Book excerpt: O presente livro reúne aqueles que foram selecionados pela Comissão Científica do I SIPPEDES - Seminário Internacional de Pesquisa em Políticas Públicas e Desenvolvimento Social como os melhores trabalhos inscritos no evento. O seminário, realizado entre 21 e 23 de setembro de 2014 no câmpus de Franca da UNESP – Universidade Estadual Paulista, representou a primeira iniciativa voltada para o público externo do recém-criado Programa de Pós-Graduação em Planejamento e Análise de Políticas Públicas, cumprindo o papel de inserir o curso no circuito de eventos acadêmicos, assim como de apresentar o trabalho desenvolvido no âmbito do Programa às instituições da esfera pública e organizações da sociedade civil cujas atividades e interesses se interseccionam com os objetivos de suas linhas de pesquisa. O evento contou com a co-organização do Departamento de Educação, Ciências Sociais e Políticas Públicas (DECSPP) da mesma instituição e com o apoio financeiro da FAPESP – Fundação de Amparo à Pesquisa do Estado de São Paulo e da Pró-Reitoria de Pós-Graduação da UNESP. Os textos que compõem este livro refletem tanto a heterogeneidade disciplinar que caracterizou os pesquisadores participantes do I SIPPEDES quanto a diversidade temática inerente ao campo científico das políticas públicas, o que não permite classificar seu conteúdo em uma área específica. Sua abrangência é, inequivocamente, interdisciplinar. Mesmo quando o foco de leitura recai sobre as seções específicas por meio das quais se subdividiu o conteúdo do livro, ainda assim não é possível se vislumbrar o domínio de disciplinas isoladas. Cada texto expressa a sinergia de campos distintos de conhecimento que se inter-relacionam na busca de respostas para problemas que impõem desafios ao desenvolvimento social em realidades territoriais e institucionais as mais diferentes. Não obstante trazer em suas páginas a discussão de assuntos aparentemente distintos, como educação, desenvolvimento, trabalho, saúde, planejamento urbano, direitos humanos e meio ambiente, o elemento de unidade deste livro é a discussão de como as políticas públicas estão sendo – ou poderiam ser – mobilizadas na promoção de estratégias para a modificação das condições de existência, seja na dimensão do bem-estar social, do progresso econômico ou do exercício da cidadania e efetivação de direitos fundamentais. Das reflexões realizadas é possível se depreender o quanto são promissores os horizontes teórico-metodológicos dos estudos sobre políticas públicas; as experiências enfocadas revelam, de igual maneira, possibilidades profícuas para a interface entre investigação científica e intervenção na realidade social.

Social inequality is a historical characteristic of the region, but at the beginning of the 21st century, a handful of progressive governments seemed to be adopting policies that could reduce this historical trend. Many of these efforts, however, were blocked or reversed by the COVID-19 pandemic, which both exposed the persistence of historical trends and contributed to the emergency of new forms of inequality in the region. The different chapters in this contributed volume adopt a multidimensional, intersectional, perspective to analyze both the persistence and the emergency of social devices of production and reproduction of inequalities in the diverse Latin American and Caribbean temporal spatialities. The issues analyzed in the different chapters revolve around four main axes: a) persistence of generational and intergenerational inequalities; b) structural gender inequality; c) intertwined social inequalities: race, class and social structure and; c) historical and economic dimension of inequality. The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South–South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernisation and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research – including more than 280 interviews – conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations – one based on public policy analysis and international political sociology – she moves beyond a debate about conventional notions of international power. Some economies of the European periphery also suffered from similar domestic issues and plunged into recession due to economic crisis and austerity policies implemented in its wake. This book theorises and analyses the evolving nature of capitalism in emerging economies (the BRICs) and the European periphery in the face of pressures from globalisation and economic crises The volume seeks to make sense of these crises and their impact using the framework of comparative capitalism while testing its applicability beyond the advanced industrialised countries for which it was developed. The authors draw on late Uwe Becker’s open qualitative approach, systematically integrating the state into the analysis and paying close attention to the role of changing ideas, character of international integration, leadership and informality. The contributors analyse different responses to crises by the BRICs and countries of the Southern European periphery as well as respective dimensions of state-business interaction. The findings contribute to theorising varieties of capitalism beyond the OECD world and to developing a dynamic theory of capitalist change in the face of pressures from globalisation and economic crises.
