It shows that two distinct forms of institutional governance have developed, namely the supervision form and the managerial form. Book excerpt: In spite of the increasing attention attributed to the rise in prominence of the BRICS (Brazil, Russia, India, China and South Africa) countries, few studies have looked at the ways in which broader social expectations with respect to the role of higher education across the BRICS have changed, or not, in recent years. Our point of departure is that, contrary to the conventional wisdom focusing on functionalistic perspectives, higher education systems are not just designed by governments to fulfill certain functions, but have a tendency for evolving in a rather unpredictable fashion as a result of the complex interplay between a number of internal and external factors. In reality, national higher education systems develop and change according to a complex process that encompasses the expectations of governmental agencies, markets, the aspirations of the population for the benefits of education, the specific institutional traditions and cultures of higher education institutions, and, increasingly so, the interests and strategies of the private firms entering and offering services in the higher education market. This basically means that it is of outmost importance to move away from conceiving of "universities" or "higher education" as single, monolithic actors or sector. One way of doing this is by investigating a selected number of distinct, but nonetheless interrelated factors or drivers, which, taken together, help determine the nature and scope of the social compact between higher education (its core actors and institutions) and society at large (government, industry, local communities, professional associations).

Academic freedom means freedom to teach, research, and serve in multiple political and social roles based on professional principles. It is closely linked to shared governance, in which academics participate in and influence decision making in core academic concerns such as choosing new faculty, faculty promotion, tenure decisions and the approval of new academic programs. In different countries and regions, the duress confronting academic freedom may come from different directions, and the ability of faculty to share power can vary greatly. In authoritarian mainland China, it is mostly political and ideological controls that greatly affect academic freedom, and shared governance is very much limited. In semi-democracies like Hong Kong and Macau and democracies like Taiwan, Japan, South Korea, the U.S. and Australia, corporatization and commercialization have had great impact on both academic freedom and shared governance. The result is that the roles professors play within academia are continually being diminished and the academic profession is struggling to maintain its ground. Similar developments are also occurring in Europe. These developments should cause great concern to educators, researchers and policymakers everywhere. The authors collected here present attempts to learn from current practice in order to move policy into directions that will help protect higher education as a common good. This book highlights the importance of academic freedom and provides insights into the ways it is being infringed both by commercialization and corporatization on the one hand and political repression on the other. Specifically, his book highlights the concept of rational chaos – an observable phenomenon of evolutionary emergence experienced by subaltern actors engaged with the confusing and often paradoxical institutional logics of meso/micro-level governance. Moreover, developed through in-depth narrative interviews, Green’s conceptualization of collective-individualism provides a glimpse into the diverse patterns of identity that have developed within a single institutional governance context. These discrete identity formations, patterned through varying understandings of individual self-determinism, collective role fulfillment, norms and structures of governance, and subsequent changemaking efforts, call into question culturally deterministic research surrounding self-mastery, institutional autonomy, and academic freedom within the Chinese higher education context. His book highlights a subaltern institutional lifeworld accounting of higher education governance that will speak to anyone grappling with neoliberal commodification, managerialism, academic nationalism and the increasing onset of transnational academic (im)mobility.
