Book excerpt: A problemática do desemprego não é consequência de fenômenos isolados e, por isso, não pode ser compreendida senão a partir do conhecimento dos processo a ela subjacentes. De fato, a crise do emprego coincide com a aplicação de um modelo econômico, fundamentado no ideário neoliberal, e com a substituição do padrão de intervenção pública, até então vigente, por um novo padrão, fundamentado na intervenção mediante políticas públicas. Tais informações passaram a ser adotadas na América Latina nos anos 80, introduzindo um conjunto de reformas de caráter estrutural que revolucionaram o mundo do trabalho. Os efeitos dessas reformas incidiram de tal maneira que, hoje, vivemos uma crise que ultrapassa a dimensão econômica da problemática do desemprego e afeta os diferentes âmbitos em que o indivíduo se insere nesta sociedade. Baseado na formulação de uma compreensão da crise do emprego como a acima descrita, o presente trabalho desenvolve uma análise das políticas públicas de geração emprego que foram implementadas, nas regiões metropolitanas de Buenos Aires e São Paulo, como políticas de caráter compensatório perante as reformas estruturais realizadas na região desde a década 80. Para tanto, sâo analisadas todas as políticas públicas ativas de geração direta de emprego colocadas em prática nessas regiões no periodo em estudo, visando a elaboração de uma avaliação quanto aos limites da sua eficácia no enfrentamento da p.

Book excerpt: In this unique and provocative contribution to the literatures of political science and social policy, ten leading experts question prevailing views that federalism always inhibits the growth of social solidarity. Their comparative study of the evolution of political institutions and welfare states in the six oldest federal states - Australia, Austria, Canada, Germany, Switzerland, the US - reveals that federalism can facilitate and impede social policy development. Development is contingent on several time-dependent factors, including degree of democratization, type of federalism, and the stage of welfare state development and early distribution of social policy responsibility. The reciprocal nature of the federalism-social policy relationship also becomes apparent: the authors identify a set of important bypass structures within federal systems that have resulted from welfare state growth. In an era of retrenchment and unravelling unitary states, this study suggests that federalism may actually protect the welfare state, and welfare states may enhance national integration.
