Book excerpt: Understanding the process for obtaining postsecondary education and the factors affecting it is vital for ensuring that the needs for graduates in the Canadian economy are met. The ability to pinpoint groups of individuals who are at risk of not obtaining a postsecondary education allows for targeted interventions to assist them in increasing their human capital. Those who do decide to pursue postsecondary education may face barriers that may affect completion, and these need to be addressed. This report examines demographic and family characteristics, high school engagement, academic performance, and first year postsecondary experience of those who attended postsecondary education and those who did not or dropped out. The analysis for this report is based on data from the Youth in Transition Survey (YITS).--Document.

Available in PDF, EPUB and Kindle. Book excerpt: Patterns of military service, college enrollment, and civilian labor force participation among recent high school graduates and dropouts were examined. The activities that young people pursued after high school were disparate and dependent upon a multitude of factors. The supply of entry-level workers did not keep pace with the demand for technicians, skilled craftsmen, and college-trained workers. Although the flow of high school graduates and dropouts into education and the labor force were matters of national concern, the educational and vocational activities that young people pursued were poorly tracked. According to estimates for 1986, the high school graduation rate was almost exactly the same as it was in 1976 and 1965. The composition of the high school graduating classes changed to reflect greater minority representation. Activity patterns during the first year after leaving school remained remarkably stable since the early 1970s, with some increases in both college enrollment and military enlistment rates in the early 1980s. Analyses of postsecondary activities during the rest of the 5-year period following high school revealed considerable turbulence in activity patterns, much of it into and out of short-term civilian jobs. For college entrants, progress toward degree completion was notably sporadic and drawn out. (Appendixes include 55 references and information on estimating numbers of high school graduates and on the database.) (YLB)

Book excerpt: High school graduation and dropout rates have long been used as indicators of educational system productivity and effectiveness and of social and economic well being. While determining these rates may seem like a straightforward task, their calculation is in fact quite complicated. How does one count a student who leaves a regular high school but later completes a GED? How does one count a student who spends most of his/her high school years at one school and then transfers to another? If the student graduates, which school should receive credit? If the student drops out, which school should take responsibility? High School Dropout, Graduation, and Completion Rates addresses these issues and to examine (1) the strengths, limitations, accuracy, and utility of the available dropout and completion measures; (2) the state of the art with respect to longitudinal data systems; and (3) ways that dropout and completion rates can be used to improve policy and practice.

Book excerpt: There is increasing emphasis on formal education in Canada as elsewhere in the developed (and developing) parts of the world. Much of the reason for this emphasis is on the importance not only of credentials (Thiessen 2001) but also of literacy and numeracy (Finnie and Meng 2006) to labour force participation and income. Post-secondary education (PSE) is playing an increasingly significant role in this process (HRDC 1998; Looker 2002) and many if not most Post-Secondary Education (PSE) programs require a minimum of a high school diploma (Canadian Council on Learning 2005:1). As Biggart (2000) notes "In a rapidly changing labour market, qualifications are increasingly necessary, and this is a trend that ... is likely to continue." (P.11). So, the question becomes, what happens to those who leave school early? Which of them return for a "second chance"?

Book excerpt: This paper advocates expansion and better integration of efforts to connect high school dropouts between the ages of 16 and 24 to pathways to postsecondary credentials that have value in the labor market. The paper highlights examples of innovations in policy, program delivery, pedagogy in adult education, youth development and dropout recovery, and postsecondary education that should be built upon in developing more robust and successful dropout recovery and postsecondary education policies and practices to open the door to higher wages and career opportunities for this population. The authors urge federal officials, governors, school administrators, college officials, workforce leaders and employers to provide leadership in building the supports and pathways at scale to bring dropout youth back into the education and labor market mainstream. The paper was prepared for the Center for American Progress.
