It is widely acknowledged that the production, dissemination and consumption of visual products in the Global South is powerfully shaped by geo-politics and a power dynamics in which the Global North dominates the South (the cultural imperialism argument). However, scant attention has been paid to theoretical, methodological, and empirically grounded approaches to visual politics produced by scholars working in the Global South. Little is known about the ways in which scholarship in the Global South might challenge and resist western approaches to the study of the visual. Against this background, this project aims to examine visual politics in the Global South through theoretically driven, and empirically grounded case studies, which focus on the role of the visual in formal politics (e.g., political campaigns, the relation between state and citizens) and public and everyday politics (e.g., social movements, activism, grassroots politics, civil society initiatives). Book excerpt: In an age when "we are all multiculturalists now," as Nathan Glazer has said, the politics of identity has come to pose new challenges to our liberal polity and the presuppositions on which it is founded. Just what identity means, and what its role in the public sphere is, are questions that are being hotly debated. In this book Susan Hekman aims to bring greater theoretical clarity to the debate by exposing some basic misconceptions--about the constitution of the self that defines personal identity, about the way liberalism conceals the importance of identity under the veil of the "abstract citizen," and about the difference and interrelationship between personal and public identity. Hekman's use of object relations theory allows her to argue, against the postmodernist resort to a "fictive" subject, for a core self that is socially constructed in the early years of childhood but nevertheless provides a secure base for the adult subject. Such a self is social, particular, embedded, and connected--a stark contrast to the neutral and disembodied subject posited in liberal theory. This way of construing the self also opens up the possibility for distinguishing how personal identity functions in relation to public identity. Against those advocates of identity politics who seek reform through the institutionalization of group participation, Hekman espouses a vision of the politics of difference that eschews assigning individuals to fixed groups and emphasizes instead the fluidity of choice arising from the complex interaction between the individual's private identity and the multiple opportunities for associating with different groups and the public identities they define. Inspired by Foucault's argument that "power is everywhere," Hekman maps out a dual strategy of both political and social/cultural resistance for this new politics of identity, which recognizes that with significant advances already won in the political/legal arena, attitudinal change in civil society presents the greatest challenge for achieving more progress today in the struggle against racism, sexism, and other forms of oppression.

Relying on an innovative understanding of Antonio Gramsci's thought, He argues that economic reforms implemented since the late 1980s provided the conditions for both the emergence of a capitalist oligarchy within the regime and an unprecedented rise in socio-economic inequality in society at large. These two processes substantially eroded any remnants of hegemony, leaving the Mubarak regime ill-equipped to face the global economic crisis. By alienating sections of the ruling bloc while impoverishing vast strata of the population, neoliberal reforms provided a necessary, although by no means sufficient, condition for the Egyptian revolution to occur.

This book demonstrates how Western development aid has been transformed over time, in particular in the 1990s, when the West enjoyed world hegemony. Western aid, once a helping hand to other countries' development strategies, has increasingly been seen as a tool for large-scale attempts to transform states, societies and minds according to Western models. The authors claim that this has made aid more complex and less useful to poor countries in their fight against poverty. Emerging economies, such as China, have demonstrated that other paths to growth and poverty alleviation are available. They are attractive partners in development, offering collaboration without paternalism. Most poor countries experience growth, and are able to finance development with homegrown resources or in collaboration with non-Western partners. Having other options, they may increasingly challenge and reject Western aid if it is accompanied with goals of transforming the recipients based on Western blueprints. The authors claim that aid has a role in the fight against poverty in the future, but only if Western donors are willing to adapt to the new world order, leave paternalism behind and rethink their role in development. Donors must change the way they relate to poor sovereign states, redefine the meaning of 'development', and reinvent aid to make it simpler and more manageable.
