This study examined the history of school choice in the United States and North Carolina. Book excerpt: Following on from the preceding volume in this series that focused on innovation and implementation in the context of school-university-community collaborations in rural places, this volume explores the positive impact of such collaborations in rural places, focusing specifically on the change agency of such collaborations. The relentless demand of urban places in general for the food and resources (e.g., mineral and energy resources) originating in rural places tends to overshadow the impact of the inevitable changes wrought by increasing efficiency in the supply chain. Youth brought-up in rural places tend to gravitate to urban places for higher education and employment, social interaction and cultural affordances, and only some of them return to enrich their places of origin. On one hand, the outcome of the arguable predominance of more populated areas in the national consciousness has been described as “urbanormativity”—a sense that what happens in urban areas is the norm. By implication, rural areas strive to approach the norm. On the other hand, a mythology of rural places as repositories of traditional values, while flattering, fails to take into account the inherent complexities of the rural context. The chapters in this volume are grouped into four parts—the first three of which explore, in turn, collaborations that target instructional leadership, increase opportunities for underserved people, and target wicked problems. The fourth part consists of four chapters that showcase international perspectives on school-university-community collaborations between countries (Australia and the United States), within China, within Africa, and within Australia. The overwhelming sense of the chapters in this volume is that the most compelling evidence of impact of school-university community collaborations in rural places emanates from collaborations brokered by schools-communities to which universities bring pertinent resources.

Book excerpt: The separation of white and black schools remained largely unquestioned and unchallenged in North Carolina for the first half of the twentieth century, yet by the end of the 1970s, the Tar Heel State operated the most thoroughly desegregated school system in the nation. In Race and Education in North Carolina, John E. Batchelor, a former North Carolina school superintendent, offers a robust analysis of this sea change and the initiatives that comprised the gradual, and often reluctant, desegregation of the state’s public schools. In a state known for relative racial moderation, North Carolina government officials generally steered clear of fiery rhetorical rejections of Brown v. Board of Education, in contrast to the position of leaders in most other parts of the South. Instead, they played for time, staving off influential legislators who wanted to close public schools and provide vouchers to support segregated private schools, instituting policies that would admit a few black students into white schools, and continuing to sanction segregation throughout most of the public education system. Litigation—primarily initiated by the NAACP—and the Civil Rights Act of 1964 created stronger mandates for progress and forced government officials to accelerate the pace of desegregation. Batchelor sheds light on the way local school districts pursued this goal while community leaders, school board members, administrators, and teachers struggled to balance new policy demands with deeply entrenched racial prejudice and widespread support for continued segregation. Drawing from case law, newspapers, interviews with policy makers, civil rights leaders, and attorneys involved in school desegregation, as well as previously unused archival material, Race and Education in North Carolina presents a richly textured history of the legal and political factors that informed, obstructed, and finally cleared the way for desegregation in the North Carolina public education system.

Book excerpt: Using Charlotte, North Carolina, as a case study of the dynamics of racial change in the 'moderate' South, Davison Douglas analyzes the desegregation of the city's public schools from the Supreme Court's 1954 Brown v. Board of Education decision through the early 1970s, when the city embarked upon the most ambitious school busing plan in the nation. In charting the path of racial change, Douglas considers the relative efficacy of the black community's use of public demonstrations and litigation to force desegregation. He also evaluates the role of the city's white business community, which was concerned with preserving Charlotte's image as a racially moderate city, in facilitating racial gains. Charlotte's white leadership, anxious to avoid economically damaging racial conflict, engaged in early but decidedly token integration in the late 1950s and early 1960s in response to the black community's public protest and litigation efforts. The insistence in the late 1960s on widespread busing, however, posed integration demands of an entirely different magnitude. As Douglas shows, the city's white leaders initially resisted the call for busing but eventually relented because they recognized the importance of a stable school system to the city's continued prosperity.

Book excerpt: The National Education Goals Panel (NEGP) tracks and reports annually on 33 indicators linked to the 8 National Education Goals. The NEGP's 1997 report showed positive gains on the greatest number of indicators for North Carolina and Texas. These gains included significant gains on the 1996 National Assessment of Educational Progress (NAEP) in mathematics. The NEGP commissioned this study to see if the improvements were really significant and to try to identify the factors that could or could not account for the educational improvement in these two states. The analysis confirms that the gains in academic achievement in both states are both significant and sustained. North Carolina and Texas posted the largest gains on the NAEP administered between 1990 and 1997, and these results were mirrored in state assessments administered in the same period. There is also evidence that the scores of disadvantaged students improved more rapidly than those of advantaged students. Several factors commonly associated with student achievement, including real per-pupil spending, teacher/pupil ratios, teachers with advanced degrees, and experience levels of teachers, do not appear to explain the test score gains. Texas and North Carolina rank at or below the national averages on these characteristics, and none of them changed during the study period in ways that would explain the gains. The study concludes that the most plausible explanation for the score gains is found in the policy environment established in each state. Both states pursued similar paths to improvement, and each succeeded in changing the organizational environment and incentive structure for educators in ways that led to improvement. The keys to this change include: (1) creating an aligned system of standards, curriculum, and assessments; (2) holding schools accountable for improvement by all students; and (3) support from businesses in developing, implementing, and sustaining these changes over time. The report highlights successes and accomplishments, identifies challenges, and provides lessons learned from implementation from approximately September 2011 through September 2012. In Year 2, North Carolina continued the progress it made in Year 1 in all areas of its comprehensive reform plan and reached several implementation milestones. North Carolina made progress in implementing a qualifying evaluation system for teachers and principals by modifying its existing statewide evaluation system, the North Carolina Educator Evaluation System (NCEES). The State also continued to prepare its educators to fully implement the updated North Carolina Standard Course of Study in SY 2012-2013 by providing professional development and disseminating curricular materials. Delays impacted several of the State's Race to the Top initiatives. The Instructional Improvement System (IIS) and Virtual Blended STEM (science, technology, engineering, and mathematics) Courses projects were delayed in order to refine project plans and requirements and as a result of lengthy procurement processes; these projects now have condensed implementation timeframes. The State's extensive Year 2 preparations laid the groundwork for full implementation of the Common Core State Standards (CCSS) and NCEES in Year 3. The State's comprehensive professional development offerings, including more than 90 regional face-to-face sessions and online resources, will support educators as they implement these and other key initiatives. North Carolina will also continue to support teacher and leader pipelines through its Regional Leadership Academies, Distinguished Leadership in Practice program, Teach For America partnership, and the North Carolina Teacher Corps. North Carolina will continue to build readiness in the field for and begin implementing components of its two major technology initiatives, the Cloud and Home Base. A glossary is included.
