Book excerpt: Depuis un demi-siècle, les politiques de la science et de la technologie ont connu de profonds changements, riches d'enseignements pour comprendre leur élaboration et de leur évolution. La mise en perspective historique de ces transformations permet de mieux comprendre les origines de la " crise d la recherche" actuelle. Le concept de modèle permet de représenter et synthétiser une réalité complexe. L'analyse cognitive des politiques publiques permet de cerner, au mieux, ce que recouvre cette notion, sachant qu'un modèle désigne avant tout un référentiel politique et un pays incarnant cette " représentation" cognitive de la science et de la technologie. Trois phases rythment l'évolution des politiques de la science et de la technologie. La première, qui s'étend de la fin de la Seconde Guerre mondiale, jusqu'au milieu des années 1970, est celle des politiques de la science et de la technologie fondées sur la science. Le référentiel de ces politiques correspond à une vision linéaire de l'innovation, et les Etats-Unis incarnent ce modèle. Durant la seconde période, les politiques scientifiques et technologiques continuent de s'appuyer sur une vision linéaire de l'innovation, mais le soutie inconditionnel à la science se reporte sur la technologie. Le Japon devient le pays de référence de ces politiques. A partir des années 1990, il apparaît que le processus d'innovation est plus complexe que ne le laisse supposer l'approche linéaire. La notion de systè national d'innovation sert de référentiel politique. Mais ce nouveau modèle fondée sur l'innovation apparaît bien moins " attractif" que les précédents: peut-on encore parler de modèle?
