The Department of Defense (DoD) needs to define war or conflict more broadly, and incorporate other agencies, especially Department of State (DoS), into its planning and execution phases much earlier and more completely than is now the practice. The military's changing role requires it to better understand world cultures where it operates and the organizational cultures of agencies with whom it works. The DoS has begun the organizational change necessary to become an equal operational partner with the military, but remains inadequately funded. The United States clearly recognizes the need for international peacekeeping partners; its difficulty is to determine the appropriate role for those collaborators, to determine needs for assistance to become better partners, and to effectively manage that assistance.

Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

Book excerpt: "The 7 December 2005 National Security Presidential Directive designated the Department of State (DOS) to be the lead agency for coordinating, synchronizing and conducting Reconstruction and Stabilization (R&S) operations clearly identifies the United States Government interest in transitioning operations to assist the Afghanistan central government in securing its country in order to develop long-term stability and order. For the interim, however, the sole cabinet level organization that possesses the ability to conduct reconstruction and stability operations is the Department of Defense (DOD). The DOD is the only organization manned, staffed, equipped and funded to execute the nation's R&S requirement today. Realizing this reality the DOD has taken steps to broaden its scope through the publication and implementation of DOD Directive 3000.05 direct that stability, security, transition and reconstruction (SSTR) operations be treated as a core military mission and to broaden its planning guidance and training to more fully address post-conflict operations. The DOD serving as the ad hoc lead agency for the interim period is more out of necessity than preference until the DOS and other executive branch organizations expand their manning, equipment and resource capacity to take the lead role. Having the DOD serve in the lead for the interim is not a negative reflection on the contributions being made by other executive branch organizations; their roles are vital to current operations, however, their capacity is limited and must be expanded to effectively take the lead role. DOD is capable of effectively leading R&S operations now while other executive branch organizations build their capacity and capabilities and procedures to take the lead in the future.

Book excerpt: The attacks of 11 September 2001 taught the United States that weak states can pose as great a danger to our national interests as strong states. With this lesson still fresh in the minds of policy makers, and the mixed results of several humanitarian and nation-building missions in the 1990s, considerable interest in redefining US responsibility and capability to rebuild post-conflict nations has arisen. The current struggle to constitute stable governments in both Afghanistan and Iraq has intensified the calls for America to develop a standing nation-building capacity. It is essential that US government policy making bodies, such as the Department of State's Office of the Coordinator for Reconstruction and Stabilization (S/CRS), understand the US Army's current capability to perform stability and reconstruction operations (SRO) missions. This monograph examines what principal activities and roles inherent in SRO, beyond establishing and preserving security, the US Army is currently capable of conducting or coordinating. A secondary question is whether the US Army, as an institution, is suited to govern an occupied territory. The current body of theory, analysis, and commentary on SRO from foreign policy research and analysis institutions, such as the Center for Strategic and International Studies (CSIS), agrees that the US needs to improve its standing SRO capability, but differs significantly with regards to which particular aspects of SRO are the most critical to mission success. Using a modified case study approach, profiles of the Army's planning and performance of SRO in post-World War II Japan and in early Operation Iraqi Freedom are compared. Though the two profiles share many important similarities (e.g. both are instances in which the US decided for various national security reasons to affect fundamental governmental, economic, and societal changes in a foreign country), the differences are striking. These contrasts show that conditions for the peaceful occupation, demilitarization, and democratization of Japan were far more favorable than in Iraq. Likewise, unity of effort in planning and execution of SRO in Japan was superior to that of SRO in Iraq. The SRO profiles also provide context and support to an analysis of past, current, and emerging Joint and Army SRO doctrine that concludes the Army's traditional preference for warfighting missions still heavily influences the way it plans and conducts SRO. In conjunction with the CSIS Post-Conflict Reconstruction Task Framework, the SRO profiles further inform an analysis of the Army's SRO capabilities and capacities. Though the Army has significant shortfalls in all aspects of SRO, including providing security, it remains the US government's most viable and effective SRO capable entity. Finally, the Army must improve its ability to perform the strategically vital role of governing occupied territories, given that it will likely be called upon to do so in the future.

Post-conflict stability operations are difficult to plan and execute if military commanders and campaign planners do not take a comprehensive approach to this critical facet of a campaign. This study uses the 1989 United States invasion of Panama to explore the complexities of planning post-conflict stability operations and identifies three crucial resources planners and commanders should be able to leverage to plan and execute post-conflict stability operations: doctrine, manpower, and interagency cooperation. Prior to the invasion of Panama, post-conflict stability doctrine was almost nonexistent and did not help commanders and planners appreciate the importance of these operations; manpower problems plagued the planning staffs and hampered the execution of needed stability operations; and the Department of Defense initially applied an exclusive military solution to a political-military situation. Although some of these issues have been addressed over the past two decades, there is still room for improvement. A military may defeat an enemy, but a nation can only achieve the desired national end state if it fully leverages all instruments of national power. Anything less may lead to tactical success but not a strategic victory.

Book excerpt: Although the Department of State and the U.S. Agency for International Development (USAID) are the designated U.S. government leads for stabilization and reconstruction, recurrent capacity gaps prevent them from fulfilling this role. This study seeks to explain the predominant reasons why State and USAID have a persistent capacity deficit in post-conflict stabilization and reconstruction. This paper tests three internal and three external factors to determine which best explain the deficit. The analysis emphasizes ongoing stabilization and reconstruction missions in Afghanistan and Iraq, given the direct impact of these cases on the status quo today. The internal factors examined are bureaucratic conflict, organizational culture and approach towards Congress. Interagency processes, the role of the Department of Defense and Congress' approach towards State and USAID comprise the external factors. The findings indicate that internal factors are the dominant barriers to capacity development. Organizational behavior and interdepartmental strife stymie efforts to coordinate with the interagency writ large and encourage the military to compensate in absence of civilian leadership. While Congress plays an important external role, neither resources nor Congress alone are sufficient to explain gaps; rather, influences within State and USAID would continue to hinder capacity even under optimal external conditions.

This policy envisions military operations in a variety of complex pre- and post-conflict environments. It commands military planners to expand their arsenal of resources for achieving this mission to include elements of economic, social, and political, as well as military, power. Thus, future strategic military plans will necessarily assume a kind of hybrid nature, embracing a spectrum of elements of national power. Historically, projection of the diplomatic, informational, and economic elements of national power and development of the programs that sustain them has been the jurisdiction of the interagency, non-governmental organizations (NGOs) and international organizations (IOs). However, where a hostile environment precludes deployment of civilians to implement such, the DoD becomes the only viable agency likely to succeed in the task. This paper develops a strategic concept for use by the US military in its future stability and security missions in pre-conflict environments. Further, this concept is adaptable for use in a variety of unstable environments. Finally, this strategic concept is designed to coordinate and transition to more traditional civilian programs as soon as the security environment permits.
