Book excerpt: In this book, a model of long-term interrelationships between income distribution, population growth and economic development is developed and estimated from data for 54 countries. The results indicate that a reduction of income inequality leads to lower fertility and mortality, to improvedbasic needs satisfaction, and to lower labour force participation of young and old males and of females in Asia and Africa. The effect of income distribution on saving and consumption is found to be negligible. These outcomes suggest that family planning and health policies in LDCs will show better results when they are supplemented with policies aimed at makingthe poor benefit from economic growth. As regards development policy, the results indicate that a reduction of income inequality does not impair the formation of physical capital, but enhances the formation of human capital and lowers the growth rate of the labour force.

At some time-taken as 1956 in India for this case study-a low-income country may have the option of effectively promoting the reduction of fertility, or (by inaction) of permitting fertility to remain at high levels. This book clearly shows the nature and extent of the economic gains resulting from fertility reduction. Since most low-income areas are destined for rapid population growth even with substantial fertility declines, the emphasis is placed between moderately rapid and very rapid growth. The extensive quantitative population projections show the importance of the growth rate itself and of changes in age distribution in addition to population size. The results for India have direct implications for all low-income, primarily agrarian areas entering a program of economic development. Originally published in 1958. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

Demographers relied almost exclusively on demographic transition theory as their para digm for understanding the role of development in population change and fertility decline. Conversely, most development economists and other specialists were certainly aware of the constraints placed upon development objectives by population growth. However, the main de velopment theories paid little attention to population and the implica tions of population growth for development. Indeed it was not until after the World Population Conference in Bucharest in 1974 that the interaction of population and development became a serious and pur posive theme for social scientific study. Accordingly, since about the mid-1970s, an extensive literature in the field of population and develop ment has been generated. And in 1975, under the auspices of The Popu lation Council, the journal Population and Development Review was found ed, a journal which in the past decade has developed into the premier publication in the world for work in this area. But our understanding of development as it refers to change in Third World countries remained fragmented. Moreover, our understanding of the linkages and interac tions between population and development was very limited. It is in this regard that Ozzie Simmons's Perspectives on Development and Population Growth in the Third World will certainly have an impact.

The study's main focus is on the relationship between population growth and economic development - and on government policies required to bring about a reduction in fertility. Its central conclusion is that high rates of population growth and the massive poverty which burdens most of the developing world, despite remarkable economic growth in the aggregate, are mutually reinforcing, resulting in a vicious circle which can be broken only by a direct and simultaneous attack on both fronts. The problem is how to mount such an attack effectively, and to do so in time to forestall the most serious consequences implict in the data this report contains. That question is the object of a series of interrelated studies, of which this is one, that are being carried out by the World Bank and associated institutions in an effort to clarify the options available to policy-makers and to stimulate necessary additional research on the part of others.
