This book was released on 2020-11-19 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the early 1980s there had been an upsurge of public concern over the nuclear threat to Europe. Already saturated with nuclear weapons, Europe faced controversial new deployments and there was alarm over military strategies for nuclear war in the region. It is in this context that the idea of nuclear weapon-free zones had captured the popular imagination and became a political issue in Europe. Not only would such zones build confidence and raise the nuclear threshold, but they would be first steps towards a more comprehensive elimination of nuclear weapons. Originally published in 1983 Nuclear Disengagement in Europe probes the question of nuclear weapon-free zones in the region. Pugwash and SIPRI arranged a meeting at which an international team of lawyers, scientists, politicians and military experts gave background information and provided an appraisal of problems regarding the zone initiatives as well as benefits that would accrue. Possible elements in a European zone arrangement were elaborated on and procedures towards the establishment of such a zone were suggested.

Book excerpt: This volume sets out and examines the major issues affecting the future of strategic arms control beyond the START Treaty, beyond the old East-West confrontation, and beyond the Soviet state itself. The product of a working group convened by the International Institute for Strategic Studies, it contains selected papers by an authoritative group of scholars and practitioners, among them Paul H. Nitze, former chief START negotiator and senior adviser to the Reagan administration, and Gennady K. Khromov former senior representative of Soviet military industries in the Kremlin. Addressing options for reducing strategic arms, approaches for negotiation, and the impact of factors such as cost and new technologies, Strategic Arms Control in the Post-START Era is a timely work which will inform discussion and debate at the highest levels and within the broad policy community.

Book Synopsis Negotiating START by : Kerry M. Kartchner
Download or read book Negotiating START written by Kerry M. Kartchner and published by Transaction Publishers. This book was released on with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States and the Soviet Union have been negotiating nuclear arms control agreements for over twenty years, yet radical differences remain in the two sides' concept of, and approaches to, strategic stability and arms control. This book compares and contrasts those approaches, using START (Strategic Arms Reduction Treaty) as a case study. Throughout two decades of negotiation, U.S. policy has been directed toward dialogue that would encourage convergence of American and Soviet thought on nuclear deterrence. In Kartchner's view, that hope is belied not only by continuing asymmetries in the development and deployment of their strategic nuclear arsenals, but by differing U.S. and Soviet negotiating positions. The Reagan administration viewed START as a means of repudiating SALT II, restoring a measure of balance in the U.S.-Soviet strategic competition, and as a way of closing the so-called window of vulnerability. In contrast, Kartchner analyzes the Soviets' differing views of nuclear balance, emphasizing their satisfaction with SALT II and a strategic equilibrium shaped by a decade of bilateral arms control. Kartchner offers a detailed exposition of the major negotiating issues in START, contrasting concerns of U.S. and Soviet negotiators. Not surprisingly, each side's agenda was dominated by weapon systems that figure prominently in the other's development program. The author concludes by summarizing and comparing American and Soviet quests for stability and drawing up an assessment of U.S. efforts in both SALT and START to use arms control negotiations as a kind of classroom for instructing Soviet officials in American notions of "stabilizing" versus "destabilizing" weapon technology and America's own ethnocentric view of stability. START will profoundly affect the acquisition, operation, maintenance, and cost of U.S. strategic nuclear forces well into the next century. The history and analysis presented here will provide an essential source to policymakers and students of military-political relations for much-needed further study of this treaty's implications.

Book excerpt: This series of ad hoc publications deals with topical issues in the field of arms limitation, disarmament and international security and are intended primarily for those concerned with these matters in Government, civil society and in the academic community. This issue focuses on tactical nuclear weapon (TNW) reduction, both in the US and Europe. Despite the many debates, little has been done in recent years to reduce or eliminate the forward-deployed NATO nuclear weapons. This paper presents an overview of relevant discussion points ranging from a brief historic outline, theoretical and practical arguments for TNW disarmament, the logic of nuclear disarmament, and the provision of a clear description of the different positions of relevant NATO member States on the TNW issue.

Available in PDF, EPUB and Kindle. Book excerpt: With the signing of the intermediate-range nuclear forces (INF) treaty in December 1987, a chapter in NATO history came to an end. This agreement eliminated an entire class of nuclear weapons from Europe. This volume analyzes the possible repercussions of the INF treaty in the context of NATO's overall doctrine of flexible response, and concludes that the U.S. and NATO must adopt arms and arms control policies consistent with one another and with NATO doctrine. Co-published with the Center for Science and International Affairs, Harvard University.

Book Synopsis The EU's Arms Control Challenge by :
Download or read book The EU's Arms Control Challenge written by and published by . This book was released on 2021 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the adoption of its Strategy against the Proliferation of Weapons of Mass Destruction, the EU has raised its profile in the field of nuclear non-proliferation and arms control. However, the current crisis of arms control, which has recently seen the demise of key agreements like the Intermediate Nuclear Forces Treaty (INT), represents a dual challenge for the EU: while its territory is most directly affected py the dismantlement of arms control treaties, it is not a party to them. Moreover, traditional divisions over disarmament among EU member states have been exacerbated by disagreements over the Treaty on the Prohibition of Nuclear Weapons (TPNW). This Chaillot Paper suggests that the EU can prevent the deepening of such divisions and mitigate global polarisation in order to promote a successful outcome of the upcoming Review Conference of the Nuclear Non-Proliferation Treaty (NPT). To this end, it can make use of its access to both advocates and detractors of the TPNW in order to foster dialogue, acting as a bridge-builder between both camps while preparing for a new arms control system to replace the agreements that are progressively being abandoned.

Download or read book Reykjavik and Beyond written by National Academy of Sciences and published by National Academies Press. This book was released on 1988-02-01 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: No more important issue faces us today than the future success of efforts to manage and control nuclear arsenals. Reykjavik and Beyond represents the careful consideration of this subject by a group of experts deeply involved in arms control. The authors consider what changes in force structures, strategic thought, and political relations would be necessary to make possible large reductions in the superpowers' nuclear arsenals. They also examine how very deep cuts would affect other aspects of the military balance and the political and international order more broadly.
