Industrialization came late to China, but was ultimately embraced and hastened to aid the state's strategic and military interests. In Pingxiang County in the highlands of Jiangxi Province, coalmining was seasonal work; peasants rented mines from lineage leaders to work after the harvest. These traditions changed in 1896 when the court decided that the county's mines were essential for industrialization. Foreign engineers and Chinese officials arrived to establish the new social and economic order required for mechanized mining, one that would change things for people from all levels of society. The outsiders constructed a Westernized factory town that sat uneasily within the existing community. Mistreatment of the local population, including the forced purchase of gentry-held properties and the integration of peasants into factory-style labor schemes, sparked a series of rebellions that wounded the empire and tore at the fabric of the community. Using stories found in memoirs of elite Chinese and foreign engineers, correspondence between gentry and powerful officials, travelogues of American missionaries and engineers, as well as other sources, Hornibrook offers a fascinating history of the social and political effects of industrialization in Pingxiang County.

The documents also contain detailed discussions of how the state should control wealth, self-interest, profit, hoarding, and the market. In translating these primary sources, Helen Dunstan invites fellow specialists in Chinese studies, including Qing historians, to watch Qing officials and others thinking through problems of political economy and developing arguments to persuade colleagues or superiors. By emphasizing their rhetorical nature and genre conventions, Dunstan offers a reminder that it is improper to use the “information” in such texts without attention to the author’s purpose, and without grasping the rhetorical structure of the text as a whole. As a model for close reading, Conflicting Counsels aims to induce greater sensitivity to the nature of Qing records. The second purpose of Conflicting Counsels is to help dispel the notion that economic liberalism is necessarily a Western, “modern” phenomenon. Many of the texts translated record areas of tension and controversy in eighteenth-century approaches to a central project of Confucian paternalist administration, “nourishing the people” (yangmin). Although Dunstan attempts to present both sides fairly, some materials included present the opinion that, in certain vital matters, it was better for the state to stand aside, and leave society’s own economic institutions, trade in particular, to handle things. While not a majority, the texts that build some kind of market mechanism argument should be of greatest interest to Qing historians.

Mainstream economics, especially the institutional theory of economic development based on a dichotomy of extractive vs. inclusive political institutions, is highly inadequate in explaining China's rise. This book argues that only a radical reinterpretation of the history of the Industrial Revolution and the rise of the West (as incorrectly portrayed by the institutional theory) can fully explain China's growth miracle and why the determined rise of China is unstoppable despite its current 'backward' financial system and political institutions. My analysis reveals, however, that these were native developments, originating at the level of local societies in China before working their way upward to the state level. In short, my research has brought entirely indigenous set of Chinese ideas and institutions into a global history of the state and political economy, as well as opened the way for rich comparative study with other parts of the world.
