Thus, detractors of social assistance programs argue that they create disincentives to work. While there is substantial evidence showing limited effects of these programs on overall labor supply, the jury is still out with respect to their impact on formal employment. This paper exploits an unannounced change in the eligibility rule of the Bolsa Familia program in Brazil, one of the oldest and largest conditional cash transfers in the world, to identify the causal impact of the program on formal employment, combining three large administrative datasets. This paper finds that the program has a positive effect on entry in formal labor market, especially for younger cohorts.

The model is applied to data from Brazil spanning the 1965 -1998 period. The book's findings cast significant doubt on the proposition that rapid economic growth in Brazil has resulted in comparable welfare gains. The evidence presented more generally illustrates the often unsustainable nature of rapid GDP growth phases, as well as the general unreliability of GDP growth as an indicator of well-being improvement. The specific policy implication is that Brazil should discontinue - or at least severely curtail - the regressive and resource intensive economic policies it has followed in recent decades in the interest of welfare improvement not only for the poorer groups in society, but for future generations of Brazilians as well.

This paper argues that a class-based lens has dominated the social protection framework. In recent years, political leaders have framed social policy measures along 'universal' class lines with the aim of improving poverty and wellbeing. This framing is reflective of Brazil's national narrative on race relations and the idea that class and employment status have been the most salient barriers to social welfare protections. Brazil's widely well-regarded anti-poverty conditional cash transfer programme, Bolsa Família (2003-21), is emblematic of the country's universal and 'race-blind' approach to social policy. But given the strong correlation in Brazil between ethnicity and income, social protection policies such as the Bolsa Família have indirectly targeted vulnerable black and brown citizens. The analysis addresses how social policy has contributed advances to wellbeing in general and for Afro-Brazilians. A comparative perspective on social welfare systems offers important lessons on how poverty relief can further human development and enhance agency. Future reformers can learn from Brazil's pursuit of poverty reduction alongside administrative procedures that identify vulnerable groups, as a strategy to address intersectional inequalities of ethnicity and class.

While Marxist socialists, democratic socialists, social democrats, and reluctant collectivists were all eager, at various times, to construct their vision of the ideal society, the idea of state welfare was slow to take root. As Dixon and Scheurell point out, at the turn of the century, only a handful of industrializing countries were willing to grapple with the problems of poverty, inequality, and social exclusion. Two world wars and the Great Depression of the 1930s, however, sensitized many societies to the human, social, and even political costs of un-met social welfare needs. Thus, the milieu needed for the birth of state welfare came into existence, first in Western Europe, then in Australasia, followed by North and South America and, finally, in parts of the Middle East, Asia, and Africa. The state welfare dream was that citizenship would guarantee every individual a secure lifestyle, with a minimum degree of insecurity, and the wherewithal to develop to the greatest possible extent as individuals and as members of society. It is, Dixon and Scheurell argue, the most significant set of social institutions developed in the 20th century. Admittedly, it is one that had within it the seeds of its own potential destruction—the vicious circle of growing welfare dependency, increasing state control, deepening poverty, and the emergence of an intractable underclass—that has legitimized calls for the individualization of the social. Findings based on the Brazilian annual household survey (Pesquisa Nacional de Amostra Domiciliar, PNAD) datasets from 1981-99 reveal that individual characteristics such as education, experience, and labor market association of the household head are important correlates of poverty. Taking these into account, data reveal that a Nordestino (northeasterner) is 24 percentage points more likely to fall below the indigent poverty line than other Brazilians. Analyses also reveal large differences in poverty levels by education, and these differences have increased over time. Fiess and Verner observe that the probability of being poor is decreasing with increasing educational attainment. The gender of the household head does not matter for poverty, according to the poverty profile. But when the authors control for education and other individual characteristics, female-headed households have a much larger likelihood of being poor than male-headed households. Household size also matters for poverty. Larger households are more likely to experience poverty than smaller households, and the effect is concave. Moreover, households with children under age 5 appear more likely to fall below the poverty line than families with no children below age 5. The presence of old-aged people (above 65 years) in the household is an important factor contributing to poverty reduction. This paper--a joint product of the Office of the Chief Economist and the Social Development Family, Latin America and the Caribbean Region--is part of a larger effort in the region to better understand poverty and its determinants in Brazil.

Book excerpt: Brazil's slow pace of poverty reduction over the last two decades reflects both low growth and a low growth elasticity of poverty reduction. Using GDP data disaggregated by state and sector for a twenty-year period, this paper finds considerable variation in the poverty-reducing effectiveness of growth-across sectors, across space, and over time. Growth in the services sector was substantially more poverty-reducing than was growth in either agriculture or industry. Growth in industry had very different effects on poverty across different states and its impact varied with initial conditions related to human development and worker empowerment. The determinants of poverty reduction changed around 1994: positive growth rates and a greater (absolute) elasticity with respect to agricultural growth contributed to faster poverty reduction. But because there was so little of it, economic growth played a relatively small role in accounting for Brazil's poverty reduction between 1985 and 2004. The taming of hyperinflation (in 1994) and substantial expansions in social security and social assistance transfers, beginning in 1988, accounted for a larger share of the overall reduction in poverty.
