Over the last three decades, the country has made impressive gains on socioeconomic, environmental and rural development policy fronts. Nonetheless, an overall analysis of Brazils policy framework pertaining to land use shows contradictions and constraints that need to be addressed in the long run. One such contradiction is given by disparities in rural credit and finance policies, with greater amounts favoring large-scale farming as opposed to family farming, despite the key role of smallholders in food production and job creation, and still low resources allocated to programs promoting low-carbon agricultural practices. Another contradiction is the dichotomy between climate change policies and mainstream agricultural and rural development policies. Brazils overriding challenge is harmonizing and effectively coordinating these different policy agendas at their various levels of implementation so as to effectively manage trade-offs. The question is what measures can be put in place to enable continued growth of agricultural production while also reducing its negative social and environmental costs? The answer lies partly in increasing support for implementing and up-scaling initiatives to promote low emissions agriculture and providing other economic incentives for adopting more sustainable use and conservation-oriented agricultural and land-use practices. Ultimately, reconciling agricultural production with conservation and rural livelihoods requires greater coordination and harmonization among sectoral policies at various levels of government. Achieving this goal requires the adoption of a combination of a value chain-based and territorial approach to land-use planning with more integrated farming systems in order to enable making improved decisions according to multiple trade-offs and impacts.

Pretende-se conhecer as novas estratégias adotadas para a implantação das Políticas Públicas de desenvolvimento rural e em que medida estão contribuindo para materializar os processos de desenvolvimento com enfoque territorial no âmbito do território do Alto Oeste do Rio Grande do Norte (Brasil). As idéias que motivaram esta pesquisa surgiram desde perguntas até problemas mais gerais sobre as relações entre as pretenções teóricas das políticas públicas de desenvolvimento rural com enfoque territorial e a incidência dessas políticas na realidade da população rural, especialmente em territórios com carências socio-econômicas e político-institucionais, como é o Alto Oeste do Rio Grande do Norte. As linhas gerais do estudo se organizaram em torno de duas partes. A primeira analisou aspectos essenciais sobre desenvolvimento desde a perspectiva teórica, estendendo o debate para o âmbito rural e territorial, assim como sobre as trajetórias seguidas pelas políticas públicas de desenvolvimento rural para legitimar o enfoque territorial no âmbito na União Européia, na América Latina e no Brasil. A segunda parte da tese se refere à análise empírica. Foram analisados os seguintes aspectos: a valorização dos atores locais sobre as políticas públicas para o espaço rural, considerando especialmente, os elementos potencializadores para a transição ao enfoque territorial; as relações institucionais e as características das ações coletivas para gestão das políticas de desenvolvimento na área de estudo e, por último, o papel das políticas públicas nas estratégias de diversificação das atividades dos agricultores familiares. Desde a perspectiva qualitativa, foram solicitadas informações por meio de entrevistas e questionários aos atores do território. Os resultados do estudo revelam que existe um processo de criação (ainda lento) de cultura comum de planejamento com enfoque territorial nas políticas públicas de desenvolvimento rural, especialmente no âmbito das instituições públicas federais. No entanto, esse fenômeno não é generalizado. No Alto Oeste do Rio Grande do Norte, as trajetórias para a incorporação do enfoque territorial nas intervenções das políticas públicas de desenvolvimento rural têm sido lentas e desiguais, encontrando dificuldades nas instituições estaduais e municipais. Existe enorme vazio entre a aprovação das políticas e programas e seu posterior desenvolvimento. De modo geral, as trajetórias adotadas pelos modelos de intervenção no território pouco tem gerado uma cultura que valorize iniciativas integradas (em diferentes ações) e que aproveitam, inclusive, as capacidades locais como objetivos primários das políticas com enfoque territorial. Além disso, a falta de colaboração e relações entre os atores do território, bem como o pouco conhecimento da população local sobre as ações e os programas, são alguns dos entraves para legitimar o enfoque territorial no Alto Oeste.
