Book excerpt: The increase in Fund lending in the aftermath of the Covid-19 pandemic, including emergency financing, has led to a record number of requests for financing last year, and to an unprecedented amount of credit outstanding. Book excerpt: This note aims to provide guidance on the key principles and considerations underlying the design of Fund-supported programs. The note expands on the previous operational guidance notes on conditionality published over 2003-2014, incorporating lessons from the 2018-19 Review of Conditionality, and other recent key policy developments including the recommendation of the Management’s Implementation Plan in response to Independent Evaluation Office (IEO)’s report on growth and adjustment in IMF-supported programs. The note in particular highlights operational advice to (i) improve the realism of macroeconomic forecast in programs and fostering a more systematic analysis of contingency plans and risks; (ii) improve the focus, depth, implementation, and tailoring of structural conditions (SCs), with due consideration of growth effects; and (iii) help strengthen the ownership of country authorities. Designed as a comprehensive reference and primer on program design and conditionality in an accessible and transparent manner, the note refers in summary to a broad range of economic and policy considerations over the lifecycle of Fund-supported programs. As with all guidance notes, the relevant IMF Executive Board Decisions remain the primary legal authority on matters covered in this note.

Book Synopsis Review Of The Adequacy Of The Fund’s Precautionary Balances by : International Monetary Fund. Finance Dept.
Download or read book Review Of The Adequacy Of The Fund’s Precautionary Balances written by International Monetary Fund. Finance Dept. and published by International Monetary Fund. This book was released on 2022-12-20 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: On December 12, 2022, the IMF’s Executive Board reviewed the adequacy of the Fund’s precautionary balances. The review took place on the standard two-year cycle, after an interim review in December 2021. Precautionary balances comprise the Fund’s general and special reserves. They are a key element of the IMF’s multi-layered framework for managing financial risks. Precautionary balances provide a buffer to protect the Fund against potential losses, resulting from credit, income, and other financial risks. In conducting the review, the Executive Board applied the rules-based framework agreed in 2010. Precautionary balances have risen further since the 2021 interim review and coverage metrics have strengthened. At the same, credit and other financial risks have also increased. The pace of reserve accumulation is expected to remain adequate. Against this background, Executive Directors endorsed staff’s proposal to retain the current medium-term target of SDR 25 billion and the minimum floor of SDR 15 billion. The Board also discussed the role of surcharges, which are primarily a component of the Fund’s risk management framework but also contribute to reserves accumulation.

Book excerpt: This Handbook provides guidance to staff on the IMF’s concessional financial facilities and non-financial instruments for low-income countries (LICs), defined here as all countries eligible to obtain concessional financing from the Fund. It updates the previous version of the Handbook that was published in December 2017 (IMF, 2017e) by incorporating modifications resulting from the 2018–19 Review of Facilities for Low-Income Countries and Review of the Financing of the Fund’s Concessional Assistance and Debt Relief to Low-Income Member Countries (IMF, 2019a, b), approved by the Board in May 2019; the reforms introduced in 2021 on the basis of the Board paper Fund Concessional Financial Support for Low-Income Countries—Responding to the Pandemic (IMF, 2021a), approved in July 2021; and a number of other recent Board papers. Designed as a comprehensive reference tool for program work on LICs, the Handbook also refers, in summary form, to a range of relevant policies that apply more generally to IMF members. As with all guidance notes, the relevant IMF Executive Board decisions including the terms of the various LIC Trust Instruments that have been adopted by the Board, remain the primary legal authority on the matters covered in the Handbook.
Book Synopsis Selected Decisions and Selected Documents of the International Monetary Fund, Forty First Issue Supplement by : International Monetary Fund. Legal Dept.
Download or read book Selected Decisions and Selected Documents of the International Monetary Fund, Forty First Issue Supplement written by International Monetary Fund. Legal Dept. and published by International Monetary Fund. This book was released on 2021-02-08 with total page 907 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is the Forty-First Issue of Selected Decisions and Selected Documents of the IMF. It includes decisions, interpretations, and resolutions of the Executive Board and the Board of Governors of the IMF, as well as selected documents, to which frequent reference is made in the current activities of the IMF. In addition, it includes certain documents relating to the IMF, the United Nations, and other international organizations. As with other recent issues, the number of decisions in force continues to increase, with the decision format tending to be longer given the use of summings up in lieu of formal decisions. Accordingly, it has become necessary to delete certain decisions that were included in earlier issues, that is, those that only completed or called for reviews of decisions, those that lapsed, and those that were superseded by more recent decisions. Wherever reference is made in these decisions and documents to a provision of the IMF’s Articles of Agreement or Rules and Regulations that has subsequently been renumbered by, or because of, the Second Amendment of the Fund’s Articles of Agreement (effective April 1, 1978), the corresponding provision currently in effect is cited in a footnote.

