Through this study of the leadership, as well as a complete and personal background analysis of the Populist and Republican members of five Kansas legislatures, the author helps to place Populism within its proper historical context. Although Kansas Populism is shown to have had a retrogressive strain, the pervasive force of the movement is revealed as a constructive and progressive response to the technological achievements that had revolutionized agriculture and industry over the course of the nineteenth century. Their answers were not always commendable, but the Populists were the first political activists to come to grips in an effective manner with the problems created by the continuing economic revolution that uniquely characterizes modern history, and they were “intent on demonstrating, apparently, that the purification of politics was not an iridescent dream.” In the dialogue which they conducted, in the program which they advance, they assisted in launching a progressive quest that continues in our own time. Undertaken with the objective of testing recent controversial interpretations of the Populist movement, this book, according to one reader, “far surpasses” studies of Populism in other states “done long ago and innocent of modern methods.” It contains passages “almost epigrammatic in their perceptiveness” and is notable for the author’s “fairness in dealing with the evidence.” In fact, the breadth of research and the extensive annotation and bibliographical material included make this volume an important source in itself.

Book excerpt: Prosperity suddenly ended in Kansas in the late 1880's as drought struck, crops failed, and heavily mortgaged farmers were wiped out by high interest rates and the exorbitant cost of transporting their crops to Eastern markets. At first Kansas farmers joined non-political farmers alliances but they shortly turned to politics with the organization of the People's Party in 1890. The Populists evolved a forward-looking reform program summarized in the Omaha Platform in which they demanded specific reforms in money, land, and transportation. They rapidly won wide support for their evolving reform program and controlled some part of the Kansas government after 1890. This thesis employs quantitative techniques to evaluate the behavior of Populist legislators confronted by controversial issues as they attempted to enact their reform program. The 1891 Populist controlled house considered fifteen reform bills among the controversial issues. Only five of these, including money and land reforms, became laws with the approval of the Republican senate. The 1893 Populist senate faced a similar problem with the Republican house but produced four additional reform laws. These two sessions enacted laws regulating banks, authorizing real estate redemption after foreclosure, establishing the secret ballot, and initiated a woman suffrage amendment. The Populists controlled the 1897 legislature and the executive branch. The house and the senate passed ten reform bills which became laws. These regulated business and railroads, but the initiative and referendum failed in the house. The Populist governor vetoed the railroad regulation bill because of its weakness, so transportation was not reformed. Populist legislators during the 1890's gained ability in legislative techniques and performed cohesively to enact all parts of the Populist programs applicable at the state level, except transportation reform. Ironically, most experienced Populist legislators doomed transportation reform by producing a weak railroad regulatory bill which was subsequently vetoed by the governor. Populists opposed increased spending for such projects as a new reformatory, bonds for road construction debts, and establishing a militia; they remained consistent by refusing to exempt mortgaged property from taxation. Although controlling the Kansas government a very short time, the Populists approached their specific, agrarian oriented reform goals.
