Umgekehrt muss es diesen Menschen aber auch ermoglicht werden, Tatigkeiten im Niedriglohnsektor anzunehmen und trotzdem ein gesichertes Einkommen zu erhalten, da sonst der Verbleib der in Arbeitslosigkeit bzw. der Bezug von Lohnsatzleistungen fur sie lukrativer ware. Der zentrale Punkt ist dementsprechend nicht ob, sondern wie, sowohl Arbeitgeber, als auch Arbeitnehmer gefordert werden mussen, damit fur sie ein Anreiz besteht Arbeit nachzufragen bzw. anzubieten. In dieser Seminararbeit werden Massnahmen zur Forderung von sozialversicherungspflichtigen Beschaftigungsverhaltnissen im ersten Arbeitsmarkt vorgestellt. Zu Beginn wird kurz auf die geschichtliche Entwicklung und die Kernthesen der Sozialgesetzbucher II und III sowie die Hartz-Reformen (Kapitel 2) eingegangen. Danach beschreibe ich ausgewahlte Subventionsmassnahmen, die zum Teil in der Praxis zum Einsatz kommen (Kapitel 3). Im Anschluss gehe ich ausfuhrlich auf die theoretischen Wirkungen und die Effekte von Lohnsubventionen auf Arbeitgeber- und Arbeitnehmerseite ein.
