, millions of Americans remain out of work or underemployed, and joblessness continues to plague many urban communities, racial minorities, and people with little education. In Jobs for the Poor, Timothy Bartik calls for a dramatic shift in the way the United States confronts this problem. Today, most efforts to address this problem focus on ways to make workers more employable, such as job training and welfare reform. But Bartik argues that the United States should put more emphasis on ways to increase the interest of employers in creating jobs for the poor—or the labor demand side of the labor market. Bartik's bases his case for labor demand policies on a comprehensive review of the low-wage labor market. He examines the effectiveness of government interventions in the labor market, such as Welfare Reform, the Earned Income Tax Credit, and Welfare-to-Work programs, and asks if having a job makes a person more employable. Bartik finds that public service employment and targeted employer wage subsidies can increase employment among the poor. In turn, job experience significantly increases the poor's long-run earnings by enhancing their skills and reputation with employers. And labor demand policies can avoid causing inflation or displacing other workers by targeting high-unemployment labor markets and persons who would otherwise be unemployed. Bartik concludes by proposing a large-scale labor demand program. One component of the program would give a tax credit to employers in areas of high unemployment. To provide disadvantaged workers with more targeted help, Bartik also recommends offering short-term subsidies to employers—particularly small businesses and nonprofit organizations—that hire people who otherwise would be unlikely to find jobs. With experience from subsidized jobs, the new workers should find it easier to obtain future year-round employment. Although these efforts would not catapult poor families into the middle class overnight, Bartik offers a powerful argument that having a full-time worker in every household would help improve the lives of millions. Jobs for the Poor makes a compelling case that full employment can be achieved if the country has the political will and adopts policies that address both sides of the labor market.
