Book excerpt: Excerpt from The European Commonwealth: Problems Historical and Diplomatic The essays contained in this volume represent a selection from a much larger number contributed to quarterly and monthly Reviews during the last four years. They have been selected because, though not originally designed as steps in a coherent argument, they seem to possess a certain measure of unity and consistency. With one exception all have been written.since the outbreak of the war, and the single excep tion (chapter III) stands in at least as close a relation to recent events as the rest. Suggested though they were by successive aspects of the great struggle in which Europe and the world have been involved, the essays are the fruit of studies which have claimed a large portion of my time during the last thirty years. Book excerpt: Excerpt from The Present Position of European: Politics, or Europe To these six essays, which have appeared in the fortnightly review, and which are here republished in book form, I have added. A concluding chapter dealing with the objections taken by writers in the Press to some of my statements and inferences. I owe my critics the frank acknowledgment that they have dealt more than kindly with my work, and I feel greatly indebted. To them for their courteous treatment. To those who have found my conclusions too dogmatic, I would put forward the excuse that in trying to come to a practical solution of practical problems, something like dogmatism can hardly be avoided. I have honestly written to the best of my ability that which I believed would serve the highest interests of my country; have sought to avoid all that might embitter international hatreds, and from first to last have thought solely of how I might best help England and Englishmen to accom plish their work in all parts of the world. Book excerpt: Excerpt from Problems of the Peace In particular, until events have decided otherwise, I shall not renounce the opinion that the present republican movements in Germany represent merely a transitory phase of a political transformation wh'ose outcome will be a democratized Empire still resting in the main upon a monarchical basis. At the moment of writing half the Sovereigns of Germany are exiles, and the other half are wondering what the morrow will bring. Forth. No one need pity these short-sighted men, who, had they been gifted with but a modicum of political sagacity, might still to-day have been ruling over communities as con tented as any in Europe. Nevertheless, it is probable that their fate in the end will be better than their, deserts. Throughout their history the Germans have been patient, long-suffering, and of great kindness to their. Book excerpt: Excerpt from Political Problems of American Development The present volume is made up of a series of lectures delivered as the opening course upon the new Blumenthal Foundation in Columbia. University. The lectures are printed as they were delivered, with no material changes. It would seem desirable to say in this prefatory note that, quite regardless of the titles assigned to the separate lectures (which here appear as chapters), the work is to be taken as a single essay or dissertation. We are only at the beginning of the history of a great blended family of white men of European stock who have made their homes in what was so recently the wilderness of North America, and who are working out for themselves a life of varied human relationships in their effort toward the realization of certain ideals and standards. Book excerpt: Excerpt from Present-Day Europe: Its National States of Mind This book resolved itself from the first into a series of choices. The problem was, how to portray within the limits of a single volume the war psychology of the various European nations. That problem was not an easy one. The portrayal of national states of mind requires treatment differing radically from that employed in a narrative of events. The only satisfactory method of portraying thought and emotion is the use of direct evidence - the testimony of the people themselves. This explains the numerous direct quotations which will be found in the succeeding pages. No words of a foreign observer could mirror the spirit of warring Europe as do the voices of its sons and daughters crying out from a full heart in the very hour of trial. The evidence adduced has been of the most contemporary and popular character. Speeches, press-comment, pamphlets, brochures - the words of and for the moment: these best bespeak the stirrings of the national soul. Official utterances, carefully weighed and craftily spoken as they are, are never quoted save when they faithfully represent popular feeling or when they produce a marked effect upon public opinion. Lastly, natives alone are permitted upon the witness stand. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Issues of European Statesmanship It gives me special pleasure to know that, in the opinion of my publisher, there is sufficient interest in European affairs on the other side of the Atlantic to warrant the publication of a revised and enlarged edition of this book. This is all the more gratifying as I firmly believe - and for the reason I have given in Ch. XI - that close cooperation between America and Europe in the interest of humanity as a whole is an essential condition for future peace and stability. For the same reason I cannot but deplore every movement and action which tends to defeat this object. I think few people realize that at Locarno Europe passed through one of the gravest moments in its history. The Ruhr occupation, the settlement of the Silesian question, the delay in the evacuation of the Cologne zone and the presentation by the Allies of their Disarmament Note had brought the feeling in Germany to such a pitch that the whole nation was in a state of exasperation. Book excerpt: Excerpt from Problems of Power: A Study of International Politics From Sadowa to Kirk-Kilisse During the last ten years the Eternal would seem to have been preparing what one of his vicegerents, the Ger man Chancellor, recently called the policy of the clean slate. Not even Bossuet would venture to divine the sense of the still-hidden writing on the wall. Modern Europe is working out its destiny in blind obedience to the will of its two demiurgic creators, Napoleon and Bis marck. But neither the one nor the other saw ten years ahead. When Napoleon, at Tilsitt, in conversation with the Tsar Alexander and the King of Prussia, said to the latter, on his complaining of the humiliating conditions of peace imposed by the great Emperor, It is part of my system to weaken Prussia; I mean that she shall no longer be a power in the political balance of Europe,1 he magnificently formulated a policy which might have become the principle of action of successive French states men; but he could not guess that within seven years Stein and Hardenberg, Fichte, Schiller and Schleiermacher would have inflamed the soul of a regenerated Prussia. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Balkanized Europe: A Study in Political Analysis and Reconstruction This book is the result of eleven consecutive years of experience as a special European correspondent for The Chicago Daily News. It probably contains errors both of observation and of opinion: for to see truly into a complex web of motives and movements is a task whose difficulty can be suspected only by those who have seriously attempted it; and to endeavor to read a few lines of the future out of the evanescent hieroglyphics of the present is perhaps even more temerous. Time alone can reveal to what extent I have been right, and in what respects I have been wrong. Meanwhile, if the book, in presenting certain problems, and raising certain questions, does thereby stimulate broader think ing with regard to international aflairs, it will have served its purpose. The specialist no doubt has his mind made up re garding the war, the peace conference, and all their multiple consequences. It is rather to the general reader that I would address myself; and although I have read much, and absorbed from many sources, I have therefore preferred not to encumber the text with footnotes and bibliographical references. Book excerpt: Excerpt from The Politics of the Common Market The Common Market had become an integral part of the political order of Europe both international and national, hence the proper study of all who were interested in European government and poli tics, or regional international organization. This book is a discussion of the distribution of power within the Common Market and the institution's way of deciding issues and taking action. It does not delve into the technical economic mission of the Common Market nor is it a polemic for European unity. It is a neutral inquiry into the evolving political order of Europe, which takes all relevant ma terial into account, whether it be the formal constitutions, regula tions, and court decisions, or the gentlemen's agreements, informal institutional dynamics, or biases of men in positions of power. Gathering information on the politics of the Common Market posed a special problem. Its documentation is very limited, and American political intuitions are not always trustworthy points of departure for analyzing European political phenomena. 'a Fulbright research grant was of great value, however, in enabling me to visit the dis persed offices of the institution, talk with European civil servants and diplomats, and read documentation unavailable outside the Com mon Market offices. A Ford Public Affairs grant administered by Carleton College also assisted in the preparation of this book. I am indebted for numerous suggestions from Hans Schmitt, who read a large part of the manuscript at an early stage, and from Leon Lind berg, who read the final product.
