In Losing Hearts and Minds, Shannon tells the story of an influx of Iranian students to American college campuses between 1950 and 1979 that globalized U.S. institutions of higher education and produced alliances between Iranian youths and progressive Americans. Losing Hearts and Minds is a narrative rife with historical ironies. Because of its superpower competition with the USSR, the U.S. government worked with nongovernmental organizations to create the means for Iranians to train and study in the United States. The stated goal of this initiative was to establish a cultural foundation for the official relationship and to provide Shah Mohammad Reza Pahlavi with educated elites to administer an ambitious program of socioeconomic development. Despite these goals, Shannon locates the incubation of at least one possible version of the Iranian Revolution on American college campuses, which provided a space for a large and vocal community of dissident Iranian students to organize against the Pahlavi regime and earn the support of empathetic Americans. Together they rejected the Shah’s authoritarian model of development and called for civil and political rights in Iran, giving unwitting support to the rise of the Islamic Republic of Iran.

Setting aside the classic story of anxiety about falling dominoes, Wen-Qing Ngoei articulates a new regional history premised on strong security and sure containment guaranteed by Anglo-American cooperation. Ngoei argues that anticommunist nationalism in Southeast Asia intersected with preexisting local antipathy toward China and the Chinese diaspora to usher the region from European-dominated colonialism to US hegemony. Central to this revisionary strategic assessment is the place of British power and the effects of direct neocolonial military might and less overt cultural influences based on decades of colonial rule, as well as the considerable influence of Southeast Asian actors upon Anglo-American imperial strategy throughout the post-war period. Arc of Containment demonstrates that American failure in Vietnam had less long-term consequences than widely believed because British pro-West nationalism had been firmly entrenched twenty-plus years earlier. In effect, Ngoei argues, the Cold War in Southeast Asia was but one violent chapter in the continuous history of western imperialism in the region in the twentieth century.

This book takes the position that historical materialism (as applied to the field of World History) needs to be more open to the methodological diversity of the materialist tradition and to refuse narrowly deterministic frameworks that have led to marginalization of materialist cultural analysis in studies of global capitalism. At the same time, World History needs to be more self-critical of the methodological diversity it has welcomed through a largely inclusionary framework that allows the material to be considered separately from cultural, social, and intellectual dimensions of global processes.

Wight offers a new framework for understanding the course of Middle East–US relations during the 1970s and 1980s: the transformation of the US global empire by Middle East petrodollars. During these two decades, American, Arab, and Iranian elites reconstituted the primary role of the Middle East within the global system of US power from a supplier of cheap crude oil to a source of abundant petrodollars, the revenues earned from the export of oil. In the 1970s, the United States and allied monarchies, including the House of Pahlavi in Iran and the House of Saud in Saudi Arabia, utilized petrodollars to undertake myriad joint initiatives for mutual economic and geopolitical benefit. These petrodollar projects were often unprecedented in scope and included multibillion-dollar development projects, arms sales, purchases of US Treasury securities, and funds for the mujahedin in Afghanistan. Although petrodollar ties often augmented the power of the United States and its Middle East allies, Wight argues they also fostered economic disruptions and state-sponsored violence that drove many Americans, Arabs, and Iranians to resist Middle East–US interdependence, most dramatically during the Iranian Revolution of 1979. Deftly integrating diplomatic, transnational, economic, and cultural analysis, Wight utilizes extensive declassified records from the Nixon, Ford, Carter, and Reagan administrations, the IMF, the World Bank, Saddam Hussein's regime, and private collections to make plain the political economy of US power. Good governance, this conventional wisdom holds, gains the besieged government popular support, denies support to the insurgency, and makes military victory possible. Hazelton argues that major counterinsurgent successes since World War II have resulted not through democratic reforms but rather through the use of military force against civilians and the co-optation of rival elites. Hazelton offers new analyses of five historical cases frequently held up as examples of the effectiveness of good governance in ending rebellions—the Malayan Emergency, the Greek Civil War, the Huk Rebellion in the Philippines, the Dhofar rebellion in Oman, and the Salvadoran Civil War—to show that, although unpalatable, it was really brutal repression and bribery that brought each conflict to an end. By showing how compellence works in intrastate conflicts, Bullets Not Ballots makes clear that whether or not the international community decides these human, moral, and material costs are acceptable, responsible policymaking requires recognizing the actual components of counterinsurgent success—and the limited influence that external powers have over the tactics of counterinsurgent elites.