Book Synopsis Mongolia: 2021 Article IV Consultation-Press Release; Staff Report; and Statement by the Executive Director for Mongolia by : International Monetary
Download or read book Mongolia: 2021 Article IV Consultation-Press Release; Staff Report; and Statement by the Executive Director for Mongolia written by International Monetary and published by International Monetary Fund. This book was released on 2021-11-29 with total page 115 pages. Available in PDF, EPUB and Kindle. Book excerpt: A strong export-led recovery is underway. Despite early actions and a successful vaccination campaign, the pandemic is lingering in Mongolia as positivity rates remain high and borders largely closed. An export-led recovery which began in mid-2020, is gathering steam due to booming prices for Mongolia’s exports. Nevertheless, domestic demand, labor markets and the business sector remain weak. Policies were appropriately supportive during the pandemic. However, large, untargeted and continuing fiscal, quasi-fiscal and financial forbearance measures legislated by Parliament have heightened macrofinancial vulnerabilities: public debt has sharply increased, bank balance sheets have further weakened, and the Bank of Mongolia’s (BOM) operational independence has been compromised. On the plus side, external and fiscal buffers have been built, helped by the 2021 IMF SDR allocation of US$98.3 million (95.8 percent of quota), and the rollover of large external liabilities has increased policy space.
Book Synopsis Economic and fiscal outlook by : Office for Budget Responsibility
Download or read book Economic and fiscal outlook written by Office for Budget Responsibility and published by The Stationery Office. This book was released on 2010-11-29 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Office for Budget Responsibility was established to provide independent and authoritative analysis of the UK's public finances. Part of this role includes producing the official economic and fiscal forecasts. This report sets out forecasts for the period to 2015-16. The report also assesses whether the Government is on course to meet the medium-term fiscal objectives and presents preliminary observations on the long-run sustainability of the public finances. Since the June forecast, the UK economy has recovered more strongly than initially expected. The GDP growth was greater than expected in both the 2nd and 3rd quarters, but that unemployment levels have risen to levels that the June forecast did not anticipate until the middle of 2012. In general the world economy has also grown more strongly. CPI inflation has remained slightly higher than expected in June, whilst public finances have performed as forecast. The interest rates on UK debt are lower than in June. The OBR forecasts that the economy will continue to recover from the recession, but at a slower pace than the recoveries of the 1970s, 1980s and 1990s. The publication is divided into 5 chapters with two annexes.

Book Synopsis SARS Unmasked by : Michael George Tyshenko
Download or read book SARS Unmasked written by Michael George Tyshenko and published by McGill-Queen's Press - MQUP. This book was released on 2010 with total page 465 pages. Available in PDF, EPUB and Kindle. Book excerpt: Severe Acute Respiratory Syndrome (SARS) was the first global pandemic of the twenty-first century, spreading within weeks from southern China to over thirty-seven countries around the world. In Canada intense news media coverage had a profound impact on how the disease was perceived, with frontline health care workers, despite their heroic efforts, stigmatized due to their contact with patients. Will SARS or another pandemic influenza reoccur and, if it does, have we learned how to manage pandemics more effectively? In SARS Unmasked risk communication expert Michael Tyshenko offers answers to this and other questions. Cathy Peterson, who worked as a nurse clinician during the Toronto SARS crisis, adds an important view from the frontlines. Their analysis reveals an out-of-control situation with mixed risk communication messages, a lack of leadership, and an overwhelmed health care system that was unable to both cope with the crisis in Toronto and provide adequate support for their most valuable employees at the time - health care workers. Taking a very broad perspective, grounded in risk assessment, SARS Unmasked adds important information to what has already been said about the 2003 crisis, focusing on the human and societal effects of an infectious disease pandemic and providing tangible guidance for future pandemic threats.
Book Synopsis The COVID-19 Pandemic in the Middle East and North Africa by : Anis Ben Brik
Download or read book The COVID-19 Pandemic in the Middle East and North Africa written by Anis Ben Brik and published by Taylor & Francis. This book was released on 2022-09-23 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book critically reflects on the responses to the COVID-19 pandemic in the Middle East and North Africa (MENA) by exploring the impact and possible future outcomes in a region already struggling with the effects of a decade of uprisings, failed or difficult political transitions, state collapses, civil war and international conflict. International scholars offer a comprehensive treatment of today's major societal issues and provide a unique, broadly comparative view on public policy responses in the MENA region. Addressing the implications and public policy responses to the crisis, they bring a critical perspective to the emerging challenges of evidence-based policy making; the locus of authority in transnational issues; the nature of governance; and the role of government and implications for civil society. Tackling the psychology, sociology, education, law, and public policy issues related to the social and economic implications of the COVID 19 pandemic, this book will be of interest to scholars and students alike.
