Before 1960, there were substantial improvements in life expectancy, but fertility declines were very rare. Few people used modern contraceptives, and couples had large families. Since 1960, however, fertility rates have fallen in virtually every major geographic region of the world, for almost all political, social, and economic groups. What factors are responsible for the sharp decline in fertility? What role do child survival programs or family programs play in fertility declines? Casual observation suggests that a decline in infant and child mortality is the most important cause, but there is surprisingly little hard evidence for this conclusion. The papers in this volume explore the theoretical, methodological, and empirical dimensions of the fertility-mortality relationship. It includes several detailed case studies based on contemporary data from developing countries and on historical data from Europe and the United States.

Otherwise, India would remain a poor country, though a software superpower. Most Indian demographers are not concerned with poverty-fertility nexus. Suitable theory also lacks. So, a novel theory, the Demographic Field Theory, is presented herein explaining such nexus, filling up a great lacuna. Many canonical analyses are performed between demographic, socio-economic and policy systems, using recent National Family and Health Survey (NFHS), Census 2001, Sample Registration Survey (SRS) and Reproductive and Child Health (RCH) survey data, making it most current. Causal relations between syndrome of poverty and fertility, sadly, remains same, over time.The main purpose of this work is to draw attention of scholars and policy makers to this syndrome. All canonical results (1992-2004) very strongly proved that unless abject poverty and female illiteracy are not urgently reduced, fertility will not decline. This is also necessary for demographic transition. This study, being both theoretical and empirical, synthesizing and policy-oriented, thus has made a seminal and path-breaking contribution to demography, population studies, geography, economics and social sciences.

She contends that the issue of fertility cannot be treated as a problem of statistics alone as it involves people who are affected by social and cultural influences. Hence, the author emphasises the importance of a model which accords primacy to `soft` cultural variables and provides insights into collective beliefs. The author argues that an emphasis on the elimination of dowry and prioritising female literacy be made the focal points of a population policy. Education, irrespective of religion, and the elimination of socio-cultural differences will lower fertility rates further . Finally, the book argues for the need to decentralise the population issue. Book excerpt: Bernard (Barney) Berelson had a major influence in the application of social science concepts and methods to population policy during the period from 1962 to 1980. This was the period when concern with population problems spread from a relatively small group of scholars and population activists to a much larger, diverse, international group of political and intellectual leaders and to the general public as well. There was an exponential growth in the number of scholars and service personnel in vari ous population and family specialities in this period. Barney came into the field with his appointment as Director of the Com munication Research Program of The Population Council in 1962. He had no previous training or experience in demography. Frank Notestein, Presi dent of The Population Council at the time, had the wisdom to appreciate the value and relevance of Barney's itTIpressive background in communica tion research and other social science areas, as well as his creative mind and leadership qualities. His influence on the Council's rapidly expanding program was so immediate and impressive that within a year, he was named Vice President. When Frank Notestein retired in 1968, Barney became President, a post he held for 6 very productive years.
