Detailing the many ways ordinary Angolans fashion their relationships with the system—an emic notion of their current political and socioeconomic environment—Jon Schubert explores what it means and how it feels to be part of the contemporary Angolan polity. Schubert finds that for many ordinary Angolans, the benefits of the post-conflict "New Angola," flush with oil wealth and in the midst of a construction boom, are few. The majority of the inhabitants of the capital, Luanda, struggle to make ends meet and live on under $2.00 per day. The "New Angola" as promoted by the ruling MPLA, Schubert contends, is an essentially urban, upwardly mobile, and aspirational project, premised on the acceptance of the regime’s political and economic dominance by its citizens. In the first ethnography of Angola to be published since the end of that country’s twenty-seven years of intermittent violent internal conflict in 2002, Schubert traces how Angolans may question and resist the system within an atmosphere of apparent compliance. Book excerpt: Intonations tells the story of how Angola’s urban residents in the late colonial period (roughly 1945–74) used music to talk back to their colonial oppressors and, more importantly, to define what it meant to be Angolan and what they hoped to gain from independence. A compilation of Angolan music is included in CD format. Marissa J. Moorman presents a social and cultural history of the relationship between Angolan culture and politics. She argues that it was in and through popular urban music, produced mainly in the musseques (urban shantytowns) of the capital city, Luanda, that Angolans forged the nation and developed expectations about nationalism. Through careful archival work and extensive interviews with musicians and those who attended performances in bars, community centers, and cinemas, Moorman explores the ways in which the urban poor imagined the nation. The spread of radio technology and the establishment of a recording industry in the early 1970s reterritorialized an urban-produced sound and cultural ethos by transporting music throughout the country. When the formerly exiled independent movements returned to Angola in 1975, they found a population receptive to their nationalist message but with different expectations about the promises of independence. In producing and consuming music, Angolans formed a new image of independence and nationalist politics.

As a governing strategy during war and peacetime, it muted the aspirations of those on opposing sides, distorted the state, emboldened elites and redefined the identity of Angolans. Through this lens, Paula Cristina Roque provides an original account of Angola’s post-conflict state-building. Securitisation protected the interests of President dos Santos, the ruling MPLA party and the elites supporting the regime. Angola’s array of security forces and infrastructure provided an alternative to a fully functioning executive, at national, provincial and local levels. The intrusive way in which any form of dissent or activism was crushed allowed the presidency to control the direction and narrative of the post-war years. But the façade of democracy, development and stability hid a very different reality for the majority of Angolans, who remained poor, disenfranchised and marginalised. Roque explores the inner workings of the intelligence services, army and presidential guard, explaining the trajectory of a survivalist and fearful regime presiding over scarcities and injustices. She shows that the survival of national security and governing elites was the highest priority. The ‘shadows’ held far more power than institutions, and weakened them–widening the gap between government and governed.

A portrait of the game of capoeira and its practice across borders Originating in the Black Atlantic world as a fusion of dance and martial art, capoeira was a marginalized practice for much of its history. Today it is globally popular. This ethnographic memoir weaves together the history of capoeira, recent transformations in the practice, and personal insights from author Katya Wesolowski’s thirty years of experience as a capoeirista. Capoeira Connections follows Wesolowski’s journey from novice to instructor while drawing on her decades of research as an anthropologist in Brazil, Angola, Europe, and the United States. In a story of local practice and global flow, Wesolowski offers an intimate portrait of the game and what it means in people’s lives. She reveals camaraderie and conviviality in the capoeira ring as well as tensions and ruptures involving race, gender, and competing claims over how this artful play should be practiced. Capoeira brings people together and yet is never free of histories of struggle, and these too play out in the game’s encounters. In her at once clear-sighted and hopeful analysis, Wesolowski ultimately argues that capoeira offers opportunities for connection, dialogue, and collaboration in a world that is increasingly fractured. Book excerpt: Once one of the world's largest staple food producers, Angola is now known as a major oil exporter - the second largest producer in sub-Saharan Africa. Angola is also the world's fourth largest producer of rough diamonds in terms of value, with the potential to become one of the leading global diamond producers. In addition to oil and diamonds, the country is well endowed with agricultural resources which remain mostly untapped. However, despite the country's significant natural wealth, a prolonged civil war, the rapid development of the oil sector, and the policies pursued after Independence in 1975 have left the Angolan economy in a unique situation, characterized by very uneven indicators of development. The Angolan economy is now experiencing massive oil windfall gains that are expected to last throughout the next decade. Since oil rents are to a large part concentrated in the public sector, the question of how the oil revenue should be spent and distributed across present and future generations becomes key to any economic development strategy. This study identifies six core areas where a strategic approach for the development of a broad-based growth strategy is required: (i) the incomplete transition to a market economy; (ii) macroeconomic management; (iii) governance and transparency in the management of the mineral wealth; (iv) the business environment; (v) agriculture; and (vi) public service delivery to the poor.

Kissinger has dominated political discourse and scholarship on US foreign policy since the 1970s, but although his legacy continues to generate controversy, little attention has been paid to the influence of Vietnam’s collapse on the US decision to covertly intervene in the Angolan civil war. This book argues that Kissinger’s concern for personal reputation and US credibility following the collapse of Vietnam led to a harmful and unrealistic policy toward Angola. Exposure of US covert intervention exacerbated domestic and international political tensions and the subsequent showdown between the excutive and legislative branches ironically resulted in Kissinger proclaiming a new departure in US–African relations. Thus, it is argued that Kissinger was an ‘unintentional realist’ rather than an intellectual proponent of realpolitik. Enhancing our understanding of Kissinger, his relationship with his subordinates and with Congress, and his approach to foreign policy, this book will be of interest to scholars of Cold War history, US foreign policy and all those fascinated by the personality of Henry Kissinger.
